COMPACTCommunityPartnershipAction PROGRAM AND GRANTS INFORMATION THE MULTICULTURAL NSW COMPACT COMPACT stands for Community, in Partnership, taking Action to safeguard Australia s peaceful and harmonious way of life. The Multicultural NSW COMPACT supports an alliance of community partners who are committed to addressing and resolving community issues and tensions and safeguarding Australia s peaceful and harmonious way of life against extremist hate, violence and division. COMPACT supports local solutions-based projects that bring young Australians together to promote positive behaviours and engage critically, creatively and constructively on local and global issues impacting on social cohesion and community harmony. COMPACT recognises that, whatever may be taking place in the complex world we live in, solutions start at home. It starts with families talking to each other and having the resources and support they need to address issues and tensions. It starts with local communities working together, supporting each other, and building on the strengths of our culturally diverse success story. Page 1

A WHOLE-OF-SOCIETY, RESILIENCE-BASED APPROACH COMPACT takes a whole-of-society approach to community resilience, youth engagement and conflict resolution. In our program, resilience means proactively building and maintaining strong, secure, responsive and aware community networks that can be mobilised to respond to challenges and threats to community harmony, resolve conflict, and actively promote social cohesion. THE COMPACT GRANTS PROGRAM BUILDING SUCCESSFUL, SUSTAINABLE PARTNERSHIPS COMPACT encourages partnerships and collaboration between relevant community, non-government, youth, sports, arts/ media, and educational organisations by providing grant funding for innovative, evidence based community projects. The Program will be administered by Multicultural NSW as the lead agency. Successful applications will bring together partners or consortia with the demonstrated experience, expertise and/or capacity to engage and effect real positive change in young people (aged between 12-30), families and communities within a community resilience and conflict resolution frame. The program encourages partnerships that bring together grassroots organisations with larger well-established organisations and which can facilitate capacity building and cross-sector collaboration. We also encourage the private sector to get involved as partners and contribute resources and expertise to community-based initiatives. FUNDING AVAILABILITY The NSW Government is seeking Expressions of Interest for partnership projects valued between $150,000 - $1,000,000 over the life of the project (1-4 years). (1) OBJECTIVES Partnership proposals must address one or more of the following objectives: 1. To build on the strengths of our multicultural society to protect young people from hateful and violent extremist influences; 2. To build community resilience to the impacts of extremist hate and violence on social cohesion and community harmony; 3. To address and resolve issues and tensions in NSW arising from current overseas conflicts. YOUTH ENGAGEMENT CATEGORIES Partnership proposals must address one or more of the following youth engagement categories: 1. Sports and physical diversion: includes methods to engage young people, break down barriers, reinforce positive messages, and create support networks, mentoring opportunities and positive role models. 2. Creative communications and active counter narratives: includes creative methods to produce and support credible, community generated, positive messages and active social alternatives to extremist hate and violence. 3. Education & community awareness: includes methods to educate, raise awareness, facilitate dialogue, enhance critical thinking, identify, monitor and reduce or resolve community conflict or tension. (1)Grants of a smaller amounts for individual organisations may be considered on merit. Page 3

4. Families and intergenerational engagement: includes methods to engage and support young people, parents and families, address issues of intergenerational conflict, and build resilience at the family level. 5. Volunteering and humanitarian activity: includes methods to engage young people who are passionate about local and global issues and to channel that passion into constructive volunteering, civic, charity and humanitarian projects that can effect real positive change in individuals, local communities and the world. WORKPLAN, EVIDENCE, EVALUATION AND REVIEW Successful COMPACT grant applications will demonstrate evidence for their approach and will develop a comprehensive work plan, including plans for stakeholder engagement and evaluation. Funded partners will receive funding based on key milestones, with opportunities for interim evaluation, consultation and review. Two year + implementation plan for COMPACT grants COMPACT PARTNERS ALLIANCE AND ANNUAL SUMMIT All grant partners under COMPACT will be asked to sign up to the COMPACT Alliance. The COMPACT Alliance provides ongoing support, information and advice on issues relating to COMPACT and its partners. Page 4

It is a forum for sharing experiences and benefitting from shared learning from likeminded individuals and partners who are all committed to the Multicultural NSW COMPACT. Grant partners have the opportunity to participate in an annual Multicultural NSW COMPACT Summit, a forum for showcasing plans and outcomes for grant initiatives, learning and adapting from shared experience, and forging new collaborations for future projects. Working with our media partners, Summit outcomes and the achievements of grant partners will in turn contribute to the next chapter of the COMPACT story. Page 5

CLOSING DATE: 5PM Friday 18 December 2015. GRANT CONDITIONS Grants are awarded on merit following a rigorous assessment process. Both successful and unsuccessful grants will be notified in writing. Multicultural NSW does not provide feedback regarding unsuccessful/successful applications. Please allow a minimum of two months for processing. If a grant is awarded, the Multicultural NSW Grants Program Terms and Conditions will apply to the grant. You must review those terms and conditions and declare in your application where indicated that you have read and understood those terms and conditions, acknowledge that an agreement based on those terms and conditions will apply to the grant and if awarded a grant, agree to comply with those terms and conditions in acquitting the grant. ONLINE APPLICATIONS Online applications must be accompanied by scanned signed declarations. ELIGIBILITY CRITERIA The host organisation (grant recipient) must be a non-profit sharing organisation. Named partners (other from the host organisation) must have agreed in writing to be a partner in the project. Profit sharing organisations may be partners if they are making cash or in-kind contributions to the project (as indicated in the project budget) A successful Grant must: àà be located within NSW àà demonstrate how the project will address one or more of the objectives nominated by Multicultural NSW; àà demonstrate how the project will address one or more of the youth engagement priorities areas nominated by Multicultural NSW àà demonstrate how the project will measure outcomes àà be cost effective and viable with an accurate budget àà have clearly defined project outcomes including a tangible measurement for outcome evaluation Page 1

EXCLUDED ACTIVITIES The following activities are excluded from receiving funding through a COMPACT Grant: party political activities; celebration of national or independence days with the exception of key Australian days including ANZAC DAY, Australia Day, Clean Up Australia Day and NAIDOC day; religious festivals, rituals, events or promotions, except multi-faith events which involve people from more than one religion; projects funded under other State or Commonwealth grant programs; building works (including maintenance) and equipment purchases; events and festivals charging admission; media productions that have not been endorsed by Multicultural NSW prior to publication or broadcast; commercial or fundraising activities. As such succession planning on how the momentum will be maintained is essential and must be demonstrated.
