Introduction The DRP provides local governments, County agencies, and partners in the public, private, and nonprofit sectors with operational guidance necessary to effectively manage recovery activities in the aftermath of a disaster or emergency that results in long-term impacts to the community. II. Purpose Act as a guiding document during recovery from an incident. This document is designed to provide a framework for the delivery of coordinated recovery assistance when an incident occurs that has a long-term impact to Chatham County.
24 III. Scope The scope is customized to the needs Chatham County would face during disaster recovery including coordination with local governments, County agencies, and partners in the public, private, and nonprofit sectors. IV. Authorities Federal, state, and county codes, acts, directives, frameworks, and orders.
25 V. Assumptions Intended to be used for disasters that require long-term recovery. Activated when incident requires more than traditional response. Damage from incident will be widespread and cause disruption of normal life. Prior to activation, local government emergency response plans will be activated. EOP, COOP, and COG Plans will be implemented by the County. Follow specific declaration policy outlined in the document. Aid and emergency procurements will be requested. Volunteer organizations will implement disaster relief programs. Competition to obtain resources will be significant. Follow local / county EOP guidelines for requesting resources. Local governments will request County resources only after local resources are exhausted.
26 VI. Implementation In order for the DRP to be activated, in most situations, there will be a Declaration of Local Emergency. VII. Concept of Operations Provides a flexible and scalable framework for organization and decision making before, during and after unknown and unpredictable threats that cause a long-term impact to infrastructure, housing, the economy, and the health, social, cultural, historic and environmental fabric of the community.
27 VII. Concept of Operations: Emergency Management Phases The Plan focuses primarily on two of the five phases of emergency management: preparedness and recovery. Mitigation Prevention Recovery Preparedness Response
28 VII. Concept of Operations: Recovery Timeline The transition from response to recovery is a gradual process, the pace and timing of which will depend on circumstances.
29 VII. Concept of Operations: Incorporation of NIMS Chatham County has adopted the National Incident Management System (NIMS) approach.
30 VII. Concept of Operations: Recovery Objectives The objectives are intended to provide guidance regarding prioritization of actions and investments undertaken to recover from disasters. Concept of Operations: Disaster Recovery Goals Consists of pre-disaster goals for a full recovery readiness capability in Chatham County, and post-disaster goals to guide leadership, coordination, and implementation of recovery measures. Disaster Recovery Goals Pre-Disaster Goals: Be prepared and proactive Leverage existing relationships with private and nonprofit sectors Promote legitimacy and credibility Build on existing emergency plans along with asset identification and prioritization Ensure sufficient financial reserves Post-Disaster Goals: Provide effective command and coordination Maximize funding opportunities Communicate effectively Promote mitigation and foster resilient redevelopment and construction Maintain and enhance the local economic base Sustain social and human services, public safety, and health services Provide and/or ensure quality housing Sustain lifelines and restore infrastructure and public facilities

Provide basic health and essential social and human service needs. 4. Protect property and maintain basic economic stability. 5. Respect basic liberties, legal protections, and privacy safeguards. 6. Maintain basic standards of fairness, and balance individual rights and community interests. 7. Support general well-being and address intangible social and personal impacts. 8. Protect and restore natural and cultural resources.
33 VII. Concept of Operations: Short and Long-Term Recovery Priorities Short-Term Recovery Priorities Facilitate life-safety operations, including search and rescue. Establish and maintain security in Chatham County. Establish temporary operations to provide health, welfare, and shelter operations for the impacted population. Expand social, health and medical systems. Initiate long-term planning for housing displaced populations. Activate, mobilize, and support Render Safe Teams. Initiate and support damage assessment operations. Initiate and support debris removal operations affecting the ability to restore primary and secondary transportation routes and staging areas. Engage in public information and community relations activities. Restore utility and transportation services. Restore essential public facilities, infrastructure, and services. Reestablish local government operations. Coordinate with federal disaster assistance programs. Long-Term Recovery Priorities Redevelop and revitalize the impacted area. Rebuild social, economic, and educational systems. Implement mitigation projects and strategies. Implement permanent housing strategies. Address recovery needs across sectors of the economy and community. Recover eligible of disaster response and recovery costs.
