1. INTRODUCTION 1.1. Background Information Alternative Energy Promotion Centre (AEPC) is an organization devoted to the development and promotion of renewable and alternative energy technologies in the country. The overall objective of AEPC is to popularize and promote the use of renewable energy technology to raise living standards of the rural people, to protect the environment and to develop commercially viable small-scale industries in the rural areas of the country. Micro-hydro power development is one of the major components of AEPC, which is supporting rural community and private entrepreneurs to improve the living conditions of rural people by providing electricity through micro-hydro power. Similarly, National Rural and Renewable Energy Program (NRREP) is also actively working in the promotion and dissemination of micro hydro technology in the country in association with AEPC. The Community Electrification Sub-component of NRREP is one of the major components responsible for coordination and implementation of community electrification activities throughout the country in demand driven and public-private-partnership approach. Alternative Energy Promotion Centre/National Rural and Renewable Energy Program (AEPC/NRREP), through its Community Electrification Sub-Component (CESC), assists Micro-Hydropower Operators and Managers in enhancing their capabilities by providing various supports including trainings. AEPC has developed training manuals for conducting such trainings. One of them is a Micro Hydro Management Training Manual. The existing training manual has been recently updated. Furthermore, the updating of training manual is a continue process for every technical field to incorporate the lesson learned from past and the latest development in the technology. Providing training to the managers of micro-hydropower (MHP) plant is a regular process. Each year a number of plants come into the operation. Turnover of the trained and experienced managers are very high, thus new managers need to be trained also in the existing plants. Hence, conduction of such training is a must. This kind of training will help for proper construction (if in the construction phase), quality improvement and sustainable operation of MHPs. The participant will be benefitted from the training if and only if the training organizer and the trainer are involved who has the experiences and knowledge. Universal Consultancy Service (UCS) Pvt. Ltd. has several years experience in conducting training Programs especially for the Micro-hydropower sector. Accordingly, UCS has conducted about 20 Management Trainings, 2 End Use Promotion Trainings, 4 Peltric Set Operation and Management Trainings, 2 Long Shaft IWM End Use Diversification Trainings and 2 Orientation Training for Local Level NGOs on AET / RETs continuously since 2057 B.S. Accordingly, more than 160 managers of different micro hydro power projects have got the opportunity of micro hydro management trainings, which was found very effective and useful as per the feedback from the participants. UCS has also got the opportunity of updating existing Micro Hydro Management Manual and Pico Hydro Operation and Management Training Manual along with the conduction of these trainings last year. UCS got the opportunity to conduct MH management training Programs in Nepalgunj and Itahari last fiscal year also. UCS, with its meaningful resources and extensive experience in training, has confidently and successfully conducted the quality management training Programs as visualized/expected by AEPC/NRREP.
2. Objectives: 2.1 Development Objective: The development objective of AEPC/NRREP which is common to its program components is: Improve the living standard of rural women and men, increase employment of women and men as well as productivity, reduce dependency on traditional energy and attain sustainable development through integrating the alternative energy with the socioeconomic activities of women and men in rural communities. 2.2 Immediate Objectives: The CESC has the following immediate objectives: Enhanced sectoral framework for policy formulation, strategy development, planning, Program implementation, and harmonization of on- and off-grid rural electrification at local and national level. Increased and sustainable access to and usage of electricity in the rural areas. Gender and social inclusion criteria mainstreamed in mini-grid and IWM implementation 2.3 Objectives of the Assignment The overall objective of the assignment is to update (refine) a coherent way of supporting implementation of micro-hydropower projects. The immediate objective is to: Ensure availability of skilled and competent human resources for management of Microhydropower plants. Conduct micro-hydro management training by using Micro Hydro Management Training Manual developed by AEPC. 3. Scope of work The updated training manual will provide the basis for providing the training. The scope of the assignment will be, but not limited to, followings: Prepare an inception report consisting of training Program as per Micro-Hydro Management Training Manual published by AEPC/NRREP (duration of training will be 7 days). Incorporate the gender equity and social inclusion in training module. Communicate with the potential participants about the training to get their applications and select the training participants in close consultation with CESC/RSC. Invitation to the participants will be done by CESC/RSC and UCS will do necessary follow-up. Conduct Managers training Program for the selected participants in a suitable venue in Kathmandu. There will be 25 participants in each group of this batch of training Program. There will be two groups in this batch. Female participants and people from excluded groups are encouraged to participate on the training. 4. COURSE DESIGN 4.1. Course Concept The course concept was basically practical oriented, simply defined as the managers were less educated. Hence, micro-hydro experts were consulted and courses have been designed taking their views. The individual problems faced by the managers in their respective schemes were listed out and the concerned resource persons were tried to solve these particular problems through a participatory approach. The managers were dealt with the day-to-day management of the scheme including civil, electrical, mechanical and socio-economical aspect of the schemes and operation and maintenance of the plant. Hence, the 'Micro-hydro Project Management Training' course is basically designed for those who are/will be involved in the management of the scheme. 