None of Magnitude (ROM) Technical Paper dated June 26, 2013; Task Description: The contractor shall provide a study to determine the feasibility of migrating the ECHO System from an Oracle to a Postgres DBMS; however, if another alternative is found to be a better fit then it should also be considered. The study should include a prototype effort to identify a migration strategy and any major risk factors. At a minimum, this prototype should evaluate the following features of the candidate DBMS: High Availability options Geodetic Spatial support Spatial Search performance (including options for partitioning) General SQL performance Application / SQL code impact Database Administration Impacts Support for XML in the database Options for the migration of the ECHO data. Existing hardware resources shall be used to perform this task. The study should determine if it is feasible to replace the use of the Oracle DBMS. If it is feasible, then the study should also include: Identification of the new DBMS product Discussion of any DBMS features that will have increased or reduced functionality A summary of the prototype results identifying benefits and issues Plans/estimates for migrating the ECHO Operational, Test, and Development systems Identification of any new hardware or software required Estimates of future support costs Risk mitigation strategies. Rev 1 The contractor shall perform a technical evaluation of the Earth Observation Satellites (CEOS) Working Group on Information Systems and Services (WGISS) Interoperability Catalog (CWIC) for its effectiveness as an inter-agency and international interoperable catalog with the NASA data access client, Reverb. The contractor shall develop a prototype client utilizing ECHO API functionality and CSW interfaces of CWIC. At the conclusion of the evaluation, the contractor will deliver a final report detailing the results. Rev 2 The contractor shall perform an analysis of the ECS account management security compliance at the LPDAAC in relation to its incorporation under the USGS
umbrella. Determine what is needed to satisfy USGS issues and the cost to incorporate the solution to each of the 3 ECS DAACS. Rev 3 This is to extend the due date for the deliverable associated with the ECHO Database Migration study to 10/31/11 from 9/30/11 and to extend the due date for the deliverables associated with the CWIC CSW Interoperability Evaluation Study from 9/30/2011 to 11/30/2011. There is no extra cost or scope associated with either of these changes. Rev 4 This is to add labor to the CWIC effort initiated in Revision1 of this task to perform the following activities: 1. Investigate interoperability with IDN (International Directory Network) and with GEOSS (Global Earth Observation System of Systems) and if either is deemed appropriate develop connections for dataset discovery. 2. Add additional datasets from the CWIC data providers for discovery and access through the CWIC prototype. 3. Enable the View more Info feature in the CWIC prototype to show additional dataset information. 4. Develop a pre-staged demo of the CWIC prototype with new capabilities for use in various meetings. The period of performance for this effort should be 10/19/2011 through 1/20/2012. Rev 5 This is to perform two studies 1) Sybase Migration, and 2) HDF Map Verification as described below: Sybase Migration Study The contractor shall provide a study to determine the feasibility of migrating the SDPS System from using Sybase to a Postgres DBMS. The study should include a prototype effort to identify a migration strategy and any major risk factors. At a minimum, this prototype should evaluate the following features of the candidate DBMS using Ingest functionality prototyped with Postgres DBMS: General SQL performance Application / SQL code impact Database Administration Impacts Options for the migration of the SDPS data. Options for supporting SDPS multi-database architecture Existing hardware resources shall be used to perform this task. The study should determine if it is feasible to replace the use of the Sybase DBMS with Postgres. If it is feasible, then the study should also include: Identification of any other COTS software recommended to support development
and sustainment of new architecture Discussion of any DBMS features that will have increased or reduced functionality A summary of the prototype results identifying benefits and issues Plans/estimates for migrating the SDPS Operational, Test, and Development systems Identification of any new hardware or software required Estimates of costs to migrate the existing stored procedures into similar functions under Postgres Estimates of future support costs to include costs of operations and sustaining engineering Identification of DAAC-by-DAAC Postgres migration issues to include training and the addressing of DAAC-unique extensions which depend on Sybase Risk mitigation strategies. HDF Map Verification Study The contractor shall work with DAAC personnel to identify requirements that would produce appropriate and efficient methods of verifying, concurrent with operations activities, correctness of the HDF4 maps that are produced with the ECS 8.1 capability. The period of performance for these two studies is 1/3/12 through 4/30/12, although the results for the HDF Map Verification are due 3/30/12. Rev 6 This is to add labor to the CWIC effort initiated in Revision1 and continued in Revision 4 of this task to perform the following activities: 1. Harvest the IDN using a GCMD approved method (REST, CSW etc.) to a separate database. Provide a publicly available CSW (ISO) port on top of this database to search IDN DIFs for collection metadata. Coordinate with GCMD the frequency at which the DB needs to update their IDN records. 2. Identify what GCMD/IDN metadata fields need to be made mandatory for CWIC partners 3. Perform sustaining engineering and requested enhancements as needed. The final report of the evaluation results that was originally requested in Revision 1, and then in Revision 4, should be delivered 5/31/2012. The period of performance for this effort should be 1/21/2012 through 5/31/2012. Rev 7 This is to extend the due date for the deliverable associated with the CWIC Additions to 2/10/12 from 1/20/12. There is no extra cost or scope associated with this change. Note that approval of Rev 6 of this task will extend the due date for the evaluation results to 5/31/12. This Task Revision is made so that the contractor can continue to charge labor to this task.
