Entrance Requirements Applicants selected for entry to the Diploma in Police Studies programme must satisfy the following requirements: must be a Finnish citizen successfully completed at least a vocational qualification or the upper secondary school syllabus or the Finnish matriculation exam or some other qualification referred to in the Degree on the Matriculation Examination must be in a suitable state of health and otherwise suitable for carrying out the duties of a police officer must have at least a class B driving licence must have an employment history of at least 12 months must have passed the Diploma entrance examination 22

Entrance Examination Three-stage test: 1 st stage: physical condition, writing skills and comprehension test, book exam, psychological evaluation 2 nd stage: group assignment, interview, psychological evaluation 3 rd stage: physical check-up The applicant has to wait about half a year between attempts to pass the examination 23

Diploma in Police Studies Duration of 2.5 years Accommodation, uniforms, meals and healthcare are provided free of charge during the classroom training periods Those who successfully complete the Diploma in Police Studies are eligible for the posts of Senior Constable, Senior Detective Constable and Detective 24

Main elements of the Diploma in Police Studies The Diploma in Police Studies is made up of five main elements: Field Operations skills for conventional police patrol work and handling emergencies Crime Prevention Traffic the students will be able to carry out normal criminal investigations basic skills in traffic surveillance, traffic offences investigation and driving of police vehicles Communication and Information Systems communication, information and management systems Use of Force knowledge and skills needed in situations requiring the use of force 25

Oath Concerning the Professional Ethics of Police Officers Police officers with a Diploma in Police Studies take an oath concerning the professional ethics of the police. The aim is to make the police officers aware of the values and good practices expected of a police officer in Finland. The oath is arranged approximately 1 2 times a year. I do solemnly declare upon my honor and conscience that I will act at all times to the best of my ability and knowledge in a manner befitting a police officer. I will preserve the dignity and will respect the rights of all individuals. I will exercise my authority as a police officer in the manner intended by the law. I will faithfully obey the orders of my superiors and will be ready to confront danger in the line of duty. I will discharge my duties with integrity and will promote understanding and conciliation. I will act with honesty, courtesy and regard for the welfare of others, and will endeavor to develop the esprit de corps. I will act justly and impartially and with propriety towards my fellow officers. I will constantly strive to honor this oath in my service as a police officer. 26

Finnish Police Sergeant s Examination Duration of 1.5 years The studies are planned to be undertaken alongside work Those who successfully complete the Finnish Police Sergeant s Examination are eligible for the posts of Sergeant and Detective Sergeant 27

Bachelor in Police Command The Students first complete Part A (1.5 years) Part B lasts for approximately three years after which the student will be entitled to the Bachelor in Police Command Degree 28

Specialist Studies for Police Officers Police officers can become eligible for specialist tasks in different sectors of the police service Duration of 3 6 years Alternatives: Forensic Investigation, Information technology investigation, Drug-related Crime Investigation, Police-dog Operations, Traffic 29

Varied Training Besides police students, Police College provides training for Police Administration personnel (like guards, office secretaries, and those working in the Financial Administration) Interest groups (like Finnish Customs, the Frontier Guard, the Emergency Response Centre Administration, the Office of the Prosecutor General) Trainers of peace officers Those providing training in the use of force to guards working in the private security industry Approximately 220 further training events in 2012. There were approximately 4,500 participants in further training courses and seminars. 30

Research Independent research on areas of relevance to police work from the social, behavioural and legal science perspective Research Is responsible for research and development on issues of relevance to police work The aim is to produce new research of relevance to police work and to develop appropriate research methods The research findings also help to improve the quality and efficiency of policing and enhance the well-being of all concerned Fields of research Police Work and Organisation Policing Police in Society 31

The Police Dog Training Centre A unit of the Police College of Finland in Hämeenlinna Trains dog trainers and purchases the dogs for the Police Police dogs in Finland Police has about 300 dogs. There are about 240 police dog handlers in Finland. In addition to receiving basic training, patrol dogs are also taught to find narcotics, explosives, flammable liquids or cadavers. The special police dogs only have one special task such as searching for explosives. 33

National Police Museum Part of the Free and open for everyone Presents the history of the Finnish Police and provides the public with information about different aspects of police work Collects, records, examines and exhibits artefacts, tradition and history Founded in spring 2004. Opened its doors to the public in autumn 2008. Number of visitors some 16,000 per year In addition to the permanent exhibition, the Museum hosts special exhibitions Police in Fiction will be open until autumn 2014. 34
