II. NETSVEP
GOOD EXAMPLE OF INTEGRATED E-SERVICE - E-CONVEYANCE SYSTEM (NETSVEP) One-stop-shop principle parties to the transaction communicate only with a notary. NETSVEP is a tool for concluding a real property transaction. A notary is the main user, who directly communicates with the parties to transaction, prepares documents and approves transactions. GOOD EXAMPLE OF INTEGRATED E-SERVICE E- CONVEYANCE SYSTEM (NETSVEP) A notary has access to the information about real property objects and parties to the transaction from the Real Property Register, Register of Legal Entities, Address Register, Population Register, Mortgage Register and other registers administered by (or data thereof are used by) the Centre of Registers. Integrated environment all actions are performed within the framework of single system.
NEED TO HAVE INTEGRATED CADASTRE AND REGISTER DATA FOR TRANSACTIONS 1. Buyer wants to know correct and accurate cadastral data about the property object he wants to buy: land area, market value, taxable value, servitudes, restrictions, area and boundaries of neighbouring parcels, buildings on the land parcel, area and characteristics of buildings, plans of buildings or apartments, date when the buildings were built, value of buildings, etc. 2. Buyer wants to know who is the owner or owners of the land parcel and buildings, mortgages, contractual servitudes, leaseholders and other legal facts. 3. Buyer wants to check the documents on the basis of which property objects were formed and registered. INTEGRATED E-SERVICE OF CADASTRE AND REGISTER DATA HELPS TO MEET CUSTOMER NEEDS EFFECTIVELY.
III. VAVEP
VIRTUAL ADDRESS PUBLIC ELECTRONIC SERVICE (VAVEP) Virtual address boxes are linked to the addresses registered with the Address Register. They are held by owner of real property located at a specific address or legal entity the office of which is registered under a specific address. Selfservice VAVEP Head of legal entity and owner of real property object can send and receive messages and documents; sign outgoing documents by using e-signature; delegate other person to manage the virtual address message box; and create other Virtual Address Boxes under address.
EFFECTIVE WAYS FOR COMMUNICATION WITH CLIENTS IN IMPLEMENTING E-SERVICE 1. Use virtual address system in communication with clients and supply of e-documents to them. 2. Virtual address system should be a tool for clients to know everything about property objects, get information and documents about them. 3. Possibility to check the documents on the basis of which property objects were formed and registered. AN EFFECTIVE WAY FOR COMMUNICATION WITH CLIENT IS E-DELIVERY BASED ON VIRTUAL ADDRESS AND ELECTRONIC DOCUMENTS SYSTEM.

NEW DEVELOPMENTS IN INTEGRATION OF CADASTRE AND REGISTER FOR BETTER LAND ADMINISTRATION Efficient real property management, integrated cadastral and register system and good services are the main conditions for sustainable housing and property market. Improvement of public services, use of modern technologies and expansion of e-services are the main focus in creating better business environment and customer service. New developments include: Web-based real property formation - web-based software for surveyors and introduced electronic signature functionality in it. Public electronic service for real property transactions e-conveyance. Electronic self-service for the clients of the Centre of Registers. Regional geoinformation environment service REGIA - to create favourable conditions for geographicallybased decision-making and to facilitate the exchange of information.
STRATEGIC FUTURE PLANS FOR DEVELOPING INTEGRATED CADASTRE AND REGISTER SYSTEM To create legal and technological base for implementation of cross-border transaction and 3D cadastre principles. tools for obtaining register data from the EULIS members with a possibility to give integrated data and documents to customers from E-archive. To use EULIS and CROBECO ideas for improving cross border transaction process. To finish the integration of the Real Property Cadastre and Register with REGIA and Virtual address system.
