Terms and Conditions of The Master Sgt Shawn Hannon Memorial Scholarship 1. To be eligible to apply for The Master Sgt. Shawn Hannon Memorial Scholarship, a student must be an enrolled member of the senior class of Wellston High School in the Wellston City School District and must have maintained a 2.5 grade point average through the semester prior to the one in which the student applies for the scholarship; the student must be continuing their education at a University/College, Vocational or Trade School upon graduation. 2. The deadline for submitting the application to the Board in the current academic year shall be March 31, 2013. In future years, should the Scholarship be offered, the deadline for submitting applications shall be March 31. The Board further resolves to make application forms available through the guidance counselor s office prior to the deadline for submission; 3. The amount of the Scholarship award shall be $2,000.00 per recipient, assuming that amount of money is available in The Master Sgt. Shawn Hannon Memorial Scholarship Fund. 4. Recipients of The Master Sgt. Shawn Hannon Memorial Scholarship shall be selected based on 1) the goal of the applicant, 2) the applicant s potential for success, 3) the applicant s record of school and/or community service, 5) applicant s courage and character, and 5) and an initial interview by the American Legion with the top 2-3 applicants being reviewed by the family for final selection, without regard to sex, race, color, religion, national origin, or handicap; 5. The recipient of the Scholarship shall be determined prior to the annual student awards ceremony and shall be announced at the student s award ceremony. The Board will permit a family member or representative to present the Scholarship award at the student awards ceremony; 6. The Board further resolves that there shall be a committee (the Scholarship Administration Committee ) appointed by the Board to draft an application form for the Scholarship, which shall be subject to Board approval; to review applications submitted, interview applicants, take such other steps as may be necessary to evaluate the applicants, and make recommendations to the Board regarding the applicant(s) to be selected to receive the Scholarship in a given year; and to make recommendations to the Board concerning the procedures and terms applicable to the Scholarship, such as the amount of money to be awarded in a given year, if any, proposed changes in the deadlines for submission of applications and selection of recipients, the documentation required to be provided before disbursements of scholarship funds may be made to recipients and the schedule of payment of disbursements to recipients;
7. The Board hereby appoints the following individuals to serve as the initial members of the Scholarship Administration Committee: American Legion Officers (3), Diana Forrestor and Jamie Hannon, on the condition that each of them agree to serve on said committee. The Board further resolves to retain sole discretion to remove and appoint members of the Scholarship Administration Committee as necessary, although the Board will consider the nominations of the Committee members for individuals to succeed departing members before appointing a successor. Every possible effort will be made to replace a family member with another family member. In the event that a Committee member develops a conflict of interest, an alternate shall be named by the Board to serve on the Committee in lieu of the person with the conflict of interest, until such time as the conflict of interest no longer exists. 8. The Board further resolves that any Master Sgt. Shawn Hannon Memorial Scholarship award shall be paid to the recipient one payment. The Treasurer is hereby authorized and directed to make the distribution to Board-approved Master Sgt. Shawn Hannon Memorial Scholarship award recipients for the year of the award, only upon receipt of an official bill or schedule showing that the Scholarship is enrolled on a full-time basis. The check will be issued directly to the post-secondary institution on behalf of the award recipient.
