Strategic Sourcing Strategic sourcing is a process that moves an organization away from numerous individual procurements for the same or similar products or services toward a broader aggregate approach. The benefits of strategic sourcing can include consistent process, cost savings, and less duplication of effort. Preliminary objectives 1. Determine to what extent agencies considered small and minority-owned businesses in their strategic sourcing initiatives, and if so, how are these efforts tracked 2. How, if at all have federal strategic sourcing initiatives affected opportunities for agencies to meet required socioeconomic small business goals? 11
Strategic Sourcing (con t) Multiple Award Task Order Contracts Army OSBP will evaluate each new MATOC strategic sourcing strategy to ensure it: 1. includes a requirement to set-aside task orders for small business awardees when the rule of two is met; and 2. includes a requirement to automatically and exclusively set-aside all task orders under the Simplified Acquisition Threshold in accordance with FAR 19 provisions Current Army Contracts The Army is currently reviewing numerous contracts that are being considered for strategic sourcing. 12
Mentor Protégé Program The Mentor-Protégé Program initiated in 1991 as a way to foster small business and improve technology transfer between Department of defense and industry. The MPP remains in the pilot program category therefore, must be authorized in a National Defense Authorization Act every few years. The Department of Defense is seeking a 10 year extension of its small business mentoring program in an effort to help small enterprises compete for defense contracts. The Department of Army has 15 active agreements. 13
Comprehensive Small Business Subcontracting Plan The CSP has been temporary extended for until December 31, 2017 The extension contains additional requirements that must be adhered to by large companies 14
