Tempus Programme aims Aims to support modernisation of HE institutions, systems and programmes Neighbourhood coutnries, Russia and Central Asia Joint Projects: implemented at institutional level to reform curricula, improve university governance or enhance links with society. Structural Measures: implemented at national level for the development and reform of national higher education structures and systems.

Erasmus for All The international dimension in Higher Education

Learning Mobility 2. Co-operation projects 3. Policy Support Total budget: 19 billion over 7 years (+ 70%) incl 1,8 bn for cooperation outside EU (+10%)

Erasmus for All: the international dimension Incorporate all existing international higher education related programmes (Erasmus Mundus, Tempus, Alfa, Edulink and cooperation with industrialised countries) to: - put an end to the current fragmentation - enhance the global visibility and impact - increase efficiency Accommodate different objectives: - Attractiveness of European Higher Education Area - Excellence - Solidarity/ Equity Integrate the youth international dimension

Key Action 1 : Learning mobility of individuals Key action 1: Learning mobility of individuals International dimension: 1) Degree mobility: Higher education mobility for EU and non-eu students and staff through funding of excellent joint Master degrees and related scholarships 2) Credit mobility at all levels based on bilateral agreements between universities.

Key Action 1 : Learning mobility of individuals Degree mobility: continuation of current action 1 of Erasmus Mundus, joint Masters and related scholarships based on excellence. Joint Doctorates moved to Marie Curie Action. Managed by EACEA. Open to the world. Open for joint calls. Credit mobility: full integration intra-eu/ international. Incoming and outgoing mobility based on university agreements. For students and staff. Managed by National Agencies. Open to the world, based on EU external policy priorities.

Key Action 2 : Cooperation Key action 2: Cooperation for innovation and good practices International dimension 1) Special action for Neighbouring countries, combining capacity building and mobility. Joint projects based on multilateral partnerships between higher education institutions from the EU and Neighbouring countries. 2) Capacity building in Higher Education: partnerships with HEIs from Asia, Latin America and Africa.

Key Action 2 : Cooperation Special action for Neighbouring countries (and non participating Enlargement countries): joint projects between EU and partner countries for capacity building (curriculum modernisation, staff training, modern teaching, governance, etc) with in-built mobility. Based on integration of Tempus and Erasmus Mundus (action 2) Action for Asia, Latin America, Africa: joint projects between EU and partner countries (incl. Triangular cooperation) for capacity building, based on experience from Alfa and Edulink

Key Action 3 : Support for policy reform Key action 3: Support for policy reform International dimension: Policy dialogue with selected third countries and international organisations, to i.a. foster exchange between parties on issues of common interest Promotion events, international fairs
