Central State was approved effective Fall 2013 for a reciprocity agreement with 24 Indiana counties where the out-of-state surcharge is waived (Allen, Blackford, Clark, Dearborn, Decature, Delaware, Fayette, Floyd, Franklin, Harrison, Henry, Jay, Jefferson, Jennings,Ohio, Randolph, Ripley, Rush, Scott, Switzerland, Union, Washington, Wayne and Wells). Also effective Fall 2013, residents of Marion County, IN, Wayne County, MI and Cook County, IL receive a out-of-state surcharge waiver at 80% of the regular rate - $745 instead of $3,726. 2. Cleveland State's transportation fee is a "pass-through" fee to the Regional Transit Authority in Cuyahoga County for the student's U-Pass. Cleveland State does not generate any revenue from this fee and therefore not subject to the legislative mandate restricting (instructional and general) fee increases at Ohio's public colleges and universities.. 3. Off-campus students are billed an additional $54 per semester for the technology fee. 4. Shawnee State has a reciprocity agreement with Kentucky such that it considers residents of Mason, Lewis, Boyd, Greenup, Carter, Elliot, Lawrence, Fleming & Rowan counties in Kentucky as qualifying for Ohio resident tuition. 5. Akron offers a reduction to the out-of-state surcharge for academically qualified students. 6. Effective Fall 2008, the University of Akron redesigned a non-mandatory parking fee into a transportation fee that is charged to all full-time students. Since the transportation fee is paid by all full-time students, it appears in the Regent's annual survey as a general fee. The transportation fee, however, is not uniformly assessed to all students and therefore not subject to the legislative mandate restricting (instructional and general) fee increases at Ohio's public colleges and universities. 7. Youngstown State has a separate out-of-state Affordable Tuition Advantage surcharge of $120 for students from its regional service area, which includes select counties in Pennsylvania, New York and West Virginia. 7a. Youngstown State has a transportation fee that is charged to all full-time students. Since the transportation fee is paid by all full-time students, it appears in the Regent's annual survey as a general fee. Upper-division instructional fees are $3,062. The general/other fee and out-of-state surcharge are the same for both lower- and upper-division courses. 1a. Kent State has a separate out-of-state rate of $796 per semester for students attending regional campuses and residing in select counties in western Pennsylvania and northern West Virginia. The specific counties are Allegheny, Beaver, Butler, Crawford, Erie, Lawrence and Mercer in Pennsylvania and Brooke, Hancock and Ohio in West Virginia. 2. Amounts reflect lower division undergraduate fees. Upper division instructional fees are $3,635. The general/other fee is the same for both lower-and upper-division students. The out-of-state surcharge is $4,533. 3. Effective Fall 2005, Summit College students entering baccalaureate programs are charged the UA main campus rate. 3a. Effective Fall 2008, the University of Akron redesigned a non-mandatory parking fee into a transportation fee that is charged to all full-time students. Since the transportation fee is paid by all full-time students, it appears in the Regent's annual survey as a general fee. NOTE: State community colleges do not have local tax levies to supplement state support and student tuition, and therefore do not have a surcharge for out-of-district students. 1. Columbus State Community College approved a mid-year tuition increase for Summer Term 2013. The in-state per credit changed to $129.25 and annual total to $3878. The Board also approved an increase of the maxium $100 for AU13-SU14 in May 2013 to the values in the tuition survey based on the SU13 adjustment. 2. Cuyahoga charges a $60 institutional fee to all full-time students registered for 12 or more credit hours per term. Since the technology fee is paid by all full-time students, it appears in the Regent's annual survey as a general fee, however, is not uniformly assessed to all students and therefore not subject to the legislative mandate restricting (instructional and general) fee increases at Ohio's public colleges and universities. 3. Edison State Community College is in the process of finalizing their tuition numbers at this time. This number represents the final expected tuition data. 4. Northwest State Community College has submitted and received approval to discount the Instruction Fee from $148.00 to $140.00 per credit hour. This reduces the full-time instructional fee per semester from $2,220 to $2,100; the fee per credit hour past full-time from $154.00 to $146.00; and the estimated annual full-time fee from $4,620 to $4,380. 5. Rio Grande Community College does not accept out-of-state students. Out-of-state students may be admitted to the University of Rio Grande, a private institution with which the community college is affiliated. In addition, Rio Grande charges a $225 technology fee to all full-time students registered for 6 or more credit hours per term. Since the technology fee is paid by all full-time students, it appears in the Regent's annual survey as a general fee, however, is not uniformly assessed to all students and therefore not subject to the legislative mandate restricting (instructional and general) fee increases at Ohio's public colleges and universities. 6. Sinclair Community College approved a mid-year fee increase Winter Term 2012. Effective January 2012, the in-district instructional fee = $737 per term; general fee = $143 per term; out-of-district = $473 per term and the out-of-state surcharge = $1,635. 7. Washington State charges a $75 Campus Access & Safety fee to all full-time students registered for 12 or more credit hours per term. Since the technology fee is paid by all full-time students, it appears in the Regent's annual survey as a general fee, however, is not uniformly assessed to all students and therefore not subject to the legislative mandate restricting (instructional and general) fee increases at Ohio's public colleges and universities.

The in-state per credit changed to $129.25 and annual total to $3878. The Board also approved an increase of the maxium $100 for AU13-SU14 in May 2013 to the values in the tuition survey based on the SU13 adjustment. 2. Cuyahoga charges a $60 institutional fee to all full-time students registered for 12 or more credit hours per term. Since the technology fee is paid by all full-time students, it appears in the Regent's annual survey as a general fee, however, is not uniformly assessed to all students and therefore not subject to the legislative mandate restricting (instructional and general) fee increases at Ohio's public colleges and universities. 3. Edison State Community College is in the process of finalizing their tuition numbers at this time. This number represents the final expected tuition data. 4. Northwest State Community College has submitted and received approval to discount the Instruction Fee from $148.00 to $140.00 per credit hour. This reduces the full-time instructional fee per semester from $2,220 to $2,100; the fee per credit hour past full-time from $154.00 to $146.00; and the estimated annual full-time fee from $4,620 to $4,380. 5. Rio Grande Community College does not accept out-of-state students. Out-of-state students may be admitted to the University of Rio Grande, a private institution with which the community college is affiliated. In addition, Rio Grande charges a $225 technology fee to all full-time students registered for 6 or more credit hours per term. Since the technology fee is paid by all full-time students, it appears in the Regent's annual survey as a general fee, however, is not uniformly assessed to all students and therefore not subject to the legislative mandate restricting (instructional and general) fee increases at Ohio's public colleges and universities. 6. Sinclair Community College approved a mid-year fee increase Winter Term 2012. Effective January 2012, the in-district instructional fee = $737 per term; general fee = $143 per term; out-of-district = $473 per term and the out-of-state surcharge = $1,635. 7. Washington State charges a $75 Campus Access & Safety fee to all full-time students registered for 12 or more credit hours per term. Since the technology fee is paid by all full-time students, it appears in the Regent's annual survey as a general fee, however, is not uniformly assessed to all students and therefore not subject to the legislative mandate restricting (instructional and general) fee increases at Ohio's public colleges and universities.