4.2. Course Contents The course has been designed to provide the basic knowledge on micro hydro components and electricity as well as the necessary safety precaution, simple and practical approach of micro hydro project management. Tariff setting and collection is one of the most important parts of the sustainable operation of the scheme thus this aspect in addition to the financial management including the simple process of ledger entry and book keeping has also been incorporated in the course. The social aspect like consumer service improvement, community mobilization, information on clean development mechanism and other related aspects have also been incorporated in the course material. The games in team building practices were also incorporated in the course material. The experience sharing is one of the important processes of learning. Type of problems and the process of solving might be different for different scheme. Nevertheless, the experience of one will be helpful for the other in some cases. Thus, the time has been allocated for discussion and experience sharing. The main topics included in the course were, I. Course Methodology The general approach for conducting micro hydro project management training will be composed of delivering lectures, discussions/evaluation, group exercise, field visit/site observation and games for team building practices. In order to execute the training Program within the time frame provided in the TOR, the following methodology will be applied. Effort was made to assess the level of understanding, interest, creation and curiosity of the participants. In general, the applied methodology consists of lecture on the related topic by the resource persons, illustration and demonstration of the practical work, question answer method, recitation method and individual practice on the given exercise, learning by doing, teamwork, discussion and evaluation as well as the micro hydro scheme visit. 4.4. Selection of participants The programme has been designed for twenty-five participants who have been selected or being involved as a manager of micro hydro project. The participants are selected by the respective users committee of the micro hydro with the support of Regional Service Centres (RSCs). The list of prospective participants from different micro hydro projects has been sent to NRREP/AEPC through respective RSC which has been forwarded to UCS. RSCs confirmed and informed the participants to participate in the training programme. UCS also made further communication with the participants and confirmed their participation in the training program. The confirmed participants were also unable to participate in the training programme due to the farming season. Thus, the total numbers of participants become 22 in group-1 and 24 in group-2 of batch -II. The list of participants in this training is provided in annex-i. In order to increase the female participants in the training programme, effort was made to encourage them to participate. The female participants who have small child came with the care taker for her child. The list of child care taker has also been incorporated in the report. Altogether there were 3 child care taker in this batch. The name of child care taker has also been incorporated in the participants list. 4.5. Course Duration The course for the training was designed for seven days. Accordingly, the training was conducted for seven days including one day s Micro Hydro Site visit. (Appendix III: Training Schedule). The training Program has been organized from July 01-07, 2014 (Ashad 17-23, 2071) for the second batch. There are two groups in this batch. 4.6. Training Venues Due to the time constraint, the first and second batches (as per TOR) of training have been scheduled at the same time after the discussion with CESC team. For the ease of training management, this batch was named as BATCH-II and Batch-II is divided into two groups as group-1 and group-2. The training venue for one group (Group 1) was in the training Hall of Universal Consultancy Service Pvt. Ltd. While the venue for the other group (Grou-2) was in the hall of Gurans Café at Balaju, Kathmandu. The field visit was made at Karam Danda Micro Hydro Project, Karamdanda of Kavre District. 5. Training Activities The training was conducted for seven days including one day s Micro Hydro Site visit. (Appendix: Training Schedule). The training Program has been organized from July 01-07, 2014 (Ashad 17-23, 2071) for both groups of Batch-II. The training has been conducted as per the training schedule. As there were two groups running parallel sessions, the training sessions were scheduled in such a way that the resource persons could take one session in first group and continued the other session in the next group. On the first day, the session was started with the introduction, Registration of participants and completed with pre-evaluation and experiences sharing among the participants. Problem identification and solution, Group Division for the report preparation and presentation, report writing & reporting as well as the introduction of micro-hydro project i.e. components have been discussed in the first day. On the second day, the session has been started with the presentation of the report of the previous day. The technical aspects (electromechanical) and role of manager along with the tariff setting and collection and discussion/evaluation have been done in one group and the introduction of accounting, it s importance and general vocabularies related to accounting, double accounting systems have been discussed in the other group. On the third day, the session has been started with the presentation of the report of the previous day. The ledger posting, trial balance along with the discussion and evaluation on related issues and project management aspects have been discussed in one group. While the introduction of Project Management Training 2070/71_Batch I 6
