ADMINISTRATOR S EMPLOYMENT CONTRACT Principal (2013-2014) AGREEMENT made this 14 th day of May, 2013, between the BOARD OF EDUCATION OF COMMUNITY CONSOLIDATED SCHOOL DISTRICT NO. 146, COOK COUNTY, ILLINOIS, hereinafter referred to as the "Board," and CAREY RADDE, hereinafter referred to as the "Administrator." A. EMPLOYMENT AND COMPENSATION 1. Salary and Term of Employment. The Board hereby employs the Administrator as a Building Principal for one (1) year, commencing on July 1, 2013, and terminating on June 30, 2014, at an annual salary of One Hundred Eleven Thousand, Six Hundred Fifteen and 54/100 ($111,615.54), payable in 26 equal installments in accordance with the rules of the Board governing payments of other administrative staff members in the District. The Administrator hereby accepts employment upon the terms and conditions hereinafter set forth. 2. Teacher s Retirement System and Health Insurance Security Fund. In addition to the annual salary stated in paragraph A.1 of this contract, the Board shall pay on behalf of the Administrator to the State of Illinois Teachers' Retirement System the Administrator s required nonrefundable contribution, as determined by law to pension system. The Administrator shall not have any right or claim to said amounts, except as they may become available at the time of retirement or resignation from the State of Illinois Teachers' Retirement System. Both parties acknowledge that the Administrator did not have the option of choosing to receive the contributed amounts directly, instead of having such contributions paid by the Board to the Teachers' Retirement System, and further acknowledge that such contributions are made as a condition of employment to secure the Administrator s future services, knowledge and experience. The annual salary stated in paragraph A.1 of this contract includes the payment by the Board on behalf of the Administrator of her required contributions to the Teacher Health Insurance Security Fund. B. CONDITIONS OF EMPLOYMENT 1. Certificate. During the term of this contract, the Administrator shall hold and maintain a valid and properly registered certificate issued by the State of Illinois Teachers' Certification Board qualifying him to act as a Building Principal in the School District. 2. Employment Representations. The Administrator represents that she is not under contract with any other school district for any portion of the term covered by this contract. The Administrator further represents that all information provided to the District in the process of application for employment was true and complete. 3. Medical Examination. The Administrator shall submit, at Board expense, to a physical or mental examination by a physician licensed in Illinois to practice medicine and surgery in all its branches whenever the Board deems such examination necessary and in accordance with applicable law. As a condition of employment, the Administrator also agrees to comply with all health requirements established by law. -1-

C. BENEFITS 1. Reimbursement of Business and Travel Expenses. The Board shall reimburse the Administrator for reasonable monthly expenses incurred in the performance of her duties and for travel expenses, at the published Internal Revenue Service mileage rate, for District-related business both in and out of the District. Substantiation of all expenses incurred pursuant to this provision shall be made by the Administrator and submitted to the Business Office for approval pursuant to District procedures and in accordance with the regulations of the Internal Revenue Code, as amended. 2. Insurance. The Board will provide the Administrator with the following benefits: a. Individual or full-family hospitalization and medical insurance and dental insurances provided under any group program effective in the District; b. Individual or full-family medical insurance, as provided under any group program effective in the District, for a period of nine (9) months from the date of any temporary disability suffered by the Administrator for which she is unable to continue work and is receiving disability payments from the Illinois Teachers Retirement System; c. Term life insurance, in the amount of $100,000, subject to eligibility requirements of the District s carrier; and d. Liability indemnification and protection, as provided under the District s liability insurance policies. 3. Vacation and Holidays. The Administrator shall be entitled to a paid vacation of twenty-five (25) working days annually. Such vacation time shall be scheduled with the approval of the Superintendent. Vacation must be taken within the twelve-month contract period, except that, with the express pre-approval of the Superintendent, up to three (3) days of vacation may be carried over for use during the month of July following the end of the contract year. Any such carry-over vacation days will be lost and no longer usable if not taken during the approved July period. The Administrator shall also be entitled to all legal school holidays. Winter, Spring, and Summer recess periods shall constitute working days unless specifically scheduled and credited toward the vacation days listed above. If any earned vacation days must be reimbursed to the Administrator upon his/her resignation for purposes of retirement, the reimbursement shall be made in a post-retirement payment not intended to be part of the Administrator s creditable earnings for that year. 4. Sick, Personal, Bereavement, and Religious Leave. The Administrator shall be granted sick leave, as defined in Section 24-6 of the School Code, equal to the normal annual allotment afforded to teachers under the sliding scale established in Section 4.1 of the their 2011-2015 Collective Bargaining Contract (i.e., tied to years of service), which days may be accumulated. Annually, the Administrator shall also be afforded three (3) personal business days for use and up to two (2) additional work days for bereavement in the immediate family as afforded to teachers under their Contract. Any unused personal business days may be accumulated as sick leave; bereavement days do not accumulate. If the Administrator s recognized religious holidays are not observed on the regular school calendar, she may take up to two (2) days annually without loss of pay. -2-

