Credit Solution Plan (CSP) Processing with DMS CSP/Credit Solution Plan for DMS4 and DMS5 Note: DMS4 instructions will appear first in each step, followed by DMS5 instructions italicized with blue font. Some steps will apply to both versions. With screenshots, DMS4 will be shown first and DMS5 below. One Time Set Ups for CSP Updating DMS Expense Codes with RPPS Modified Household Expense Codes: 1. Launch DMS Manager. DMS5 In Desktop tab expand System Configuration. 2. Choose Code Maintenance bar on the left. DMS5 expand Code Editor. 3. Choose EXPENSE CODE SETUP tab. DMS5 expand Expense Code Editor. 4. Your agency s budget expense codes are listed here with their mappings to the RPPS Household Expense codes. 5. In the RPPS column, your budget expenses are mapped to RPPS Household Expense codes to be used on FBD Proposals. Before this release, there were 11 Household Expense codes, now there are 12. One new Household Expense code, Student Loans has been added. You may already have a Student Loan expense line in your DMS budgets that can be mapped to Student Loans. Five of these descriptions have changed slightly (underlined in the second column below) and this may affect your mappings. Compare the two columns below. 6. Once all of your expense code mappings have been completed, remember to SAVE the changes. 7. Now choose the ASSETS & LIABILITIES TEMPLATE TAB. DMS5 In expanded Code Editors, choose Template Layout. 8. DMS5 Choose the Financial Interview Program, ASSETSLIABILITIES Template Type, then ASSETSLIABILITIES Layout. 9. If new A&L codes have been added in earlier steps, they must be moved from the Available Codes area to the Show these codes in this order. DMS5 If new A&L codes have been added in earlier steps, they be moved from the Available Items area to the Selected Items area. 10. It may be appropriate to reorder the A&L codes in the right panel using the MOVE UP and MOVE DOWN buttons on the right side. DMS5 It may be appropriate to reorder the A&L codes in the right panel using the UP and DOWN Arrows. 11. You may also remove A&L codes from the A&L Template remembering this will affect only new A&L screens, not previously saved ones. DMS5 You may remove A&L codes the AssetsLiabilities Template Layout by highlighting the description in the right panel, then clicking the REMOVE ITEM button. 12. SAVE the modified A&L Template. Adding 4 New DMS Cause of Financial Problem Codes in DMS: 1. In DMS Manager, choose Code Maintenance bar on the left. DMS5 In Desktop tab, expand System Configuration. 2. Choose CODES icon on the left. DMS5 Expand Code Editors 3. Choose CODES tab. DMS5 Skip this step. 4. Locate and expand the Cause of Financial Problem code family. DMS5 In the Drop Down Codes tab, choose Code Type CAUSE_REASON. Before CSP, RPPS had 7 Hardship Reasons and are now adding 4 new Reasons. These 11 Hardship Reasons will appear on the paper and EDI proposals to creditors. Review the descriptions of your DMS existing Cause of Financial Problems. If you already have these descriptions in your DMS Cause codes, you will NOT need to add them. Here are the 4 new Hardship Reasons: Unexpected and/or Catastrophic Expenses Housing Issues Student Loans Military Service 5. If appropriate, use the NEW CODE button to create the 4 new Cause of Financial Problem codes. Complete the empty Code Description on the right, remembering to SAVE changes. DMS5 If appropriate, click the ADD button. Change the Value description on the right to one of the four new Hardship Reasons. Remember to click the SAVE diskette. Choose the EXPENSE CODES icon on the left. DMS5 Choose RPPS Setup. 3. Choose the CAUSE CODE SETUP tab. DMS5 Locate the RPPS Cause Code tab. 4. Locate the 4 new DMS Cause of Financial Problem codes you created earlier. 5. In the RPPS column, click in the cell to the right of your 4 new Code Description. Click the dropdown arrow on the right side and choose the matching RPPS Hardship Reason. 6. When all 4 new Cause of Financial Problem codes are linked, click the SAVE button. Choose the Security GROUP NAME of the person(s) who will maintain CTA and CSP Creditor Payment Policy rules. DMS5 This step does not apply. 5. Locate CTA/CSP Policy row and verify that the ACCESS box is checked. This box may already be checked if you used the CTA plug-in several years ago. DMS5 This step does not apply. 