Rev 8 This is to add labor to the CWIC effort initiated in Revision1 and continued in Revision 4, 6 and 7 of this task to perform the following activities: 1. Integrate the GCMD Keyword Management System into the CWIC prototype GUI. 2. Continue to work with GCMD to add support for comprehensive searches in the CWIC prototype GUI. 3. Add Support for searches across multiple GCMD collections in CWIC prototype GUI. 4. Perform sustaining engineering and requested enhancements as needed including usability and workload testing. The period of performance for this effort should be 7/2/2012 through 10/31/2012. The delivery of the Final Report of the Evaluation Results is also to be rescheduled for delivery on 10/31/2012. Rev 9 This study will evaluate and make recommendations for improving the EOSDIS metadata architecture to improve data access and use, reduce efforts by data providers to maintain metadata, and ensure metadata integrity. The study should consider all current requirements for ECHO and GCMD, as well as other existing interfaces, processes and functionality to determine necessary changes and how they will impact current users and metadata providers. The goal of this study is to develop a unified metadata system concept that fosters interoperability among EOSDIS assets. Applicable Document 1) NASA EOSDIS Metadata Architecture Study Phase 2 contains the statement of work for the contractor s responsibilities for this task as well as activities to be performed by other groups GCMD and EMS. Applicable Documents 2) and 3) can be used for background information. A final report detailing the recommended technical approaches shall be delivered by 4/30/2013. Rev 10 - This is to add labor to the CWIC effort initiated in Revision1 and continued in Revision 4, 6, 7, and 8 of this task to perform the following activities: 1. Perform sustaining engineering and requested enhancements as needed including usability and workload testing of the CWIC Prototype GUI 2. Support development and implementation of a CEOS OpenSearch format 3. Continue integration the GCMD Keyword Management System into the CWIC prototype GUI. 4. Work with CWIC team to establish efficient queryable properties. 5. Continue to add support for comprehensive searches in the CWIC prototype GUI. 6. Continue to add support for searches across multiple GCMD collections in CWIC prototype GUI. The period of performance for this effort should be 4/4/2013 through 9/30/2013. Rev 11 - This is to direct the contractor to: 1) perform a study to capture User Interface design and functional requirements for a new Earth Data ECHO Search Client application, aka the Earth
Data Search Client, and 2) perform a User Experience Review on the Worldview 3.0 alpha release tool. Earth Data Search Client The contractor shall complete visual design reviews, refinement through stakeholder meetings, prototyping and high level requirements reviews to produce detailed storyboards and wireframes for the Earth Data Search Client implementation, high level requirements, an Earth Data Search Client Visual Style Guide and a ROM estimate for the cost of developing and deploying an operational Earth Data Search Client. User Experience Review for Worldview The contractor will identify usability issues in the Worldview tool, and prioritize by level of severity and scope of impact. The contractor will provide actionable, visual recommendations in the form of high-level wireframes, sketches and design concepts to address the most important usability issues. The results of this study will be made available for incorporation into the final report delivered under Task 7 Revision 6 which is responsible for producing User Experience reviews for other parts of EOSDIS. The deliverable under Task 7 Rev 6 is due 11/30/2013. The period of performance for this Task Revision is 6/17/2013 through 11/30/2013. Rev 12 This to direct the contractor to perform activities culminating in a ROM estimate for Common Metadata Repository (CMR) Phase 1 activities. This Phase 0 activity shall produce study reports from 1) Search and Persistence Trade and 2) Development Technologies Trade. Design and Prototyping shall be performed for 1) Efficient Merging of Metadata Records, 2) Achieving Sub-second queries for Earth Science Metadata, and 3) Efficiency in adding new Metadata Concepts to the CMR. Applicable Document Common Metadata Repository Rough Order of Magnitude (ROM) Technical Paper contains background and more details of each of the activities requested for this effort. The contractor shall make use of commercial Cloud Services to support prototyping and shall assume twice the number of current ECHO holdings in its metadata sizing for this effort. The period of performance for the studies, designs, and prototype efforts shall be 8/1/13 through 1/31/14. Rev 13 This is to direct the contractor to continue providing evolution and sustaining engineering of the CEOS WGISS Integrated Catalog (CWIC) Prototype GUI, which was initially developed in Task 9 Rev 6 and enhanced in Task 9 Rev 10. The contractor will continue to support CWIC and GCMD Teams with implementation of CWIC. This revision also includes support towards the CWIC CSW platform. The contractor will continue to serve as the reference implementation for CWIC clients. This revision directs the contractor to continue supporting the Committee on Earth Observation Satellites (CEOS) OpenSearch initiative.
The period of performance for the studies, designs, and prototype efforts shall be 10/1/13 through 9/30/14. Rev 14 This is to direct the contractor to add to the Earth Data Search Client study (Task 9 Rev 11) an additional round of reviews with a list of users provided by the government. The design deliverables due dates are to be moved from 9/27/13 to 10/11/13. The end date for period of performance for this work shall remain the same as for Rev 11, 11/30/2013. Start date shall be 8/15/13. Rev 15 This is to extend the period of performance and the 4 of the deliverables dates to 2/28/2014 for Task 9 Rev 12, CMR Phase 0. The CMR Phase 1 ROM, which was the fifth deliverable on this task, has already been received. No extra cost is needed for this.
