1. Introduction Law department of Municipal Corporation of Delhi () ensures proper follow-up and monitoring of cases related to pending in Supreme Court, High Court and various District Courts. The vision of the department is to become efficient, effective and to achieve targets as set forth and to contest the cases effectively and efficiently and to win the same. In order to streamline its processes and increase efficiency and effectiveness of citizen services, has undertaken a comprehensive exercise to implement ICT based e-governance solution across the organization. The ICT based e-governance is also aimed to bring in transparency and sustainability of the processes and systems. has envisioned that the successful implementation of the system will provide the following benefits: Provide Single Window services to citizens on anytime, anywhere basis(through Internet) Increase the efficiency and productivity of organization and better monitoring and transparency Develop a single and integrated view of information system across all departments and offices in the Provide timely & reliable management information relating to municipal administration for effective decision making Adopt a standards-based approach to enable integration with other related applications. (LMS) is also a part of the same e-governance solution and developed for Law Department. 2. Objective The Legal Management system deals with ensuring proper follow-up and monitoring of cases related to pending in Supreme Court, High Court and various District Courts. 3. Features of the Application Below listed is the broad category of the features for legal management system The system maintains the details of cases. These will be the fixed details for a particular case and should include court name, lawyer name, dates of hearing, start date etc Assign the unique id to each cases. Have the facility to upload the scanned or soft copy of documents(evidences) against the case id Generate alerts for dates of next hearing, meeting with lawyer etc Maintain the records of each proceeding and it will be linked to the respective case id Maintain the details about the empanelled lawyers. Allow the departments to keep track of their cases and provide access to respective cases and its details online Allow Lawyers to update the respective case details online. Allow Law department to process lawyer s payment. To generate report by using search functionality. Provide opinion feature 4. Scope All authorized employees can access this application and ensures proper follow-up and monitoring of cases related to pending in Supreme Court, High Court and various District Courts based on their access privileges. 5. Operating Procedure of Grievance Management System. 5.1.1 Login screen On clicking on Login link, workbench screen will come. Every authorized Law Official gets a login ID [Biometric ID] and password to access the system. Error messages will be displayed if login ID or password is incorrect. 5.1.2 Diary Dashboard Authorized User can access Diary Register Functionality using Diary Register link provided in Left navigation. On clicking on the link, following dashboard will appear. To make a diary entry into the system, user needs to click on New Approval Note link. Confidential to and Tech Mahindra Page 5
5.1.3 New Approval Note There are three types of letter which comes to diary clerk from department/zone to make diary entry into the system a) New Case File b) Notice/Petition c) Department Letter/File User need to select any of them and need to fill the necessary details [all * marks filed are mandatory] in the respective form. On submission of form, details will be successfully submitted and a unique Dairy ID will be generated and Diary Dashboard will be updated accordingly. 5.1.4 CLO Approval Once diary entry is completed, next step is CLO approval. CLO need to click on the edit link, on the approval form need to put his remarks and click on Accept or Reject button. 5.1.5 New Case Entry Once Diary ID is shown as approved on diary register dashboard, then user needs to select the radio button and click on New case Entry button. Now user needs to fill all the details [all mandatory fields] in the New Case Entry Form. User has an option to refresh all the fields filled by clicking the Reset button. Once all the details are entered into the form, user can press the Submit button and a unique Case ID [for ex: CA201000013] will be generated and same has been updated on Cases Dashboard. 5.1.6 Cases Dashboard Once New Case entry done for the cases and unique case ID generated, they are updated on Cases Dashboard link. User can view the cases court wise, status wise and date wise on this dashboard. For editing the case details [Vakalathnama, Engagement letter, affidavit, judgment details] against a case ID, user needs to click on that case ID link. Once clicked case details form will open where user can fill all the details and save it against that case ID. Confidential to and Tech Mahindra Page 14
5.1.7 Hearing Details Dashboard User can view the hearing details court wise and date wise on this dashboard by clicking on Hearing Details link. Once case details [Vakalathnama, Engagement letter, affidavit, judgment details] are saved against a case ID, same will be reflected on this dashboard. User needs to click on that any case ID link, and update the hearing details of any case ID. Once clicked Hearing details form will open where user can fill all the details and submit it against that case ID by clicking on Submit, same will be reflected on Hearing details Dashboard. 5.1.8 Summary Dashboard CLO can view the overall picture of court cases using this dashboard. User can view the court cases details Status wise, court wise, zone wise and department wise. Summary dashboard Screen Confidential to and Tech Mahindra Page 17
Status wise dropdown, Once user select any of the four option from Status dropdown and click on Go button, following screen will come which displays for the selected status no. of cases against particular department. To view the cases details click on the Number of cases link against that department and further drill down to view the cases details for a particular case ID. To view List of cases summary zone wise, user needs to select View Summary By Zones link. List of No. of cases summary zone wise. Confidential to and Tech Mahindra Page 21
User can also view the cases date wise by further selecting the From Date and To Date fields and clicking on Go button. Below screen is showing list of cases summary zone wise during a period. 5.1.9 Search Functionality For generating reports or to search the details of cases, search facility is provided in the application. Authorized users need to select the search criteria and click on Search button, search result will be displayed. Confidential to and Tech Mahindra Page 23
Below screen is showing the search details based on search criteria, to generate report for the search result in pdf format just click on Generate Report button. After clicking on Generate Report button, report will be generated in pdf format which is shown below. User has an option to take a printout of the same or save the report. 5.1.10 Seek Opinion Functionality For seeking opinion from CLO, departmental/zonal law officer will access Seek Opinion link provided in their login and will click on the relevant Case ID link, Request for expert opinion form will open. Authorized user can anytime view the cases details status wise, court wise and date wise. Authorized user will fill the relevant details in the Request for expert opinion form and submit the same by clicking on Submit button. Authorized user can any time view the details of the case by clicking on case ID link provided on Request for expert opinion form. Confidential to and Tech Mahindra Page 25
5.1.11 Provide Opinion Functionality For providing opinion to the seek opinion request raised by departmental/zonal law officer, CLO will access Provide Opinion link provided in his login and will click on the relevant Case ID link, Request for expert opinion form will open. CLO can anytime view the cases details status wise, court wise and date wise. CLO will provide his opinion in the Opinion field and upload the relevant document if any in Request for expert opinion form and submit the same by clicking on Submit button. Once opinion submitted the same can be viewed by the concerned departmental/zonal law officer. 5.1.12 Administrator Functionality CLO is provided administration access to change the master data inserted in the application. He has the facility to add, edit and delete the master field entries. Below screen display the master data filed for court type, once CLO click on Court Types link on the left navigation, Court Type Master screen will open. To add one more court name in the master data table for Court types, User will type new court in the Court Type filed and click on Add button. Confidential to and Tech Mahindra Page 27
On clicking on Add button, court type name New court will be added in the master data list shown in below screen. Now to delete the same record from the list, select new court from the list and click on Delete button. Confidential to and Tech Mahindra Page 28
