Maintains and reconciles all department general ledger accounting, payment of bills, and is responsible for submission of insurance/guarantee premiums to the appropriate federal or private agency. Provides assistance with pre and post closing duties for the Direct Origination department on an as needed basis. Assists management with the monitoring of any contract staff. Plans and directs the work of people who are not direct reports but who provide support to the work unit s goals and objectives. Loan Closing Specialist 5 Performs traditional mortgage banker closing function on Direct, Non delegated, Assumptions, Broker/Correspondent, and RD Leverage loans. For all loans performs review of all loan closing documents for accuracy, completeness and compliance with all federal, state, insuring agency and VHDA guidelines. Coordinates with all parties closing date and prepares closing instructions, loan documents and disbursement of proceeds. Daily disburses funding checks and premium fees. Performs full Note package review for accuracy and compliance and submits to insuring agency. Monitors file until completion Loan Programs Underwriter 7 Reviews loan application packages and applies all regulations in determining acceptability. Loss Mitigation Officer 4 Contacts seriously delinquent loans (120+) within specified queue assignment and reviews each loan to determine whether it can be loss mitigated or liquidated thru a foreclosure process. Handles all aspects of loss mitigation options and utilizes good judgment to make decision on most viable solution for both the customer and VHDA. Reviews loans for technical errors, non compliance issues, and ensures loss mitigation options have been properly utilized according to the Insurer/Guarantor and internal guidelines to prevent monetary/public relations issues. Responsible for reviewing loss mitigation step tracking report to ensure timeliness of work flow processes within specified area of work. The primary goal of this position is to ensure all loss mitigation options have been explored and utilized to keep Virginian s in their homes, to maintain the best loss mitigation tier ranking from HUD and to reduce or eliminate VHDA s exposure to monetary and public relations issues by ensuring all guidelines of the Insurer/Guarantor/VHDA have been met. Sr. Loss Mitigation Officer 5 Serves as general backup in the absence of Default Manager regarding loss mitigation issues on loans that are considered seriously delinquent of 120 days or more; and performs a queue review to ensure loans are accurately falling into designated queues for work assignments. Reviews loans for technical errors, non compliance issues, and ensures loss mitigation options have been properly utilized according to the Insurer/Guarantor and internal guidelines. Responsible for evaluating non compliance issues and responsible for using good judgment to resolve and prevent monetary/public relations issues. Handles more complex loss mitigation options and assist with other difficult situations that may arise within the department. Borrowers will be provided prompt written and verbal notification of all completed applications as well as incomplete applications and provided a lists of documents required to complete the application. Adherence to applicable Federal and State Laws; adherence to applicable GSE, investor and insurer guidelines; regularly review and adhere to internal policies and procedures; respond to borrower and stakeholder inquiries and concerns promptly and appropriately; document all activity appropriately on loan files; and that we transact all files within the documented timeframes. Assembles promotional materials for Homeownership classes, realtor events, and assists with on site classes/presentations on as needed basis. Provides information about the Homeownership Education classes, as relates to scheduling and designated locations in response to inquiries. Covers front desk on as needed basis. Performs an extensive Closing, Post Closing and MRB review of delegated loan packages (which consists of, but is not limited to, performing interest, escrow and income calculations) for accuracy, completeness and compliance with all federal (FHA, VA, RD, FMLA, FHLMC), state, Authority and insuring agency guidelines, in a timely and efficient manner, while providing excellent customer service for both internal and external customers. Attends and participates in a variety of agency meetings (RMBA, MBA, VMBA, VA, RD) as representatives of VHDA s S/F Development Program. Provides training to lenders, as required. Provides excellent customer service to lenders by answering on a daily basis, inquires regarding loan programs, required documentation, VHDA, pre and post closing issues, as well as a variety of other issues and/or questions that arise during the loan process 5+ Act as an Account Executive for VHDA s Communications department to our internal clients. Responsible for establishing new business, developing current business relationships and ensuring client satisfaction. Works with a degree of autonomy. 7+ Performs subsidy accounting functions for the project based portfolio, including ledger posting, account and bank reconciliations, federal financial reporting, and internal and external portfolio reporting. Maintains contact databases for multifamily loan portfolio. Performs cash and treasury management functions for multifamily portfolio. Manages the S/F accounting systems for VHDA loan programs with substantial independence in decision making. Assists Accounting Manager and Controller with expense management and analysis. Participates in complex special projects, provides technical advice, and directs and coordinates ledger maintenance and financial report generation. Assures that all related accounting transactions are in compliance with specific program guidelines and generally accepted accounting principles. Is responsible for all detailed records and financial reports which will accurately reflect the condition of the S/F loan and REO programs, including loan securitizations, enabling VHDA s management to make sound financial decisions. Receives, reviews and controls distribution of documents within department. ensures the timely delivery of accurate documents to originating agents, central servicing and records room. Reconciles checks and notes with appropriate reports. The Customer Service Representative is responsible for providing professional service by acting as the primary point of contact for VHDA directed service mortgages. The Customer Service Representative builds relationships by actively listening and resolving borrower and general public inquiries/disputes quickly, efficiently, and accurately while protecting VHDA s interest and abiding by applicable federal and insures laws (i.e. HUD/VA/FMHA regulations and privacy act, RESPA etc.) Acts as a liaison for VHDA and the general public to provide accurate, speedy and dependable information on VHDA directed serviced mortgages. Responds quickly to customer inquiries through verbal and written communication and leaves the borrower with a positive impression of VHDA while protecting VHDA s interest and abiding by applicable federal and insurer laws (i.e. HUD/VA/FMNA reg s and privacy act, RESPA, etc.). Serve as senior team mate to Customer Service staff. Guide and mentor staff on Customer Service related function. Effectively and efficiently handle escalated inquiries. Act as back up in the absence of Customer Service Supervisor. 6+ 5 7 years

Performs the final analysis on loans for technical errors, non compliance issues, and ensures all aspects of foreclosure conveyances and expense claims are within the Insurer/Guarantor/VHDA guidelines. Evaluates the seriousness of the non compliance issues and utilizes sound judgment to resolve the issue within the shortest time possible and to reduce VHDA s exposure to monetary penalties and audit exceptions. Handles the preparation, answers questions, and provides all documentation needed for auditors both internal and external. Assist with other situations that may arise within the department. Prepares monthly report on loan losses and reports to both finance and upper management. The primary goal of this position is to ensure all aspects of claims, foreclosure/reo accounting processes are in compliance with the Insurer/Guarantor/VHDA requirements to prevent or reduce VHDA s exposure to serious monetary penalties and non monetary compliance issues which could result in the extrapolation of the entire portfolio and a major loss for VHDA. Sr. Claims & Recovery Officer 5 Foreclosure & Bankruptcy Officer 4 Serves as general backup in the absence of Default Manager and handles high level issues regarding claims, foreclosure and REO related problems. Responsible for all monetary and non monetary activity on foreclosure claims and REO s. In addition, this position will explore any possibility to stop the foreclosure sale or enter into a bankruptcy consent order to keep Virginians in their homes. Sr. Foreclosure & Bankruptcy Officer 5 Serves as general backup in the absence of Default Manager regarding foreclosure and bankruptcy issues. Reviews loans for technical errors, non compliance issues, and ensures all aspects of foreclosures and bankruptcies are within the Insurer/Guarantor/VHDA/State/Federal and internal guidelines. Evaluates the seriousness of the non compliance issues and utilizes good sound judgment to resolve the issue with the shortest time possible and to reduce VHDA s exposure to monetary and public relations issues.
