International Civil Aviation Organization ATM/SG/3 WP33 03-07/08/2015 The Third Meeting of the Air Traffic Management Sub-Group of APANPIRG (ATM /SG/3) Bangkok, Thailand, 03-07 August 2015 Agenda Item 8: Update the ATM/SG Task List APANPIRG ATM SUB-GROUP TASK LIST (Presented by the Secretariat) SUMMARY This paper presents the ATM/SG Task List and Terms of Reference (TOR) for review. 1. INTRODUCTION 1.1 The ATM/AIS/SAR/SG/21 agreed that the Secretariat would review and present proposals to update the ATM/AIS/SAR Sub-Group Task List at the next Sub-Group meeting (Action Item 21/7). 2. DISCUSSION 2.1 The Terms of Reference for the ATM/SG are presented at Attachment A for review. The ATM/SG Task List from the ATM/SG/1 meeting is presented for consideration and updating in Attachment B. 3. BY THE MEETING 3.1 The meeting is invited to: a) update the Task List as appropriate; and b) discuss any relevant matters as appropriate..

WP33 Attachment A TERMS OF REFERENCE OF AIR TRAFFIC MANAGEMENT SUB-GROUP OF APANPIRG 1. Ensure continuous and coherent development of the ASIA/PAC Regional Air Navigation Plan in the ATM/AIM/SAR/AOP fields in accordance with the Global Air Navigation Plan and the Global Aviation Safety Plan; 2. Review, identify and address deficiencies that impede the implementation or provision of efficient ATM/AIM/SAR/AOP in the Asia/Pacific region; 3. Monitor CNS/ATM systems research and development, trials and demonstrations in the fields of ATM/AIM/SAR/AOP and facilitate the transfer of this information and expertise between States; 4. Make specific recommendations aimed at improving ATM/AIM/SAR/AOP by the use of existing procedures and facilities and/or through the evolutionary implementation of CNS/ATM systems; 5. Review and identify inter-regional co-ordination issues in the fields of ATM/AIM/SAR/AOP and recommend actions to address those issues; and 6. Ensure ATS and AOP environmental initiatives are consistently identified and progressed, and report outcomes from ATM /AOP environmental initiatives. A - 1

WP/33 Attachment A TERMS OF REFERENCE for AOP WORKING GROUP 1. Ensure the continuous and coherent development of the Asia/Pacific Regional Air Navigation Plan in the AOP Field in accordance with the GANP and GASP. 2. Promote and follow up the implementation of the AOP requirements of the APAC ANP. 3. Review, identify and address deficiencies in the provision of aerodrome installations, equipment and Services according to established procedures, and propose corresponding timely corrective actions to the shortcomings/deficiencies affecting aerodrome operations. 4. Monitor developments in the field of aerodrome operations in the APAC Regions, new operational requirements and /or technological developments including environment aspects and make proposals to meet the operational requirements related to these developments. The priorities assigned in the list have the following connotation: ATM Sub Group of APANPIRG TASK LIST A = Tasks of a high priority on which work should be expedited; and B = Tasks of a medium priority on which work should be undertaken as soon as possible but not to the detriment of Priority A tasks. (Last update 08 August ATM/1, amendments are shown in highlight) 18/8 Priority A Identify and manage Deficiencies in the ATM, AIS and SAR fields a) Develop and maintain Deficiencies list, b) Identify unimplemented items in the BANP, c) Assist States to correct deficiencies, d) Promote timely resolution of safety-critical items identified by APANPIRG ONGOING Functional Responsibility: No specific working group established, all parties have responsibilities in this area (States, Users, International Organisations, Regional Office, ATMSG APANPIRG) 18/10 Priority A ATM Contingency Planning Prepare ATM Contingency Plans based on model (Indonesia) adopted by APANPIRG/17. SAR Matters 18/9 Priority B Assist appropriate provision of SAR facilities, services and procedures within the Asia Pacific Region by: a) Periodic review of SAR facilities, services and procedures in the region, b) Encourage States to delegate or negotiate SAR services, c) Asia/Pacific SAR Capability Matrix be kept up to date and distributed to States for information and action., d) Asia/Pacific Register of SAR Agreements be kept up to date and distributed to States for information and action ONGOING States, Regional Office, APSAR/TF ATM/AIS/SAR/SG APANPIRG States to update the ATM/AIS/SAR/SG each year on SAR capability Enhanced Provision of AIS/AIM 20/1 Priority B a) Implement the enhanced provisions for AIM becoming available through the work of the AIS-AIM Study Group; b) Monitor implementation of the regional performance framework performance objectives contained in the Performance Framework Form (PFF); c) Enable future AIM functions to address the new requirements that will be needed to implement the Global Air Traffic Management Operational Concept in a net centric information environment 2016 States, Users, Regional Office Functional Responsibility: AAITF AIS/AIM Implementation Task Force (AAITF) active since March 2006 22/1 Priority B 22/2 Priority A Review and Update the Asia/Pacific Route Catalogue Seamless ATM Implementation Monitor the progress of Seamless ATM implementation, in accordance with the provisions of the Asia/Pacific Seamless On-going On-going IATA, ATM Coordination Groups, ATM/AIS/SAR/SG CANSO, ATM Coordination Groups, ATM/SG V13 to be submitted to APANPIRG/25 This task can commence prior to the Plan being formalised in fields where work is already being undertaken, such as ATFM and B - 2

ATM Plan, including, inter alia, civil military, airspace organization, ATFM, data-link and ANSP collaboration aspects. ADS-B implementation. 2/1 Hong Kong China suggested the Draft Conclusion Draft Conclusion RASMAG/19-2: Contact Details for Airspace User Reporting of ADS-C/CPDLC Problems to ANSPs could be altered to include the contact information in AIP GEN 3.4 along with other communications information. 2/2 IATA stated that the objective of their survey was to determine the current status of full capability and functionality of the PANS ATM flight plan changes. Secretariat to conduct survey on: State use of FPL converters; 1 October plans for replacement of converters with fully compliant systems. State use of RPL and extent of any problems 2/3 Secretariat to follow-up on ATM/SG/2 comments relating to Doc 7030PfAs for Performance Based Airspace, and modify the PfA s as necessary before formal circulation to States. IATA concerns regarding same; Re-wording of sub-paragraph relating to enhanced service delivery; Clarification of non-applicability to State aircraft (Article 3 of the Convention); 2/4 Secretariat to coordinate with CNS/SG Secretary regarding the necessity of CNS/SG Draft Conclusion 18/3, which could have formed part of the AIDC TF Terms of Reference. 2/5 Secretariat to discuss at Regional Office ATFM/SG/2 outcomes related to CNS/SG Draft Decision 18/14 (formation of the PBN ICG). 2/6 Secretariat to discuss within the status of any proposed amendments to PANS/ATM relating to Amendment 1 implementation (Draft Conclusion 18/17 Draft Conclusion 18/17 Flight Plan Item 10 ADS-B Indicators), including: Expansion of Item 7 to include 8 characters; 16 character limitation for PBN capability indicators and the feasibility of removing LORAN- C from the PBN indicator; Any other identified issues. 2/7 Secretariat to discuss within Regional Office the possible need for the two separate portions of Draft Conclusion 18/18 to be separated into two Draft Conclusions 2/8 Secretariat to coordinate with Secretary of ADS-B B - 4