6. Click the SAVE button. DMS5 This step does not apply. NOTE: If you DO NOT see a plug-in row named CTA/CSP Policy, this means that your agency has never used the CTA/CSP Policy plug-in previously. DMS4 CTA/CSP Policy Plug-In This CTA CSP Plug-in is primarily for DMS4 users. This Plug-in is already incorporated into the Creditor screens in DMS5. The CTA Plugin has been renamed CTA CSP Plugin. You will see this change when you upgrade to DMS version 4.6.0.26. If this plug-in does not reside on any of your current PCs, it must be downloaded from CPR s website. The item is called CTA Policy Install.msi dated 12/30/2009. Only load this on the PC(s) that will maintain your CTA and CSP Policies. Not all staff need this plug-in. In Creditor Maintenance, CSP creditor IDs should be linked to an EFT and EDI biller. An EDI biller must exist to link it to CSP. CTA and CSP creditors may share the same creditor IDs. However, if a creditor is set up for both CTA and CSP, the CSP Action Report calculates the debt as a CSP debt. This means that the debt is NOT considered in the NON-CSP Payments. If the creditor is in fact to be calculated as a CTA debt, a separate CTA creditor must be used. If a CSP or CTA Policy has NOT been set up in the DMS Creditor, that creditor s CSP and CTA radio buttons in Detailed Debt Maintenance will still be enabled. This is not true in DMS5. If a creditor ID is going to allow CSP processing, you must complete the 3 CSP Tiers with the Minimum Percentage, APR and Minimum Payment amount. This plug-in can also be used for CTA minimums. Note: We are recommending that you keep the CSP and the CTA creditors as separate creditor IDs. When the CSP Action Report processes, it will include all of the debts in the CSP calculations. It is our understanding that creditors participating in CSP will also participate in CTA for a period of time. Each creditor will decide when they will no longer accept CTA proposal data. DMS5 CTA/CSP Policy Screen The CTA and CSP Policy tab appears in the Creditor s main screen. It is similar to the DMS4 CTA/CSP Plug-in discussed above. Creditors participating in CSP will also participate in CTA at least for a period of time. Each creditor will decide when they will no longer accept CTA proposal data. If a CTA/CSP Policy is NOT set up in the DMS Creditor, the CTA and CSP radio buttons in Detailed Debt Maintenance will be disabled from use. This is NOT true for DMS4. In Creditor Maintenance, CSP creditor IDs should still be linked to an EFT and EDI biller. An EDI biller must exist to link it to CSP. CTA and CSP creditors may share the same creditor IDs. All CSP creditors will accept ALL 3 CSP Tiers AND they will accept proposal data electronically (EDI). No paper CSP proposals will be generated. To see the latest list of creditors participating in CSP per RPPS, go to RPPS MasterCard Connect site. Log in as normal. Go to the Biller Listing area. In the Menu, find an item called CSP Creditors. CDN Messages Still Required by Some Creditors Bank of America and American Express normally require/allow CDN messages to explain unusual financial situations about a proposed DMP. This CDN requirement will also apply to CSP. Changes to DMS4/DMS5 Assets/Liabilities Screen Modifications to the Assets & Liabilities Screen in Income Below the Assets & Liabilities grid, we have added a new data input field labeled Monthly Amount Client is Willing to Liquidate. The client has a used car that has a sale value of $5000 with no loans. A&L figures will not be passed onto creditors. If he can sell this car for $5000, estimate a monthly amount that will be applied towards debt liquidation. Most clients will commit zero. This positive monthly commitment will be used in calculating disposable income and which CSP Tier is appropriate. Changes to DMS4/DMS5 Debt Grid & Detailed Debt Tabs To support CSP, we have added several new columns available in the Debt grid: 1. Secured with possible answers of Y or N. Each debt row will need a response in this new column. DMS will default a N or False response. 2. The Payment Calculation Options column will indicate the DMP Payment Calculation Method, like Standard DMP, Pre-Bankruptcy, CTA Standard, CTA Hardship, CSP Tier 1, CSP Tier 2 and CSP Tier 3. You cannot key into this column. The answers will be reflected by the selected radio button in the Detailed Debt tab. In the Detailed Debt tabs, we have relabeled the Less Than Full Balance Proposal Info tab to Payment Calculation Options. In the renamed Payment Calculation Options tab, we have added 3 CSP Tier radio buttons. Last Revised 1/2015
Adding Debt Rows Some of your debt rows may have creditors that DO participate in CSP (see earlier creditor listing). You will key the necessary columns (i.e. creditor name, secured, current balance, payment percentage and B/P) to calculate standard DMP payments. You must attach CSP creditor IDs in your creditor database. Leave the account number field empty so account number validation isn t activated. Some of your debt rows will be included on the DMP but the creditor DOES NOT participate in CSP (i.e. collection agencies, lawyers, medical, finance companies, utilities, retailers, etc.). You will key the necessary columns to calculate the standard DMP payment. You may/may not attach a creditor ID. If you attach a creditor, leave the account number field empty for now. Add your monthly maintenance fee and set up fee creditors as normal. Some of your debt rows will be excluded from the DMP (i.e. cars, bank loans, IRS, mortgages, etc.). Most agencies will choose to NOT key these secured debts into the debt screen. If you wish to key these excluded debts, key the creditor name, secured, partial acct #, current balance and an X in the Bal/Pmt column. These