Purpose No change No change The purpose of this annex is to define the organization, operational concepts, responsibilities, and procedures to accomplish state disaster recovery in Texas. This annex is applicable to all agencies, organizations, and personnel with recovery Emergency Support Function (ESF) responsibilities. III.
