1 Housing & Building National Research Center Managing & Recycling Construction & Demolition Waste Prequalification Documents objective : The project aims to create a managerial system to recycle construction and demolition waste in New Cairo City so that such waste would be transformed from being an environmental and economic burden to become a building and construction resource. In addition, this project will guarantee the nonpileup of waste and avoid the negative effect that this has on the environment and the community. This project will be implemented so that the waste recycling operations would be managed starting from collecting, transporting, assorting and classifying the waste till the processes of recycling the construction and demolition waste or transporting the non-recyclable waste to their designated landfills. components : Planning the land allocated for the project includes the following : 1. The place designated for collecting the construction and demolition mixed waste. 2. A place for assorting the construction and demolition waste. 3. A place for storing the assorted waste until its sale or transport to the landfill or the recycling plant. 4. Spaces designated for the roads required for transporting inside the project. 5. A place for building the construction and demolition waste recycling plant. 6. 2 Data required to start and operate the project : * The quantity of waste resulting from the works of construction and demolition in New Cairo City was determined and classified, and the rates of each type of waste was also determined according to what was received from New Cairo City Agency (Enclosure 1 Agency Letter) as follows : - Quantity of waste generated daily : 2,784 cu.m./day mixed + quantity of soil drilling outcome that is not fit for use = 2,802 cu.m./day - The mixed waste includes several materials at different rates such as : 0.1% lumber, 90% brick's fragments, 4% gypsum, 0.8% ceramic, 0.1% plastic pipes and 5% other materials. - The location and the surface area of the land allocated for the project pursuant to the enclosures received from New Cairo City Agency amounts to 292 feddans (Enclosure 2 : The Map). * working term : Pursuant to studying the layout of the construction and demolition waste management plant, the term targeted for the project is 15 years. It was assumed by the committee pursuant to the presumptive production life of the equipment used in the project. * The distance to the project's location from the Agency : 25 40 km.

3 Tasks, qualifications and experiences required from investors applying for the process of managing and recycling the construction and demolition waste : The following part indicates the investor's tasks and the qualifications requested of him : Qualifications & experiences required from the applying investors : 1. Prequalification in construction and demolition waste management projects supported by documents. 2. Prequalification in the field of operating and managing recycling plants supported by documents. 3. Knowledge of the environmental conditions in Egypt. 4. The containment of the administrative chart of the investor to workers and qualified technical cadres, provided that their number would be commensurate with the volume and nature of works. In addition, they must be efficient and specialized in a manner that qualifies them to carry out the following works : - Managing the construction and demolition waste. - Assorting the construction and demolition waste - Recycling the construction and demolition waste - Burying the non-recyclable waste. 5. The ability to provide a training program for the labor used in this field. 6. The ability to build a recycling plant including the buildings, equipment and testing laboratories that it requires. 7. The ability of provide vehicles and equipment to carry out the works entrusted thereto. 8. The ability to provide guarding for the work site so that the contractor shall be responsible solely for protecting and safeguarding the plant from damage.

Financial data : - Financial position (Form 2). - Volume of assets. - Sources of finance (Form 3). - Cash flow statements for a period of 3 preceding years. - Names of banks dealt with (Form 4). - Submitting the workers insurance coverage documents. 4. Technical data : - The organization chart of company. - The period of experience in the same type of projects. - Similar completed projects in the last 5 years, if any (Form 5). - Similar in process projects, if any (Form 6). - The workers in the project and their resumes (Form 7). - A statement including the names and data of the subcontractors dealt with in similar project in the last 5 years, if any. - The training plan for the local labor. - A schedule that indicates the responsibilities with regards to the implementation of the works entrusted to him, mentioning the experience and efficiency of the officials in charge of each task. - A statement of the final products expected from the recycling process. - Submitting a statement of the volume and kinds of equipment used; together with indicating the extent of their suitability technically and environmentally, their rate of depreciation and the nature of their ownership (Form 8). - The equipment maintenance plan; together with determining the nature of those in charge of the maintenance process. - The landfill's quality plan and the waste recycling plant. - The industrial security plan. - The environmental conditions. - A statement of the lawsuits and disputes during the last five year (Form 9).

5 - A statement of the legal entity of the bidder and the documents evidencing its legal position. - A statement of the relevant contracts throughout the last five years, if any (mentioning the contracts that include waste recycling), which includes : * A description of the contract and a detail of the roles and responsibilities of the contractor's establishment. * The term of the contract and its value. * When and where were the services implemented. * A confirmation that the abovementioned services were implemented and completed in a right way (reception minutes). - The final product marketing and sale plan in addition to mentioning the clients targeted to purchase the product (if any). - Feasibility studies for previous projects (Form 10). Tasks entrusted to investor applying for project : 1. The collection of the generated mixed waste from the construction or demolition site or those thrown randomly in the City (if the investor is in charge of transportation). 2. Transporting the mixed waste to the construction and demolition waste management plant (if the investor is in charge of transportation). 3. Planning the construction and demolition waste management plant and determining the surface areas, passages and the waste storage places before and after assortment. 4. The compliance with the rate of moving the waste from the city streets and their collection places as determined by the Urban Communities Authority (if the investor is in charge of transportation). 5. Assorting the waste, determining the assortment and processing locations and placing a sticker indicating the kind and data of the waste on each container. 6. Training the labor on the different phases of the waste management system. 7. Confining and documenting the quantities of collected and assorted waste periodically (by weight). 8. Confining and documenting the quantities of waste transported for burial periodically (by weight). 9. Confining and documenting the quantities of recyclable waste periodically (by weight). 10. Processing and testing the waste after assorting it.

6 11. Transporting the recyclable waste to the waste recycling plant. 12. Transporting the non-recyclable waste to the landfills. 13. Managing the construction and demolition waste management plant with regards to regulating the waste entry and assortment works and disposing of it to its finally destination as indicated in the flow chart. 14. Building, operating and managing the waste recycling plant. 15. Testing the final products resulting from waste recycling. 16. Submitting reports of the technical specifications of the recycled final product ratified by a governmental entity. 17. Marketing the final products resulting from the recycling process. 18. Providing the required guarding for the project site including all its components. 19. Building, operating and managing the landfill for the safe burial of the non-recyclable waste. Applying investors qualification invitation book : In order for the contractor to be able to word the above requests and submit the required information and data, a book was prepared that includes the required forms so that the investor could seek its assistance. All submitted data must be supported by signed and authenticated documents.
