Emergency Response Operations Briefing Overview ROLE OF EMERGENCY RESPONSE UNITS GOALS OF THE BUREAU OF EMERGENCY RESPONSE SCOPE OF THE PROBLEM PREVENTION, PREPAREDNESS, CONTAINMENT

BER Mission Statement Ensure the safety of the citizens of the state of New Jersey and protect the environment during emergency situations involving hazardous materials.

Role of the Bureau of Emergency Response Receives notifications of incidents of immediate concern from Trenton Dispatch as received (24 hours a day) Evaluates each incident to assess the harm or threat to the public and the environment Acting upon the incident particulars, BER makes specific recommendations to the responsible emergency service agency and may direct the actions of a responsible party BER staff assists local, county, state and federal agencies and functions as the State s On Scene Coordinator at multi jurisdictional incidents When necessary, BER will assume a more active role in the mitigation of an emergency including taking on the clean up of a discharge or dumping incident in the absence of a cooperative responsible party

Goals of Emergency Response Provide coordinated, timely and effective on-scene response. When appropriate, function as the State s on-scene Coordinator (SOSC). During major emergencies, provide accurate appropriate on-scene and technical data for senior management s involvement and decision making. During major emergencies, provide focal point for all departmental notifications and resource deployments. Administer emergency Spill Fund operations. Provide technical assistance to State s Division of Criminal Justice, public officials, private citizens and industry on Emergency Response issues. Monitor Emergency Mitigative operations by responsible parties. Monitor and audit CEHA Emergency Response related activities. During major emergencies involving Weapons of Mass Destruction, provide technical assistance to identify the chemical agent involved.
