CHARTER OF ACCEPTABLE BEHAVIOUR ON BUSES The following charter will be attached to the contract between each family and ETS. Each family will have to return it duly signed by the parent(s) / guardian(s) and also the children. General Rules of Behaviour on Buses Seat belts must be worn at all times. Safety instructions from the driver will always be executed. Students must remain in their seats while the bus is in motion. Students should not act in a manner that might cause inconvenience (shouting, singing or listening to music loudly...) or danger to other persons on the bus, or create a source of disruption to the driver. Students must behave in a proper manner and use appropriate language. Objects should not be thrown from the window of the bus or inside the bus. Vandalism to bus company property will not be tolerated and can be charged to the parents. Smoking is not allowed on the bus. Eating and drinking are not allowed on the bus. It is not allowed for students to ride to an address other than the one assigned (unless authorization has been provided in advance by the service provider). In addition Students of ES Bergen are not allowed to use the bus unless they are registered to the service. The bus coordinating team reserves the right to remove a student from the bus service for an unlimited period of time if, after three official warnings*, it is clear that the student s attitude could create a dangerous situation for the other students and driver due to inappropriate behaviour. In this case no refund will be given to the parents and any outstanding future payment for the annual service remains due. I current grade age (Student s name) confirm that I have read, understood and discussed with my Parent(s)/Guardian(s) the Bus Rules, which are designed for the safety of everyone. I agree to follow the rules. I understand that if I do not follow the rules, and after 3 warnings*, I will be excluded from the bus transportation service.
Date / / Student Initials/Signature: I confirm that I have read and discussed the Bus Rules described in this letter with my child. (Parent/guardian) of the above named student These rules are designed for the safety of everyone. My child agrees to abide by the rules. Should my child violate these rules, the Stichting ESSB may require us to remove her/him from the transportation services. I understand that in this case no refund will be given to the Parent(s)/Guardian(s) of the student and any outstanding future payment for the annual service remains due. Date / / Parent/Guardian Signature: * Warning protocol: First written warning to Parent(s)/Guardian(s): no exclusion Second written warning: one day exclusion from transportation services for student Third written warning: one week exclusion from transportation services for student WHAT TO EXPECT FROM ETS A reliable partner with extensive experience in the passenger transportation industry ETS has been in operation for 10 years and is a well-established player in the Amsterdam, Zaanstad, and Waterland regions. ETS has been providing transportation solutions to a broad range of clients (including municipalities and private companies) and demonstrated a solid track record in terms of customer satisfaction. ETS is very experienced with students transportation and is already responsible for the transportation of 400 students every day (through multiple contracts with several municipalities in the NL). A passenger transportation specialist recognized for their high operational and safety standards ETS is ISO 9001 certified, and also TX certified (which is the highest quality standard in the taxi transportation industry).
ETS enforces a tight screening process for all drivers, with thorough background checks and certificates of good conduct, which must be re-issued every 3 months. All drivers must be able to communicate in Dutch and English. All drivers must follow continuous training focused on safety with one module specifically dedicated to children safety. Drivers are not allowed to perform another job if it conflicts in any sort of way with the safety policies enforced by ETS (e.g. minimum rest time). A modern fleet equipped with the latest technology in support of safety 90% of the vehicles acquired in 2012 / 2013. 8-passengers buses only will be used for all routes (2 seats in front row, 3 in the 2nd row, and 3 more in the 3rd row). The service will be provided with Mercedes Vitto mini-buses running on natural gas (both environmentally friendly and also creating less noise inside the vehicle). All vehicles inspected weekly at the central depot. All vehicles equipped with an onboard computer which monitors the entire ride: - Position and speed of the vehicle are tracked real time by the control center and also recorded for traceability, analysis and reporting purposes (included time spent waiting for a pick-up). - At any given time ETS knows exactly which children are on which bus: confirmation must be entered in the computer by the driver at each pick-up/drop-off. - Any exception (e.g vehicle delayed due to traffic) is monitored by the control center, and ETS is able if needed to generate a communication to the parents (e-mail, phone...) or the school based on the conditions defined by the Stichting ESSB. - Route plans are uploaded daily to the onboard computer by the control center: the route remains a fixed route, but in case for instance a parent notified the ETS coordinator that their child would not have to be picked up the next day, the information will be made available to the driver automatically. Robust communication procedures with a focus on safety and consistency ETS will appoint a coordinator who will be the single point of contact at ETS for all parents who need to report any exception: e.g. child sick, child must be dropped off at a friend's who is on the same route (ETS drivers will not accept any instruction from the children)... Any temporary change to the pre-defined route (e.g. detour due to road work, need to advance the pick-up time...) will be communicated by the ETS coordinator to the parents (under no circumstances will these be communicated by the driver to the children). ETS will share management & activity reports on a regular basis with the Stichting ESSB for the team to be able to monitor service performance.
Competitive prices & payment terms By keeping overheads low and also using innovative solutions (for instance natural gas), ETS is able to provide very competitive pricing without compromising service quality. ETS is financially sound and does not require large advance payments during the year. ETS offered a monthly payment plan (9 payments, plus the initial 15% downpayment at sign-up) and is also able to accommodate flexible payment plans if required by certain families. Annual price increases will follow the Dutch Index for personal transport and taxi service (CAO Taxivervoer). While this was not a criteria which we took into consideration, ETS also offers a 10% discount off the standard meter price on rides to and from the airport booked with their taxi service. A medium sized company offering an ideal match for the ESB families ETS employs more or less 200 drivers and operates a fleet of just under 100 vehicles. The structure is small enough to offer flexible solutions and very direct lines of communication. Yet ETS is a large enough organization to be able to offer the guarantees and the reliability that we expect (e.g. immediate backup in case a driver is sick or a vehicle inoperative). ETS is headquartered in Zaandam, making it convenient for the Stichting ESSB to have regular review meetings with ETS management team.
