Baginton Parish Plan and Neighbourhood Plan In 2011 Baginton Parish Council published its Parish Plan, a document that sets out in detail the views and aspirations of the Parish in respect of amenities, housing, and future developments. The plan is an active document and continues to develop but operates only as a consultation document as far as Warwick District Council (WDC) is concerned. Since April 2012, local communities have been able to take a lead in the future planning of their area through the preparation of Neighbourhood Plans. These set out a vision, aims, policies and proposals for the future development of a neighbourhood and form part of a statutory development document that has to be taken into account by WDC in planning decisions (a significant step forward from Parish Plans). Please help to move forward your aspirations for the future of Baginton; complete the attached questionnaire as part of this process. To support this process Baginton is looking to join forces with Bubbenhall, Stoneleigh and Ashow and form a joint common strategy which complements and benefits the three parishes. Baginton, Bubbenhall, Stoneleigh and Ashow Joint Parish Neighbourhood Plan Make Baginton, Bubbenhall, Stoneleigh & Ashow even better places to be, now and for future generations WHY HAVE A NEIGHBOURHOOD PLAN? A Neighbourhood Plan cannot;- Conflict with the strategic policies or be used to prevent development that is included in the WDC Local Plan A Neighbourhood Plan can;- Decide where and what type of development should happen in the neighbourhood Promote more development than is set out in the Local Plan Include policies, i.e. regarding design standards that take precedence over existing policies in the Local Plan When adopted by over 50% at a referendum, the neighbourhood plan will become part of the statutory development plan for the three Parishes. This means that the local planning authority and planning committees will have to take the plan into account when making planning decisions. The Neighbourhood Plan Team, in association with our Joint Parish Councils, is the group leading and coordinating efforts to create a neighbourhood plan. Engaging with the community is essential to the process of neighbourhood plan making, as everyone can use their local knowledge and understanding of local issues to help form the plan. WHAT CAN THE PLAN INCLUDE? Neighbourhood plans can be comprehensive, dealing with a wide range of social, economic and environmental issues, or they may be focused on a limited range of issues just as long as it fits with the Warwick District Local Plan, it s our choice. The following are suggestions of the areas we could include with examples of topics we might focus on: Housing: how much, where, affordability and what type Jobs and the economy: farming, home working, Broadband Traffic problems in our area: bus services, car shares, parking etc Better facilities for all the community: education, leisure, play, policing, facilities for older and younger people, families, etc Environment: wildlife, low carbon initiatives, protection of green spaces Sustainability: making sure we implement the actions in the plan and that it is flexible and adaptable We want to hear from you about what our Neighbourhood Plan should include. THE PROCESS OF DEVELOPING OUR NEIGHBOURHOOD PLAN Stage 1 - Defining our Neighbourhood The three parish councils are looking to join forces to pursue a joint Neighbourhood plan and to ask for anyone to express an interest in joining the plan committee looking into this. Stage 2 - Preparing the Plan All Domestic and Businesses Occupiers of Properties in our area will be circulated with Questionnaire (No.1) (If you receive this Form and are not living in our Parishes - you are welcome to contribute at this 1st stage) A Detailed Questionnaire (No. 2) will then be compiled and circulated within the following few weeks for completion by Baginton, Bubbenhall, Stoneleigh & Ashow Parish Council Residents & Businesses only A Neighbourhood Plan will then be produced incorporating all items that are suitable (e.g. omitting items that receive over 50% 'Disagree' votes) Stage 3 - Independent Check An independent examiner will check that it meets the required standards of sustainability and suitability and be corrected if necessary Stage 4 - Community Referendum The local council (WDC) will organise a referendum of all those eligible persons on the current electoral list who reside in our Plan Area, together with one vote for each of the businesses in our Plan Area. If more than 50% of people voting in the referendum support the plan, then the local authority must bring it into force. Stage 5 - Legal Force Once the plan is in force it carries real legal weight. Decision makers are obliged to consider proposals for development in the neighbourhood against the plan. 3