5. Professional Organizations. Subject to prior approval of the Superintendent and within District budgetary constraints, the Administrator shall be reimbursed for dues and membership fees to professional organizations. 6. Professional Meetings Attendance. The Administrator is expected to attend appropriate professional meetings at the local, state, and national levels. Attendance is subject to approval by the Superintendent and to District budgetary constraints. All reasonable expenses incurred shall be paid by the Board. 7. Annuities and Deferred Compensation. From the annual salary stated in paragraph A.1 of this contract, the Administrator may (1) annually defer compensation pursuant to and in accordance with the terms of an eligible state deferred compensation plan as described in Section 457 of the Internal Revenue Code if adopted by the Board, and/or (2) authorize a salary reduction in order that the Board may purchase an annuity policy for the Administrator as described in Section 403(b) of the Internal Revenue Code, provided that the Administrator confirms that any such deferrals or reductions for purchase of annuities are within Internal Revenue Code limitations. 8. Tuition Reimbursement. The Administrator may receive tuition reimbursement from the Board for graduate work leading to a doctorate degree in an education-related field or for an advanced degree in education beyond the Masters Degree that evidences a logical professional progression, as determined by the Superintendent. Reimbursement shall not exceed $300 per credit hour. If the Administrator leaves District employment voluntarily within a three (3) year period, the Administrator shall be obligated to repay and return to the Board the tuition reimbursement amounts paid. The amount to be repaid will be determined by the following schedule: If the Administrator leaves the employment of the Board within twelve (12) months of the reimbursement, 100% of the reimbursement amount must be repaid. If the Administrator leaves more than 12 months but less than 24 months after a reimbursement was made, 66% of those reimbursements must be repaid. If the Administrator leaves 24 months but less than 36 months after the reimbursement, 33% of those reimbursements must be repaid. If applicable, repayment may be made by withholding appropriate amounts from the Administrator s paychecks remaining prior to her departure from the District. D. POWERS AND DUTIES 1. Responsibilities and Duties. As a Building Principal, the Administrator shall supervise the operation of attendance centers as the Board shall determine necessary and shall have as her primary responsibility the improvement of instruction. The Administrator shall also assume administrative responsibilities and instructional leadership, under the supervision and direction of the Superintendent and in accordance with the laws of the State of Illinois and the policies, rules, and regulations of the Board, for the planning, operation and evaluation of the educational program of her assigned attendance area. The Administrator shall submit recommendations, as requested, to the Superintendent concerning the appointment, retention, promotion, and assignment of all personnel assigned to her attendance centers and shall keep such other registers, records and reports as may be directed by the Superintendent and the Board or required by law. The Administrator shall be responsible for all obligations contained in the official job description for Principal, including the discipline of students in accordance with the requirements of the School Code and Board policy. -3-

2. Compliance with Board Policy. The Administrator shall be responsible for and deemed to have knowledge of, all of the policies and rules and regulations established by the Board and shall comply with their requirements. 3. Extent of Service. The Administrator shall devote her entire time, attention, and energy to the business of the School District and related professional activities. With the permission of the Superintendent, the Administrator may attend university courses, seminars, or other professional growth activities; serve as a consultant to another district or educational agency for a short-term duration without loss of salary; lecture; and engage in writing activities and speaking engagements. The Administrator may not jeopardize the functioning of the School District by any lengthy and conspicuous absence for such professional activities. E. RENEWAL AND AMENDMENT OF CONTRACT 1. Renewal. At the end of this contract, the Board and Administrator may mutually agree to renew the employment of the Administrator for a one (1) period. In such event, the Board shall take specific action to enter into a new contract of employment with the Administrator. 2. Non-Renewal. In the event the Board determines not to extend the employment of the Administrator, this contract shall expire on June 30, 2014. The Administrator shall receive notice of intent not to renew her employment in accordance with the requirements of the School Code. 3. Amendment. Any salary or other adjustment or modification made during the life of this contract shall be in the form of a written amendment and shall become a part of this contract, but such adjustment or modification shall not be construed as a new contract with the Administrator or as an extension of the termination date of this contract. F. TERMINATION OR RECLASSIFICATION 1. Grounds for Termination. This employment contract may be terminated during its term by: a. Mutual agreement; b. Permanent disability (inability to perform essential job functions with or without reasonable accommodation); c. Discharge for cause; or d. Death. 2. Cause. Discharge for cause during the term of this contract shall be for any conduct, act, or failure to act by the Administrator which, in the discretion of the Board, is deemed detrimental to the best interests of the School District. Reasons for discharge for cause shall be given in writing to the Administrator, who shall be entitled to notice and a hearing before the Board to discuss such causes. If the Administrator chooses to be accompanied by legal counsel, she shall bear any costs therein involved. The Board hearing shall be conducted in executive session. 3. Effects of Termination. Upon termination of this contract, no further compensation or benefits afforded under these contractual provisions shall be paid to the Administrator or any third party on her behalf. This provision does not restrict the right of beneficiaries of the Administrator to -4-

receive compensation or benefits for which they may be eligible under any District insurance policy or plan provided under the terms of this contract. G. MISCELLANEOUS 1. Any notice required to be given under this contract shall be deemed sufficient if it is in writing and sent by mail to the last known residence of the Administrator or the President of the Board. 2. This contract has been executed in Illinois and shall be governed in accordance with the laws of the State of Illinois in every respect. 3. Paragraph headings and numbers have been inserted for convenience of reference only and, if there shall be any conflict between such headings or numbers and the text of this contract, the text shall control. 4. This contract may be executed in one or more counterparts, each of which shall be considered an original, and all of which taken together shall be considered one and the same instrument. 5. This contract contains all the terms agreed upon by the parties with respect to the subject matter of this contract and supersedes all prior agreements, arrangements, and communications between the parties concerning such subject matter, whether oral or written. 6. This contract shall inure to the benefit of and be binding upon the Board and its successors and assigns. IN WITNESS WHEREOF, the parties have executed this Agreement this 14 th day of May 2013, upon formal approval by the Board at a duly convened meeting held this same date.
