BJCTA - Questions and Clarifications for RFP #15-26 Liability Insurance Broker Service 1. Question: Provide detailed information regarding your police force. Are they BJCTA employees or contracted, what are the training requirements for hiring eligibility. Are the officers armed with guns, tasters, and Billy clubs? BJCTA Response: We do not have a dedicated Police force. We use City of Birmingham off-duty Police officers at our Central Station location from 6:00 AM 10:00 PM Monday through Saturday. They are contractors to BJCTA. Their training requirements are the same as they would be for any Birmingham Police Officer, and meets city and state regulations. Ours are selected based on interest in working with us. The officers are armed with guns, tasers, and Billy clubs. None of the officers are allowed to work over 24 hours weekly based on BPD regulations. We follow all of the Birmingham Police regulations. Whatever training that is necessary at the BPD is what we accept as training and certification for the weaponry. They are re-certified every 6 months (twice a year) 2. Question: Law Enforcement Liability - How many officers? BJCTA Response: BJCTA have a total of 23 Officers that work off-duty at one time or another. 3. Question: Is there any financial security in place (bonds, letter of credit or other financial security) collateralizing losses below the deductible or self-insurance? BJCTA: Response: NO 4. BJCTA Response: There will be an evaluation committee consisting of 3 5 people which will make a recommendation to the BJCTA in which the staff will review and process proposals and make a recommendation to the Board of Directors. Evaluation criteria is based on Quality & Responsiveness, Experience & Qualifications, Cost Proposal Amount and References. Point value has not yet been determined for each criteria.
