It is calculated as $411,719,459 (total cost excluding Community Corrections Program and capital outlay expenditures) divided by 26,755 average inmate custody population divided by 365 days. The Arizona Department of Corrections (ADC) FY 2010 inmate cost per day of $60.73 is comprised of all state prison units excluding specialized units, private prison units, and partial year units. The inmate cost per day includes inmate health care, programs, food service, all custody levels, and all employee salaries and related costs. The FY 2009-10 $88.50 Cost per Day (CPD) is the average for 23 correctional facilities ranging from $64.20 to $194.50 per facility. Direct facility costs are applied in each area, and the remaining Department costs are allocated based upon offender average daily population. The calculation includes all salaries and expenses for the Department (excluding capital expenditures, interest payments, and cash funded enterprises such as Canteen and Correctional Industries). Parole s CPD is calculated separately from facility expenses and is not included in the $88.59 per day. Parole s CPD for each program is: Parole $11.82, Parole ISP $21.43, Community $11.20, and Community ISP $31.36. Daily inmate maintenance cost is based on ADOC s total annual operating cost (excluding Community Corrections Program and capital outlay expenditures) divided by the average inmate population under ADOC custody. The custody population includes all inmates housed in ADOC facilities as well as in leased facility bed space. The calculation the daily inmate maintenance cost includes the cost directly associated with our correctional facilities as well as indirect cost which is comprised of ADOC s administrative cost and inmate healthcare cost. Direct cost associated with correctional facilities includes expenses such as personnel costs, inmate food and clothing, supplies, utilities, repairs, and vehicle operating costs. Indirect cost includes expenses such as inmate healthcare cost, salaries and benefits for administrative support personnel, supplies, professional services, and central office rent and utilities. The latest reported per diems are for FY 2009-10. The Florida Department of Corrections captures all operational costs in its published per diems including security, food service, physical and mental health care, inmate education and substance abuse treatment. Indirect costs (administration) are an additional $2.85 per day. All personnel costs are captured in these per diems, including employer contributions for health insurance and to the state retirement system. The Massachusetts Department's inmate cost per day of $125.68 is derived from the total operating, payroll and indirect cost for each security level divided by the average offender population for said facility by fiscal year divided by 365 days at our 18 correctional facilities. The DOC 's eighteen correctional facilities cost per day range from $94.39 to $164.00 (facilities BSH, MASAC and LSH cost per day not reflected). These costs are inclusive of Inmate Health Care, Inmate Programs, and Food Service. The Department paid $24.39 per offender per day to house 17,775 offender in local jail facilities and $12.25 or $16.39 to house 3,393 offenders in Transitional Work Programs during FY 09/10 for a total of 21,168 of 39,939 total offenders. The average cost per offender per day of $55.54 (shown above) does not include offenders housed in local jail facilities. The system-wide cost per offender per day including local jail facilities is $38.50 for FY 09/10. Includes: - all wages and salaries including benefits. This also includes limited period, seasonal, and temporary positions. - all medical (mental health, substance abuse, pharmaceutical, inpatient, outpatient) - all related contractual, commodities and capital costs. - includes the cost of boarding state prisoners at county jails. Contributing cost factors used to arrive at the estimated average daily cost per inmate in DOC facilities are: Staff salaries and benefits; Operation and Maintenance; Security operations; Treatment programs Health care; food; and Community Programs. Figures are based on FY 2011 budget book DOC appropriation. Fiscal year = July 1 - June 30. There are three unique facilities Bridgewater State Hospital (BSH), Massachusetts Treatment Center (MTC) and Massachusetts Alcohol and Substance Abuse Center (MASAC) with specialized missions that are major cost drivers within the DOC s budget. BSH is a maximum security forensic, psychiatric hospital; houses both sentenced and civilly committed; houses Intensive Treatment Unit; highly specialized forensic staff provide complex evaluations. MTC houses both state sentenced for treatment and men civilly committed as sexually dangerous persons for unique treatment program. The Missouri DOC previously reported our cost as $45 per day without fringe benefits. We were able to obtain the fringe benefits expenditure data for FY11 and it raised our daily rate to $57 per day. The Department takes actual expenditures for prison operations from the previous year and divides the expenditures by the average daily population per institution and for the entire inmate population. The Nevada Department of Corrections' inmate cost per day of $58.58 is calculated by taking the subtotal of the daily cost per inmate at eight institutions, 775-887-3317 seven remote camps, three non-remote camps, and two restitution centers (ranging from $31.92 to $100.70 for an average of $42.87), plus the average daily cost of Inmate Medical Care ($10.40), Inmate Programs ($1.44), and Administration ($3.87), for a total inmate daily rate of $58.58.
