Hermantown School Board is requesting qualification s from Construction Management firms for Construction Management Agency Services (CMa) for a new 9-12 High School, additions and remodeling to the Elementary School and High School in accordance with the Review & Comment Submittal sent to the Minnesota Department of Education dated July 2013. Your firm has been identified as a possible service provider. The district hopes that you have interest in working with us to meet the future educational needs of the community. OVERVIEW HERMANTOWN SCHOOL DISTRICT The School district is home to nearly 9,000 residents and serves just over 1,900 students. It has four facilities which include a K-3 elementary school, a 4-8 upper elementary school/middle school, a 9-12 high school and an early childhood/family education center. Here our K-12 student population enjoys a quality education based on Minnesota s exemplary standards, and opportunities to advance through our College in the Schools program. The Elementary school serves just under 550 students and they offer a small class size (22-23 students), and a full complement of educational specialists in Music, Art, Library, physical education and computers. A Kids Care program provides a safe and nurturing environment for students requiring supervision before and after school. The Upper Elementary (Grades 4-5) and Middle School Grades 6-8) have a combined enrollment of approximately 800 students. The grade 4-5 curriculum is an age appropriate balance between traditional core subjects and is augmented by classes in Physical education, music, art and computers. For grades 6-8 we provide the necessary curriculum and support programs to meet the specialized needs of middle level students. The high school serves a student population of just over 660 students in Grades 9-12. It was built in 1988 with additional new construction in 1999. Strong academic programs in Math, Science, and Languages serve the students well in their post-secondary pursuits. The co-curricular programs include 20 athletic teams, music, drama, speech, math league and knowledge bowl offer additional opportunities to excel. SCOPE OF PROJECT The Hermantown Community Schools has developed, with the help of a planning consultant and citizen groups, a capital facilities plan outlining necessary facility improvements and replacements. On June 24, 2013, the Administration and School Board endorsed the following plan summarized below: 1) Keep and remodel/add on to the elementary school to serve K to grade 4 students (adding pre-k in the future). Remodeling will improve safety/security, address educational adequacy deficiencies and improve air quality. 2) Close the existing middle school and move grade 5 to 8 students to the existing high school that will be remodeled to improve safety/security, address educational adequacy deficiencies and improve air quality. 3) Build a new high school for 9-12 students adjacent to and attached with the current high school to maximize efficiencies of space and encourage community use of the school while maintaining a safe/secure learning environment for students. The new High School, Middle School (existing High School) and Elementary School will now all reside on the 191 acre site (75% is estimated usable land). SCOPE OF SERVICES Provide professional construction management services for the additions and remodelings to both the Elementary School and the High School and a new 9-12 High School in accordance with the Review and Comment Submittal to the Minnesota Department of Education dated July 2013. The Construction Manager shall, without limitation to ISD 700 s right to require other services not listed herein, carry out the responsibilities delineated in the scope of services set forth below and any additional responsibilities reasonably necessary and customarily provided by Construction Management firms conducting business in the State of Minnesota for this type of work. The projects are to be planned, designed, and constructed within the parameters of the standards, regulations, and laws of local, State, and Federal agencies having jurisdiction. The Construction Management services to be provided shall be governed by the scope of work, schedule, and terms & conditions of the specific contract issued for the awarded project. Energy efficiency is of prime importance as are designs which are consistent with the climate in Hermantown, MN. It is ISD 700 s intent to utilize AIA A101 CMa 2009, Standard Form of Agreement Between Owner and Constructor, Construction Management Advisor Edition. The services requested will be for pre-construction services and construction services as further detailed below and per the attached RFP Preliminary Schedule. THE HERMANTOWN SCHOOL DISTRICT, ISD 700 HAS DETERMINED THE FOLLOWING CRITERIA TO BE CONSIDERED IN YOUR PROPOSAL: 1) Develop detailed cost estimates for all phases based on architectural designs. 2) Track cost estimates against budgets monthly and provide detailed report to Owner. 3) Assist and manage team meetings with the Owner and Architect 4) Prepare a detailed project schedule, including sites, and phasing. Provide regular schedule updates. 5) Provide services to the School District that include the advertising of the project, securing bids, analyzing bid results, and furnishing recommendations on award of the contracts. 6) Provide comprehensive construction phase administration which would include on-going full-time supervision, project management and inspection of work, review shop drawings, preparation of change orders and contractor payment estimates, final inspections, submitting project completion reports. 7) Schedule and conduct meetings to discuss construction procedures, progress and scheduling with Owner, each Contractor and the Architect, as necessary. Construction Manager shall prepare minutes of such meetings and promptly distribute such meeting minutes to Owner and the meeting attendees. 8) Change Orders. (i) Coordinate the processing of Contractor change requests, (ii) advise Owner concerning the necessity for, scope of and recommended cost of Change Orders, (iii) negotiate, for final approval and execution by Owner, all change orders with each Contractor; and (iv) revise the Final Project Budget and/or Project Schedule, as applicable, to reflect approved change orders. 9) Construction Manager shall also assist Owner with safety-related activities including but not limited to, conducting safety meetings, performing work site safety assessment inspections, recordkeeping, and pre-job safety reviews. 10) Perform all other related work as required by the District. PROFESSIONAL ORGANIZATION 1) How many people are employed by your organization? 2) List the project team which will service this project. Provide a organization chart of those that will be involved in the project. 3) Provide a resume, and describe the role of each person proposed for this project and their related experience in this type of project. PROJECT EXPERIENCE 1) List your CMa experience for similar building facilities over the past five years in MN. 2) List five K-12 educational references including name; title; school; phone; e-mail address. 3) List your experience with potential consultants. 4) List your school or similar projects working with the selected architect. 5) Based on your professional organization, can you manage the project proposed by the Owner? CONSTRUCTION MANAGEMENT APPROACH Describe your firm's construction management approach (how do you propose to manage this project?) 1) Experience in helping district in finding different funding mechanisms. 2) Cost estimating/cost control during design. 3) Value engineering /Systems Analysis. 4) Project scheduling. 5) Preparation of bid divisions proposed for construction of each project. 6) Relation to architect in preparing project manual. 7) Bid and award administration. 8) On-site, full-time project supervision and project management. 9) Work in and around existing facilities. 10) Safety program. 11) Change order procedures. 12) Management and coordination of final start-up, testing and occupancy. 13) Describe any in-house MEP support you may have. 14) Discuss your in-house Quality Control program. BASIS OF COMPENSATION Basis of Compensation shall accompany all proposals in a sealed envelope and separate from the rest of the proposal. The Basis of Compensation shall be in the format required be the School District. The Excel spreadsheet format will be sent to Construction Managers prior to bid submittal. The School District reserves the right to negotiate the Basis of Compensation with the preferred company.
