Telefonica s vision: end-to-end virtualization DEFINITION HOW IT WORKS? Roaming is the ability for wireless customers to automatically make and receive voice calls, send and receive data, or access other services when travelling outside the geographical coverage area of their own home network, by means of using a visited network. Both networks have a International Roaming agreement in place to permit this, once all testing and technical implementation are completed. Roaming IN: Usage by foreign customers of the Telefónica network Roaming OUT: Usage by Telefónica customers of other operators networks abroad Through the GSM Association standards have been set for seamless roaming constantly updated by the introduction of new services or technologies. Operators want to be able to offer the same services abroad as at home and same quality E2E. Roaming services have therefore evolved from basic GSM, to GPRS/EDGE, 3G/ HSDPA to now LTE. The introduction of new services or technology requires new network (IREG) and billing (TADIG) tests. Operators apply wholesale charges to each other. Every operator sets its own roaming tariff plans for its own customers. Within Europe, roaming has always been an easy target for common policy. Roaming regulation applies from 2003 and has become more restrictive over the years. Latest proposals head at the complete abolishment of roaming tariffs 5
