The purpose of the proposed Plan of Subdivision is to permit the development of 124 residential lots on full municipal services and future residential development. The Township of Scugog is also considering applications pursuant to the Planning Act to amend the Scugog Official Plan and Zoning By-Law 14-14 to permit the residential subdivision described above. The purpose of the proposed Official Plan amendment is to re-designate the former golf course lands from Open Space and Hazard Lands to Residential, Open Space and Hazard Lands. The purpose of the proposed Zoning By-law amendment is to rezone the former golf course lands from Recreation (RE) and Environmental Protection (EP) to Urban Residential Type One Exception (R1-X1) and (R1-X2) and Environmental Protection (EP) zones. APPROVAL AND APPEAL The Township of Scugog is the approval authority for amendments to the Scugog Official Plan and Zoning By-Law. Any person or public body objecting to Council passing an official plan amendment and/or zoning by-law may file a notice of appeal to the Ontario Municipal Board with the Township Clerk. Only individuals, corporations and public bodies may appeal an official plan amendment and/or zoning by-law to the Ontario Municipal Board (OMB). A Notice of Appeal may not be filed by an unincorporated association or group. However, a Notice of Appeal may be filed in the name of an individual who is a member of the association or the group on its behalf. No person or public body shall be added as a party to the hearing of the appeal unless, before the by-law was passed, the person or public body made oral submissions at a public meeting or written submissions to Council or, in the opinion of the OMB, there are reasonable grounds to add the person or public body as a party.
