WCHQ Core Competencies WCHQ publicly reports and brings meaning to healthcare performance information. Develop/Prioritize Performance Measures: We guide the selection of performance measures for assessing the quality and cost of ambulatory care in Wisconsin. Collect and Validate Measurement Data: We guide the collection, validation and analysis of both administrative and clinical data. Publicly Report Measurement Results: We publicly report comparative performance results for healthcare providers, purchasers and consumers. Share Best Practices: We share the best practices of healthcare organizations that demonstrate high quality, enabling all providers to adopt successful methods. Infrastructure for Data Submission to WCHQ Alternative Data Submission Method: WCHQ members use detailed measure specifications to program measures internally and submit aggregate denominator and numerator data to WCHQ s web-based reporting tool. De-identified patient level data is additionally submitted for validation purposes. 10 of 21 publicly reporting members report via alternative data submission Repository Based Data Submission (RBS) (2009) WCHQ members submit global files of patient demographic, encounter, and clinical data. The RBS tool s centrally programmed measure specifications calculate performance results for reporting. Used for PQRS and Meaningful Use data submission. 11 of 21 publicly reporting members report via RBS. All new members must report via RBS (9 new members in 2013). Validation of WCHQ Data WCHQ validates the data submitted for measurement and reporting. Performance Measures Audit Committee Validation Oversight: WCHQ ensures the accuracy of its performance measures through the oversight of a multi-stakeholder audit committee with representation from WCHQ member organizations, health insurers, and purchasing partners. Data Policies: The audit committee guides the development and revision of WCHQ policies and procedures for data submission, validation, and reporting. What s Next for WCHQ? Site-Level Reporting Development of reporting at the clinic/site level began in early 2012. Formed a workgroup of WCHQ stakeholders to determine site-level reporting criteria Physician and patient attribution, minimum number of providers at a site, minimum sample size, data submission mechanisms, data display, risk adjustment Public reporting at the site-level will begin in May 2013 for all ambulatory care measures.