do not need a creditor ID attached. Calculating CSP Payments with CSP Action Report Note: If you are using both CTA and CSP payment methods on a client s debt grid within the same client ID, the CSP Action Report will calculate all as CSP payments. If the client has CTA debts, and your agency uses the CTA Action Report, generate the CTA Action Report prior to generating the CSP Action report. Save and close the client s record. You will need to know the client s ID for the report. The CSP Action Report has been added to ReportViewer s Counseling report folder. Key the client ID to be calculated. This client does not need an active status to do this. Initially do NOT check the Update Debts checkbox. This checkbox will copy the selected Tier CSP payments to the DMP Payment column for these CSP debts. You will check this box later when you have decided which single CSP Tier would work best for this client. Last Revised 1/2015
Click the RUN REPORT button. If you checked the Update Debts checkbox in Report Parameters, DMS will: Copy the selected Tier CSP payments to the Proposed Payment, DMP Payment and Current Month DMP Payment columns in the debt grid. Choose the Tier level radio button on each CSP debt in Detailed Debt Maintenance. You may choose to change individual debts to a different CSP Tier number if desired. Simply change the radio button in Detailed Debt Maintenance and the 3 Payment factors will be reset with CSP Tier minimum payment percentage. The Debt Counseling Session Discussed below are only the DMS work areas that are involved during the Debt Counseling Session to calculate CSP Payments: 1. Complete the Monthly Gross and Net Incomes on the Individual Income Info tab in Income. 2. Create a new A&L page on the Assets / Liabilities tab in Income. Complete Present Value, Amount Owed, Payment and Comments as appropriate. 3. If the client is willing to liquidate A&L items to eliminate debt, at the bottom of the A&L screen, complete the amount the client can pay monthly toward debts with the proceeds from the sold item(s). 4. Create a new Budget page for the client remembering to watch the Income After Expenses amount in the budget summary totals. This remainder will be used toward debt payments. 5. Add unsecured debts to the Debt Grid with the NEW DEBT button, whether or not the creditor participates in CSP. Choose a Y or N in the SECURED column on all debt rows. N is the defaulted answer. Any debts that will NOT be included in the DMP (like mortgages, auto loans, etc.) must have an X in the Bal/Pmt column. This tells DMS that a CSP payment will not be calculated. Be sure to allow for the monthly payment in the client s budget. Otherwise a B alance or P ayment should be used. If your debt counselors are not accustomed to attaching DMS Creditor IDs in the creditor screen, the debt paperwork must indicate which CSP Tier that major creditors will be proposed. If your debt counselors are accustomed to attaching to special policy creditor IDs, this may continue, but again the debt paperwork must indicate which CSP tier that CSP creditors will be proposed. To have a CSP calculated on major creditors, link the CSP Creditor ID. If no creditor ID is selected, or the ID is not set up for CSP calculation, standard DMP minimums will be applied. Key the CURRENT BALANCE of all debt rows. Add your monthly agency fee creditor ID as normal. SAVE your debt screen. Close the client record. Note: If you have secured or unsecured debts that will NOT be included on the DMP, RPPS recommends that these debts be listed in the debt grid with an X proration code. Complete the debt balances and the non-dmp payments on these debt rows. By not including the non-dmp payments in the client s budget, this will keep the 11-Miscellaneous household expense category from being excessively high. 6. Choose ReportViewer then open the Counseling report folder. 7. Choose CSP Action Report. 8. Key the client ID. 9. Initially do not check Update Debt checkbox. Once you have reviewed the CSP Action Report, you can check this box to update the DMP Payment, Proposed Payment and Current Month DMP Payment with the CSP Payment amount. 10. Click the Run Report button. Three Additional CSP Reports CSP Clients With Specific Creditor-Located in the Creditors report folder. There are four Parameters: Start Date (of debt), End Date (of debt), Client Type dropdown (Answers: Active ACH Clients or All Active Clients), Choose ALL or Specific Creditor Names. This provides a listing of active DMP clients starting in a debt start date range, who are attached to a CSP creditor ID in their debt screen. CSP Proposal With No Responses-Located in the Counselors report folder. There are four Parameters: Beginning Proposal Print Date, Ending Proposal Print Date, Lowest Balance to Print, Choose ALL or Specific Creditor Names. This provides a listing of active DMP clients whose last proposal print date is in the proposal print date range, with a minimum current balance of N.NN, who are attached to a CSP creditor ID in their debt screen.
