II. ADR PROFILE The association of clearing and forwarders agencies of Rwanda (ADR) is a non-profit organization established in 1998 to represent all the clearing and forwarding firms in Rwanda. Today The Association has a membership base of 150 clearing and forwarding companies. The Association is a founder member of the Private Sector Federation of Rwanda. The formation of the Association was initiated by the Ministry of Finance that was keen to see growth of the clearing and forwarding industry. The Ministry thus directed that an association to represent all firms in the to monitor and evaluate the potential performance of the same but above all develop capacity building mechanisms and support systems that would promote sustainable development of the industry as far as economic growth and quality standards are concerned. Fundamentally, ADR h ADR formed to ensure checks and balances through self-regulation and promotion of adaptation of best practices and upholding of professionalism by all members. However, this has been an uphill task as changing some members perception towards the approach has not been easy especially for those that existed even before the post-genocide reconstruction period. There was no strictness in regulation of sector specific industries then thus led to Laissez-faire culture that ADR has helped to address. III. AIMS AND OBJECTIVES The overall aim of ADR is to encourage best practices in the industry and promote competitiveness of companies to provide unrivalled quality services in the region and beyond. Its objectives are as follows; Serve as a framework for permanent dialogue between its members and third parties, including public authorities

Enhance solidarity and mutual assistance between its members Defend interests of members and represent them to third parties Organize trade events in or outside the Country and promote members participation In commercial events organized by third parties Promote training of members and of their employees Foster good relations with associations whose objectives are, directly or indirectly, similar to those set out above. IV. MISSION The ADR mission is To facilitate the international import-export trade by providing a body of professional freight forwarding agencies within Rwanda, committed to meeting every client s needs V. VISION To be an internationally recognized Professional Association of CFAs facilitating import and export trade in the region

VI. EACFFPC PROGRAM The East Africa Customs and Freight Forwarding Practicing Certificate (EACFFPC) is a mandatory training program to all Customs Agents jointly implemented by the East Africa Revenue Authorities (EARAs) and the national freight forwarding associations affiliated to the Federation of East African Freight Forwarders Associations (FEAFFA). The course is offered to individuals already practicing or intending to practice in the clearing and forwarding industry throughout the East African region. VIII. COURSE OBJECTIVES The course is intended to equip trainees with necessary skills, competencies and values desirable in Customs and freight forwarding in order to: Enable them discharge their roles competently as Customs agent. Entrench professionalism in the services offered by Freight Forwarders, especially in Customs clearing Enhance ethical conduct, good governance and integrity in the profession Facilitate trade IX. COURSE DESIGN The course takes six month for part time trainees, studying two hours every day from Monday to Friday. The course has three sections namely: Customs designed to equip trainees with skills and knowledge to enable them discharge their role competently as Customs agents. Freight Forwarding introduces trainees to the profession. It covers the basics of freight forwarding. Management which covers aspects of communication, planning, time management, ethics, integrity as essentials in sound business management.

X. THE EACFFPC TRAINING IN RWANDA The East African Community Freight Forwarding Practicing Certificate (EACFFPC) training started in Rwanda in 2008. ADR has gone an extra mile to legally incorporate the training center in Gikondo area as a fully fledged training center with adequate training facilities and equipments already in use by not only the Freight Forwarders but also other institutions, RRA among them. ADR management has encouraged Rwandan clearing agents to follow the EACFFPC trainings. From 2012 the number of applicants has gradually increased hence a total of 212 clearing agents is graduating today, this makes 300 Graduates in the industry including 88 who graduated in 2011. The Association has also a class of 57 trainees in progress. In 2014 licensing exercise, the possession of two staff holding the EACFFPC certificate became a prerequisite to attain license for a clearing firm to operate. The certificate has apparently became a must to all cleaning agents and this gave us massive applications from clearing agents who want to undergo EACFFPC training.
