Reasons for Specification Revision Current specification, Version 4.1, has been in place since April 1, 2006. EPA considers specifications for revision at least every three years. New federal minimum efficiency standards will take effect in January 1, 2015. Some levels will meet or be close to the current ENERGY STAR levels. 8
