INDO-SPANISH 2 nd JOINT CALL FOR TECHNOLOGICAL CO-OPERATION IN RENEWABLE ENERGY 2013 JOINT MNRE-CDTI CALL FOR PROPOSALS UNDER THE INDO-SPANISH PROGRAMME FOR TECHNOLOGICAL CO-OPERATION IN THE FIELD OF RENEWABLE ENERGY. Joint Programme for Co-operation signed by the Energy of India - MNRE - and the Centre for the Development of Industrial Technology - CDTI -, Spain on November 23 rd, 2011. The objective of the joint Indo-Spanish programme is to promote and fund market - driven research and technology development as well as to encourage partnerships and business-ied R&D&I collaborative projects in the field of renewable energy. The Parties agreed to launch joint Calls for Proposals. The joint call for proposals aims to launch ambitious joint projects of a high international standard between Indian and Spanish organisations. Potential projects will be funded by MNRE in India and CDTI in Spain. CALL GUIDELINES: NODAL IMPLEMENTING AGENCIES The Energy MNRE -, Government of India and the Centre for the Development of Industrial Technology CDTI -, Ministry of Economy and Competitiveness, Government of Spain, are the nodal implementing agencies from the Indian and Spanish side respectively. The Energy of India MNRE is the nodal Ministry of the Government of India of all the matters relating to new and renewable energy. The Ministry has been supporting Research, Design and Development (R&D&D) in new and renewable energy since 1982. Considering that the market would largely drive the renewable energy sector, a scheme has been evolved for associating and supporting R&D&D carried out by various stakeholders including research institutions and the industry. The Centre for the Development of Industrial Technology (CDTI) is a Public Entity, part of the Ministry of Economy and Competitiveness which fosters the technological development and innovation of Spanish Companies. Since 2009, it has been the entity that channels and supports applications for national and international R&D&I projects of Spanish Companies. 1

SCOPE This second Call for proposals is a call open to collaborative R&D projects in the following areas of renewable energy: Wind energy (inc. offshore) Solar Energy (PV and CSP) Hybrid solar-biomass technologies, polygeneration Hydroelectric power generation Energy storage systems Alternate Fuels & Biomass Electric Energy Distribution & Smart Grids TYPE OF PROPOSALS Industry-driven and market-oriented R&D projects. Joint technological co-operation projects between researchers and companies in India and companies in Spain consisting in the development or substantial improvement of new products, processes or services. Duration of projects from 1 year up to 3 years. TIMETABLE Launch of Call for Proposals: 1 st April 2013 Deadline for Submission of completed applications: 31 st July 2013 Funding Decisions: before 31 st December 2013 WHO CAN APPLY? Minimum eligibility criteria, at least one qualified partner from India and one qualified partner from Spain (1+1). From the Spanish side the project must necessarily be led by a company. Collaboration with other Spanish R&D entities (research institutes, academic institutions, technology centres) is permitted as subcontractors. The Indian side of the consortium can either be led by a company or a research institution. HOW TO APPLY? Joint R&D&I proposals must be submitted to both of the nodal agencies, MNRE and CDTI by 31 st July 2013. Unilaterally submitted proposals shall not be considered. Indian and Spanish co-applicants must develop a unique project proposal application (Annex 1 Bilateral Co-operation Form). The Bilateral Cooperation Form must emphasize on how the proposed collaboration adds value, main technology highlights and innovations, activities to be developed by the 2

Parties involved underlining the collaborative work being carried out on each side, their expertise, etc. Please note that this Bilateral Co-operation Form must be sealed and signed by all co-applicants at the end of the document, expressly indicating name and designation of the authorised signatory in the organisation. Any other relevant information not expressly mentioned on the form and that the applicants consider relevant may be included as Annexes. In addition to the Bilateral Co-operation form, co-applicants have to submit the following documents as relevant appendices: - Consortium Agreement in English whereby the co-applicants should agree upon the ownership, access rights and exploitation of intellectual property generated during the co-operation to be submitted to MNRE and CDTI. No prescribed format is provided in Annexes. Similarly, the Consortium Agreement needs to be sealed and signed by all coapplicants. - Funding organisation-specific documents to be submitted to MNRE and CDTI respectively, as per their guidelines. Indian applicants will submit applications as per MNRE s guidelines in the form of 10 hard copies and two CDs. Spanish applicants will submit their applications following CDTI s normal guidelines and using CDTI s electronic services. Further information on CDTI funding is available in Spanish. ELIGIBLE COSTS The project must clearly specify the costs of each partner and all the activities pertaining to the project and delineate the costs to be respectively borne by the Spanish and Indian partners. The cost of the Indian and Spanish partners must be eligible under the laws that may be applicable in each country and under internal regulations of CDTI and MNRE, respectively. CDTI can only provide funding to Spanish companies subject to budget availability. As per MNRE s policy, capital grants can be provided for implementation of the identified projects to the Indian and academic/research institutions and Indian industries. The capital grant to the former may be provided on advance basis while for the latter the grants may preferably be provided on re-imbursement basis-. As per CDTI s regulations project expenditure eligible costs will include: amortization of assets, outsourced technical collaborations, material costs, technical personnel and other costs (indirect costs, audit costs). As per MNRE s guidelines for R&D projects, the project expenditure eligible costs will include: cost of equipment, travel (national as well as international), materials, other costs (viz. expert s consultancy, contingencies). The extent of support is generally up to 50%, and release of funds is either advance against bank guarantee or on reimbursement basis. REVIEW PROCESS AND EVALUATION All applications will be treated as strictly confidential. All received proposals are peer reviewed and processed independently by both sides. After having received the recommendations of the evaluation panels, MNRE and CDTI will jointly arrive at a mutual understanding on the projects to be funded. EVALUATION CRITERIA The joint projects must meet the general requirements of the funding organisations. The projects to be funded are chosen by evaluating them as a whole. The evaluation is based on the points listed in the guidelines for writing the project plan. MNRE and CDTI will inform the grantees about the funding decisions according to their normal practices. ADMINISTRATION OF THE FUNDED PROJECTS Funding granted by MNRE and CDTI will be governed by the general terms and conditions of each funding organisation, respectively. 5
