Revised PBMS Counting Rules The W s WHAT? At its February 2015 meeting, the Performance Measures Committee approved revised counting rules for the organizational characteristics. The changes expand the counting rules for ONLY the Organization Inmate Population. 17 Revised counting rules will go in effect for the July 2015 data. When reporting the January June 2015 data, use the current counting rules for the organization characteristic data. When reporting the July 2015 organization characteristic data, use the revised counting rules when reporting the characteristics of organization inmate population. WHY: Agencies were concerned that excluding the outsourced inmates from the organization s inmate population skewed the profile of the inmates committed to the DOC organization.
Organization Characteristics and Key Indicators: Current Inmates Housed Inmates Housed: Number of inmates in facilities operated by the DOC on the last day of a given month. Do not include inmates housed in other states correctional facilities, facilities not operated by the DOC, or parolees. Include inter state compact cases and offenders housed in DOC facilities as safe keepers, i.e., for an evaluation/diagnostic assessment or as a courtesy for a local facility or law enforcement agency. This Organization characteristic will NOT change. We will continue to track separately the number of inmates housed by the DOC versus the number outsourced.
Organization Characteristics: Current Inmates Outsourced Inmates Outsourced: Number of inmates in facilities not operated by the DOC on the last day of a given month. Include inmates housed in other states correctional facilities, facilities not operated by the DOC such as facilities operated by private vendors and county or regional jails. Inmates housed in facilities not operated by the DOC, such as county or regional jail facilities or facilities operated by private vendors.
Organization Inmate Population Revised Effective for July 2015 Data Upload 21 Organization Inmate Population, on the last day of a given month: The tally of the organization inmate population during a given month excludes: Inmates under the inter state compact agreement; these inmates should be counted by the receiving state. Inmates housed in the DOC facilities as safe keepers, i.e., for an evaluation/diagnostic assessment or as a courtesy for a local facility or law enforcement agency. Inmates placed in temporary or short term restrictive orders (TRO), investigation, and/or disciplinary segregation.

Potential Questions 24 1. With the new PBMS rules, we will begin reporting on facilities run by CCA. Should we show each facility separately or report them as one block with CCA as the facility name? Response: It is better to create a separate facility for each of the non DOC facilities in which agency inmates are housed. This will enable the agency to track the performance of these facilities separately and compare performance with comparable DOC facilities. It is preferable that both the characteristics and key indicator data are reported for the CCA facilities. When creating the non DOC facilities, select Non DOC as the facility type. If a non DOC facility only houses less than 5% of the organization inmate population, may not be necessary to create as separate facility.
Potential Questions 25 2.The facility characteristics counting rules tell us to exclude inmates housed in other states correctional facilities or held by facilities not operated by the DOC (such as on page 75, the denominator for VI.4.1 Disciplinary Reports for Major Infractions). Response: The counting rule: exclude inmates housed in other states correctional facilities or held by facilities not operated by the DOC refers to inmates who is assigned to a facility, but may be currently housed in another states correctional facility (e.g., court appearance, inter state compact, etc.). Thus, when reporting characteristic or key indicator data for a non doc facility, ignore this rule.
Potential Questions 26 3. Should we show the non doc facilities individually under facility characteristics and let those figures be added into the organizational characteristics? Response: No, the System does NOT sum the data from the individual facilities for the organization characteristics.
27 Restrictive Housing Potential Changes Coming down the Track

Provide a process, a separate review for decisions to place an offender in restrictive status housing: Numerator: Number of the organization inmate population assessed for placement in restrictive housing status during a given month. Denominator: Number of the organization inmate population placed in restrictive housing status during given month. 2. Provide periodic classification reviews of offenders in restrictive status housing every 180 days or less: Numerator: Number of the organization inmate population for whom a 180 day restrictive housing status review was completed during a given month. Denominator: Number of the organization inmate population in restrictive housing status for 180 or more days during a given month.

Provide in person mental health assessments, by trained personnel within 72 hours of an offender being placed in restrictive status housing and periodic mental health assessments thereafter including an appropriate mental health treatment plan: Numerator: Number of inmates placed in restrictive housing status during a given month for whom a mental health assessment was completed with 72 hours of the inmate s placement in restrictive housing. Denominator: Number of the organization inmate population placed in restrictive housing during given month. 4. Provide structured and progressive levels that include increased privileges as an incentive for positive behavior and/or program participation: No PBMS key indicator at this time.

