The Learning Technology Plan for NYS The six goals of the State Learning Technology Plan are: 0 Digital content Standards-based, accessible digital content supports all curricula for all learners. 0 Digital use Learners, teachers, and administrators are proficient in the use of technology for learning. 0 Digital capacity and access New York s technology infrastructure supports learning and teaching in all environments. 0 Leadership Educational institutions are united in realizing the vision. 0 Accountability Information is easy to obtain and understand about the results achieved by New Yorkers in their efforts to build knowledge, master skills, and grasp opportunities for a better life. 0 Funding Adequate funding is coordinated, equitably distributed, and sustainable.

Our Mission 0 To engage all USNY stakeholders to implement the goals of the Learning Technology Plan in NYS to better prepare students to succeed in the global and digital economy. 0 Analyze regulations, policies and systems to eliminate barriers, and provide effective guidance and support for ongoing collaboration among educational stakeholders in NYS. 0 To establish standards for desired knowledge, skills, and performance in the use of technology, which are interconnected and aligned to core learning standards developed and implemented throughout NYS. 0 Provide policies, standards, and guidance on quality digital content development and delivery; accessibility; information literacy; and ongoing, sustained professional development.

Our Mission 0 Analyze all existing funding streams for learning technology and recommend specific improvements and alignment with statewide learning technology priorities. 0 Promote and enable effective technical support to implement technology plans, and advocate as necessary to ensure that all learners have access to equitable and sustainable resources 0 To sponsor an effective Instructional Technology program that promotes high speed broadband connected environments in schools statewide. 0 To encourage Online and Blended Learning initiatives to promote teaching and learning in a digital environment that fosters student achievement. 0 To promote a culture of data informing instruction that enables schools to plan and adapt to the needs of the 21 st Century.

Implementation of Tech Plans 0 Multiple regulations provided for the development of strategic technology plans to support appropriate application of federal and state funding opportunities. School District and Regional Plans should set the course for effective implementation of Educational Technology. Professional Development 0 Professional Development empowers our stakeholders: teachers, parents, administrators, students, etc. to understand the tools, the adoptions, and the processes to build and promote a rich technology environment for teaching and learning. 0 Professional development ensures success for any technology integration into instructional practice. 0 Embedded Professional Development is the key.

Technology Plan Goals 0 Instructional Technology Plan s Goals should align across learning standards to accelerate teaching and learning. 0 Instructional Technology Plans should have a transparent and inclusive development process to ensure curriculum and instruction drive the core components of any technology planning.

Instructional Technology Readiness Assessment 0 This portion of the plan allows each district to compile a comprehensive inventory of all their educational technology assets (hardware, software and infrastructure connectivity) and will be used by the district and NYSED to determine the State of Instructional Technology Readiness of the district. 0 This Indicator is generated based upon the data submitted by the district to the Technology Readiness Tool (TRT). It is a baseline in terms of district readiness for digital learning.

Connect Ed Federal Initiative 0 Broadband Equity The existing Digital Divide in schools poses a great challenge. Fewer poor and minority students have access to high-speed Internet services at school and at home than more affluent students. 0 Broadband infrastructure Broadband Infrastructure serves as a key engine of economic development, enabling communities to attract, retain, and expand job creating businesses and institutions. 0 E-Rate Modernization NYSED, as the state partner for Federal E-Rate funding,becomes a key promoter of access to broadband and the skills to use it effectively ensuring that E-Rate modernization and additional funds for broadband connectivity reaches the schools in need.

Online Learning 0 The Office of Educational Technology provides guidance for Online and blended learning initiatives. Effective since June, 2010. Regulated by Commissioner NYCRR 100.5(d)(10) Essential for Education Reform Agenda. Online and Blended Learning has a service oriented focus based on supporting LEAs to maximize student achievement. 0 Online and Blended Learning will facilitate data collection and more informed educational decisions to promote student achievement. http://www.p12.nysed.gov/technology/online/online.html

Virtual Advance Placement Program 0 Program goal is to increase the successful participation of low income students in virtual learning (online and blended instruction) Advanced Placement (AP ) courses and testing. 0 Provide greater opportunities for low-income students to demonstrate college- and career-readiness and mastery of the New York State Common Core Learning Standards 0 Federally funded program.
