Summary and Background ADAMHSCC Request For Proposals Recovery Housing Initiative The mission of the Alcohol, Drug Addiction and Mental Health Services of Cuyahoga County (ADAMHSCC) is to promote and enhance the quality of life for residents of our community through a commitment to excellence in mental health, alcohol, drug, and other addiction services. The ADAMHSCC embraces the opportunity to provide innovative avenues for persons in recovery, and seeks to expand its continuum of services by offering Recovery Housing for adults who struggle with heroin/opiate, and/or co-occurring addictions. The use of heroin and opiates has dramatically increased in recent years. Cuyahoga County is in the grip of a serious heroin epidemic. According to the Cuyahoga County Medical Examiner, in 2013, 199 heroin-related deaths occurred in the county. This follows a dramatic rise in heroin mortality from 40 deaths in 2007 to 160 deaths in 2012. A long term sober living environment for up to 6 months can effectively lead to a life of recovery for an opiate addict. It is known that sober housing provides a safe, healthy, drug and alcohol free environment that supports residents in their road to recovery. A sustained, recovery oriented system of care incorporates recovery supports, including housing, peer supports, employment supports and access to other peer based support groups. Many clients cannot afford to pay for treatment in a sober living environment after being discharged from an Alcohol and other Drugs (AOD) treatment program such as Non-Community Residential, Detoxification and Intensive Outpatient. Once back in the community without supports this can lead them to relapse in their recovery and ultimately causing an overdose or death. Heroin now accounts for over 50 percent of overdose deaths in the county, compared to 18 percent in 2007. Ninety heroin-related deaths have been ruled so far just during the first six months of 2014 The ADAMHSCC is allocating a maximum of $500,000 to be awarded to Recovery Residences for Sober Housing. This housing shall adhere to quality measures, including, but not limited to, Residency Support Levels 1 or 2 defined by the National Association of Recovery Residences (NARR). Access to beds would be available to individuals from all Boards in the Northeast Collaborative. The agency or Recovery Residence shall be certified for Alcohol & Drug Addiction (AOD) Treatment Services by the Ohio Mental Health and Addiction Services (OMHAS) and/or be a member and/or affiliate of the National Alliance of Recovery Residences (NARR). The allocation is for room and board only. It will be offered to clients residing in Northeast Ohio and have been diagnosed with a heroin/opiate and/or co-occurring addiction and clinically meets the need for the services but cannot afford to pay. The Recovery Housing provider shall participate in the ADAMHSCC coordination referral process for adults receiving ADAMHS Board funded behavioral health services.

The ADAMHSCC proposes to ensure quality recovery housing by requiring providers to adhere to National/State/or Local recovery housing review or certification as well as local occupancy requirements, including housing codes and fire/safety codes. Specifically, the ADAMHSCC will expect its Recovery Housing providers to have protocols for administrative oversight; quality standards; and, policies and procedures, including house rules to which its residents must comply. Currently, the ADAMHSCC participates in the Northeast Ohio Association of Recovery Residences which is in the process of becoming an affiliate of the National Association of Recovery Residences (NARR). The ADAMHSC will seek providers who will meet Residency Support Levels 1 or 2, as defined by NARR: NARR Standards Level 1: Peer Run Level 2: Monitored Administration Democratically run Manual or Policies and Procedures House manager or senior resident Policy and Procedures Services Residence Staff Drug Screening House meetings Self-help meetings encouraged Usually single family residences No paid positions within the residence Perhaps an overseeing officer House rules provide structure Peer run groups Drug Screening House meetings Involvement in self-help and/or treatment services Primarily single family residences Possibly apartments or other dwelling types At least 1 compensated position

Proposal Guidelines Eligibility Non-profits must have 501(c) (3) status. Must be certified for the provision of alcohol & drug addiction treatment services and/or a member of NARR or a NARR affiliate organization. Must have experience providing fiscal management and oversight for AOD services. Provide and/or have knowledge of AOD treatment services, addictions and levels of care. Have strong knowledge of the Recovery Housing Programs. Submission Requirements: All required documents must be submitted electronically by email to: RFI@ADAMHSCC.ORG. Must use Microsoft Office Word 2003 or later for the program narrative. Proposal Narrative: Please respond to each of the following points. Describe your qualifications and experience in providing sober housing and programming for opiate/heroin and co-occurring addictions, gender specific programs, including any staff credentials. (8 pts.) Describe the population to be served including ages, diagnoses, neighborhood of Recovery Residence(s), gender, race, ethnicity, and the estimated average per day by gender and age. Please describe any language barriers. Explain your choice of this population based on a documented need or service gap. (8 pts.) Describe how the Recovery Housing initiative will be implemented to include; client eligibility criteria, description of Sober Housing 90-180 day program (maximum 180 days), selection or referral process for Sober Beds and names of Recovery

Residence(s), genders served, and proposed cost of room and board per month per client. (48 pts.) Describe how the funds and program will be monitored; identify quality standards, estimated number of persons to be served and the rationale of evidence base for your program approach. (10 pts.) State the measurable behavioral health outcomes to be achieved with participants as a result of their participation in your program. (18 pts.) Discuss your plans for sustaining this program beyond the closeout of this one-time ADAMHSCC funding for this program. (8 pts.) Attach a budget listing the actual cost of a bed per day, per week and per month.