accounting, it s importance and general vocabularies related to accounting, double accounting systems as well as the ledger posting, trial balance have been discussed in the other group. On the fourth day, the session has been started with the presentation of the report of the previous day. Clean development mechanism, gender and social inclusion aspects and socioeconomic aspects of the micro hydropower have been discussed on this day. On the fifth day, the session has been started with the presentation of the report of the previous day. Types of renewable energy and government policies of Micro-hydro project, end use management, safety aspects have been done in this day. The sixth day was devoted for the field visit. Both groups (group 1 and 2) were mixed together and conducted the remaining tasks of the training for the sixth and seventh day. The field visit has been arranged in Karamdanda Micro Hydro Project, Karamdanda, Kavre. The participants got the opportunity to observe the equipment within the powerhouse and walk around the penstock rout as well as the forebay area. Similarly, the participants also got the opportunity to discuss about the management as well as the technical aspects of that project with the concern member of the community. On the last day also the session has been started with the presentation of the report of the previous day. The remaining sessions of the schedule has been discussed. The sessions were started from seven am in this day and completed around 3 pm in this day. The participants final evaluation, feedback from participants and the group work presentation as well as discussion and evaluation of the participants have been conducted in this day. The training program has been completed with closing and certificate distribution. Mr. Jagadish Kumar Khoju, Program Manager, CESC/NRREP was participated in the closing and certificate distribution program. 6. EVALUATION OF THE PARTICIPANTS About fifteen percent of the scheduled session was given for discussion, group exercise and evaluation. Participants were evaluated through their practical exercises, written and oral tests. Feedbacks from the participants were also collected for each session in order to get their level of satisfaction as well as the guidance for the further improvement. Based on their performance, their attitude & their effort in these training, participants have been categorized into four different groups with the grading as follows: Very good (A) with qualities: Very sincere, Enthusiastic, Industrious, Good interpreter, Good listener, Capable of solving the occurrences and practice in work. Good (B) with qualities: Sincere, Enthusiastic, Industrious, Interpreter, Good listener and practice in work. Satisfactory (C) with qualities: Sincere, Industrious, Listener and practice in work. 7. OBSERVATION AND COMMENTS During the training Program it has been noted that about 41 percent of the total participants were coming from the running micro hydro schemes and 59 percent were from under construction. The existing management system and the problems encountered by the managers of the existing plants provided a good and relevant matter for discussion thus most of the participants were actively participating on the discussion and tried to find the appropriate solution. The participants also showed a good performance while solving the given practical problem in a team and made a good presentation at the end of the session. It is believed that participants have enhanced their knowledge, attitude and skills through this training course. Though the level of education and experience of the participants were different, all of them tried to make an active participation during the whole training period as their best. Regarding attitude they were able to adopt appropriate method and enhanced curiosity or interest. As far as the skills are concerned they were able to identify different components of micro hydro project, setting or revise the tariff system, maintain the record keeping system and log book. In general, the participants were able to gather a basic knowledge of management for the sustainable operation of the micro hydro scheme. 8. Feedback from the Participants The feedback from the participants has been taken in order to get the general information about the sufficiency of the subject matter, appropriateness of the allocated time, usefulness of the course matter, their understanding and opinion about the usefulness for the practical aspect, the appropriateness of time allocation for different sessions etc. Similarly, it was also requested to give the general comments regarding to the overall aspects of the training Program if any (The questionnaire for feedback: Annex-VI). The opinion of the participants regarding the different aspects of the training has been provided in the following graphical representation. Regarding course sufficiency of the course, out of 46 participants in second batch, 91 percent mentioned that it was excellent and 5percent expressed good while 4 percent expressed that it was satisfactory. Likewise regarding time adequacy of training duration, 17 percent said that it was excellent while 81 percent said it was good. Likewise, regarding competency of resource persons, 91 percent said that it was excellent and 5 percent said it was fair and 4 percent did not response on it.. Similarly, regarding adequacy of the handouts, 83 percent said that it was excellent while 13 percent said it was good and 4 percent said it was fair.. Regarding adequacy of practical exercise, 70 percent said that it was excellent while 26 percent said it was good and 4 percent said it was fair. Likewise, regarding appropriateness of the training venue, 96 percent said that it was excellent and 12 percent said it was good. Similarly, regarding practical field visit, 31 percent said that it was excellent while 52 percent said it was good and 17 percent said it was satisfactory. Regarding lodging and fooding, 96 percent of participants expressed that it was excellent and 4 percent said it was good. Similarly, regarding overall management of the training Program, 35 percent said that it was excellent while 61 said it was good and 4 percent expressed that it was satisfactory. Similarly, regarding punctuality and following the training schedule, 5 percent said that it was excellent, 54 percent said it was good while 36 percent said it was satisfactory and 5 percent said that it was not good. Regarding to the general comments, some of the participants said that The training Program should be organised in winter months. The duration of the training Program is not enough and it should be extended especially for account keeping; It was also recommended for refresher courses as well as advance management course in the future; The training Program should be focus on practical aspects.
