3 Transforming public safety communications To respond most effectively to urgent situations, emergency management teams need reliable, integrated mobile communications including data services that can deliver real-time access to images, video and the latest updates from multiple agencies. Designed originally for voice communications, existing narrowband systems now support a variety of missioncritical data applications, such as filing reports, data lookups and license plate checks. However, as public safety relies increasingly on data applications, these narrowband systems will simply not be able to deliver an acceptable level of performance for mission-critical communications. To support these advanced multimedia capabilities, a broadband LTE solution can be added and tightly integrated with LMR networks. How it works The Alcatel-Lucent solution provides all mobile data services over a QoS-enabled broadband IP network, allowing realtime transmission of high-throughput data. LTE technology provides low latency and much higher transmission rates up to 31 Mb/s download within the 5 MHz-wide Public Safety Broadband Block (PSBB) channel. As a result, existing data applications benefit from better performance, and a growing selection of new bandwidth-intensive applications can be supported. LTE also supports location and presence information, so these new applications can deliver more information about responders in the field. Delivering high reliability, the Alcatel-Lucent solution uses a flat-ip architecture that reduces potential points of failure, combined with geographic redundancy.
