A strategic approach to cost reduction in insurance The imperative to reduce costs is hardly new. However, current economic conditions, combined with market forces that have gained momentum in the insurance industry over the past few years, have caused cost reduction to become a top strategic business priority. The manner in which this priority is addressed depends largely upon the circumstances in which the insurer finds itself. For some the imperative is survival, with short-term stability being the primary goal. For others it is improvement of their cost structure and their operational capability, the aim being to emerge from the downturn a more formidably positioned competitor. And for high-performance insurers, the strategy may be to fundamentally transform their cost structure, implementing a new business model that enables them to capitalize on the opportunities for growth that the economic crisis presents. In Accenture s view, irrespective of the situation, arbitrary cost reduction is no longer sufficient and could even be damaging. What is needed is a more strategic approach, where cost cutting is part of a broader agenda. This not only can yield cost reductions including lower loss costs of up to 30 percent, but also can equip and position the organization for profitable growth.

Shifting the levers that drive down cost Lever 1: Operating Model Integration Many insurance companies have significant opportunity to improve their cost structure by integrating their operating models, thereby gaining economies of scale and scope. This opportunity lies within un-integrated acquisitions, autonomous operating structures, line-of-business silos, and independent distribution channels all of which are characterized by inconsistent processes, measures, structures, technologies and business performance. Integration lowers the cost structure expenses as well as loss cost through economies of scale and scope and by raising effectiveness across the value chain. Strategic Cost Reduction entails a clear definition of the activities that lend themselves to alternative sourcing, the careful evaluation of the options, followed by the aggressive pursuit of business arrangements that offer advantageous, variable cost structures. Cost reduction in these areas has to be undertaken carefully to avoid damaging the growth engine of the business or inadvertently driving up customer attrition. It is because of this complexity that this lever is often overlooked or under-addressed. However, significant cost structure improvements can be achieved, not only reducing expenses but even more importantly sharpening the focus of the organization and improving the return on its acquisition and service spend. Insight from customer, channel, product and other data can be leveraged to inform strategies such as customer / agent segmentation and tiered service levels. RSA Claims Transformation Drives High Performance Client Profile RSA is a leading multinational insurance group. The company has operations in over 30 countries and provides its products and services to more than 20 million customers in over 130 countries. For 2007, the Group reported net written premiums of UK 5.8 billion. Business Challenge In early 2003 a new Group CEO, Andy Haste, was appointed by the Board with one main goal: to make RSA a stronger, higher performing business one that delivered to shareholders and one that customers and employees could again be proud of. The operational transformation program has had two elements. The first has been to restructure and de-risk the ongoing portfolio by focusing on general insurance and by successfully exiting life and underperforming businesses. The second has been a demanding operational improvement pro - gram. Two key targets were publicly announced: to cut the expenses of the Group s ongoing businesses by UK 270 million and to achieve a combined operating ratio of 1 00 percent on average across the insurance cycle for the Group s ongoing business (combined operating ratio is a measure of industry profitability). Critical to the transformation program was a fundamental restructure of the UK claims business. The objective was to improve claims performance by implementing a new operating model to drive reductions in claims indemnity costs and claims expenses. How Accenture Helped Andy Haste brought in Accenture to team with RSA as the partner to implement this fundamental restructure. This would exploit Accenture s industry insights, transformation expertise, software assets and outsourcing capabilities. The two companies structured a contract with a risk and reward payment arrangement based on the delivery of the program benefits, within budget and on schedule. RSA s UK claims operations now have a consistent organization and handle claims through a single system using a single set of best practice processes. Whether based in a RSA office or in the field, the claims employees in the UK now work as integrated, virtual teams instead of the previous silos dictated by geography and systems functionality. Workflow with key suppliers is seamless due to supply chain system integration. The claims program is a significant contributor to RSA s transformation program and strategic plans. Within little over two years of its commencement, claims indemnity costs were reduced by more than UK 130 million a year, and claims expenses by more than UK 5 million a year. Further long-term success for RSA will depend on consistent delivery against strategic objectives.
