REQUEST FOR PROPOSAL WAYFINDING AND SIGNAGE CONSULTANT Objective 1) The Wayfinding and Signage (W&S) Consultant shall develop a wayfinding and signage solution for the interior of Terminal One (only the airside), Terminal Two and new concourse, exterior of these areas, road access to the airport and car parks. The solution shall cover the front and back of house areas, as well as areas under construction. 2) The strategic location of these signage s and graphics shall identify, inform and enhance the image of the Airport. It will address the concept, aesthetic quality, material selection, ease of maintenance, ease of sign changes and recommendations regarding typical placement and function of each sign type. The design shall also express the means for guiding passengers to entrances, to a directory, to information desk and finally to the right destination. 3) A good wayfinding system provides smooth facilitation for airport users, from the time they arrive at the airport, till their departure. Airport users will have peace of mind when there are clear directions, instructions and information. Information on various facilities, services and functions of the airport are easily accessible. Airport users will have confidence in the system, and be provided with a stress- free environment to participate in other activities (e.g. commercial). Services 4) The W&S Consultant s services for Wayfinding, Signage and Graphics shall comprise: a) Survey and Analysis i) Review of drawings and establish programme requirements for interior and exterior wayfinding and signage. ii) Conduct a needs survey with RIOGaleão to establish concept and criteria of the project. iii) Verify systems presently in use by other airports as required to establish project requirements. iv) Ensure the basic requirements of all relevant Authorities, e.g. fire safety standards, barrier- free accessibility in buildings, land transport access, are identified. v) Analyze traffic patterns to determine logical pedestrian and vehicular traffic routes.
vi) Co- ordinate and work with the architecture, interior design, total building performance and landscape areas for overall concept and intentions. vii) Survey and analyze wayfinding and signage requirements. viii) Review locations of flight information displays. b) Design i) Design typical architectural and typographic standards for interior and exterior signage concept. ii) Present total wayfinding, signage and graphics design concept, to include: iii) Signage and graphics, which relate in function and design to identify, direct, inform and control passengers and visitors to the airport. iv) Signage systems and locations for intuitive wayfinding for passengers and visitors. v) Systems and materials of optimum flexibility and minimum maintenance. vi) Colors that relate with interior furnishings to enhance and enrich the visual environment. vii) Custom signage applications for major points of entry, identification, decision and asset tracking. viii) Signage typography, which will interface with the corporate identity and reinforce the image of the terminal. ix) Main (Portuguese) and secondary language requirements (English and another language). x) Usage of dynamic electronic wayfinding and signage elements shall be factored into the proposal where necessary or relevant. c) Prepare a schedule for the entire programme, from analysis, conceptualization, design, detailing, support on supplier qualification, support on prototype evaluation, support on installation, and documentation (not exhaustive listing). d) Present final proposed signage/programme to RIOGaleão for approval including:
i) Interior and exterior wayfinding, signage concepts and location plans. ii) Mandatory signage required by the Authorities. iii) Updated budget message schedule. iv) Other presentation / rendering as deemed necessary to effectively present the total concept. v) Amendments as required for endorsement. 5) The W&S Consultant shall propose comprehensive and effective wayfinding solution directing passengers to key airport services and facilities. The Consultant shall provide at least three (3) different options for consideration. 6) Signs with sufficient information shall be displayed at ideal locations around and within the proposed development to enable the public to clearly identify and easily orientate themselves. The placement of the signs shall take into consideration the natural field of vision of all different types of airport users. 7) Signage used shall be clearly identifiable using a consistent family of pictograms and arrows with the simplest possible designs to avoid confusion and ambiguity. 8) The signs shall be implemented with good wayfinding and signage practices, e.g. directional signs, directories, availability of relevant information, continuity of directions from sign to sign, clear lines- of- sight, clear of distractions and clutter, good legibility, consistent brand recognition (of the Airport), etc. 9) Guidelines and ground rules on spacial zoning shall be provided to guide placement of any infrastructure, which would affect the ambience of the airport. 10) Entrance identification and signage shall be provided; including those serving adjacent facilities (car parks, pedestrian thoroughfares, etc). 11) The W&S Consultant shall cover the following, a) Present the philosophy, design principles and usage guidelines of the signage system, for ease of future reference.
b) Provide details and drawings of signage fittings as required, suitable for inclusion in the tender set for signage installation. c) Review and assist RIOGaleão in the integration of mandatory, emergency and safety signage fittings with the general signage requirements. d) Attend to queries / clarifications, set evaluation criteria, conduct tender evaluation, analysis to recommend suitable specialist tenderers for the signage installation works. e) Review specialist signage contractor s design details, shop drawings of standard and special signage fittings for conformance to the intent of the signage consultant s design and specifications. f) Respond to contractor s technical queries within a reasonable period of time. g) Review shop drawings and technical specifications submitted by the specialist signage contractor for fabrication & installation work h) Inspect mock- ups of signage fittings during manufacture or installation as may be required i) Provide inspection role during construction including providing creative design solutions, rendering advice on selection of mandatory and statutory signs, conduct regular site inspections and supervisions. 12) Final setting up to end of Maintenance Period a) Witness final installation, adjusting and commissioning of signage installation. b) Review as- built Drawings and Operation & Maintenance Manuals and help resolve technical and contractual issues. c) Site inspection of all installed signs, generate punch list to RIOGaleão for reference and for project completion final sign- off. 13) During the Entire Project a) Review with the contractor s shop drawings, consult and coordinate with RIOGaleão on fixing detail and interfacing with finishes. b) Attend regular meetings with RIOGaleão as required by the project managers, architects, including project consultants meeting, design coordination meeting, technical co- ordination meetings, site progress meetings and any other contractor s technical meetings, if required.
c) Collaborate with RIOGaleão to incorporate and integrate the signage design concept with the overall structural, architectural and interior design concept, design constraints and limitations, mechanical and electrical provisions and requirements, and all necessary builder s works in connection therewith. Invitation to Tender 14) The price offered shall be broken down into the components shown in the Annex, and shall be in Brazilian Reals. The tender may be awarded in full or in parts. EVALUATION CRITERIA Two stage process whereby the first stage would be to evaluate quality of the bidders. Only qualified bidders would be considered for the second stage, where the price proposals would be opened. Price- Quality (P/Q) ratio of 70/30, considering the Q aspect to be of substantive weightage. We are looking at proven airport signage specialists for this piece and the net will be cast wide.