Determine an offender s length of stay in restrictive status housing on the nature and level of threat to the safe and orderly operation of general population as well as program participation, rule compliance and the recommendation of the person[s] assigned to conduct the classification review as opposed to strictly held time periods: No PBMS key indicator at this time.
Development of PBMS Key Indicators to Track Implementation of ASCA Restrictive Housing Guidelines 6. Provide appropriate access to medical and mental health staff and services: Numerator: Among the organization inmate population in restrictive housing status that have been diagnosed with mental health diagnosis, (i.e., a mental disorder as defined in the current version of the Diagnostic and Statistical Manual of Mental Disorders (DSM), except for a diagnosis of substance abuse dependency), the number of inmates who are receiving treatment during a given month. Denominator: Number of the organization inmate population in restrictive housing status who have been diagnosed with a mental health clinical diagnosis.

Provide access to visiting opportunities: Numerator: Among the organization inmate population in restrictive housing status, the number of inmates eligible for visits with family, friends, community volunteers, etc. as of the last day a given month. Eligibility for visits is the opportunity to participate in contact and/or noncontact meeting with the individuals on the inmate s visitation list in accordance with the regular visitation schedule of the facility and/or special visit. Exclude: Contact with DOC staff or contract employees, and clergy/religious leaders; and Attorney/legal conferences. Denominator: Denominator: Number of the organization inmate population in restrictive housing status.

Provide appropriate exercise opportunities: Numerator: Among the organization inmate population in restrictive housing status, the total number of hours of out of cell exercise during a given month. Out of cell exercise is access to an exercise and/or day room space separate from the inmate s cell. Exclude out of cell time for programming, medical or mental health encounters, visits, and religious services. Compute the number of hours of out of cell exercise by summing the total number of hours of out of cell exercise each inmate in restrictive housing received during a given month. For example, if there are five inmates in restrictive housing status and each received 1.5 hours of out of cell exercise per week, the total number of hours of out of cell exercise for the given month is 5 x 1.5 x 4 = 30 hours. Compute actual exercise time received, not scheduled times. Denominator: Number of the organization inmate population in restrictive housing status.

Provide the ability to maintain proper hygiene; Access to Hygiene among Restrictive Housing Population: Among the organization inmate population in restrictive housing status, the average number of showers of per inmate during a given month. Denominator: Number of the organization inmate population in restrictive housing status. Linen/clothing exchanges potential future key indicator.

Provide program opportunities appropriate to support transition back to a general population setting or to the community: Transition Programming Prevalence among Restrictive Housing Population: Among the organization inmate population in restrictive housing status, the number of hours of transition programming received per inmate during a given month. Transition Programming consists of classes, sessions, interviews, or community jobs provided in a group or individual setting intended to prepare the inmate(s) for reintegration into the general inmate population and/or community. Transitional programming may include, but not limited to: mental health services, academic education, cognitive therapy, anger management, and/or behavior modification. Pre release programs may include planning for housing, family therapy, developing credentials for gaining employment (drivers license, food stamps etc.), Interviewing classes/rehearsals, job development, etc. Exclude out of cell exercise, medical encounters, visits, and religious services.

Collect sufficient data to assess the effectiveness of implementation of these guiding principles: No PBMS key indicator at this time. 12. Conduct an objective review of all offenders in restrictive status housing by persons independent of the placement authority to determine the offenders need for continued placement in restrictive status housing; Numerator: Number of the organization inmate population for whom a 180 day restrictive housing review was completed by an independent authority during a given month. An independent review is an assessment of the risk(s) posed by the inmate s return to the general population as a serious threat to life, property, self, staff or other inmates, or to the security or orderly operation of a correctional facility by an individual or panel who did not participate in the original decision to place the inmate in restrictive housing, is not responsible for his/her day to day supervision in restrictive housing, nor is the panel/individual responsible for the inmate s periodic classification reviews.. Denominator: Number of the organization inmate population in restrictive housing for 180 or more days during a given month.
Development of PBMS Key Indicators to Track Implementation of ASCA Restrictive Housing Guidelines 13. Require that all staff assigned to work in restrictive status housing units receive appropriate training in managing offenders on restrictive status housing status: A restrictive housing staff member is an individual who is employed by the DOC on a part time, full time or contractual basis. Includes administrative, security, program/treatment, medical, and mental health staff paid directly by the DOC that work in the unit and/or deliver direct services to the inmates. Special training for the management of inmates on restrictive housing status may include, but not limited to, classes and practice in non violent control, alternatives to use of force, principles of least restraint, behavior modification, anger management techniques, interviewing, mediation, self defense, deescalation, basic counseling, etc. Numerator: Number of staff assigned to the restrictive housing unit that have completed special training for the management of inmates on restrictive housing status during a given month. Denominator: Number of DOC staff assigned to or had supervisory responsibility for the restrictive housing unit during a given month.
