PROGRAM OVERVIEW Solar Photovoltaic SOP The Solar PV Program offers financial incentives to Service Providers for the installation of eligible distributed solar energy generating equipment Available to residential and commercial customers with an Oncor meter 4
PROGRAM OPENING AND CLOSING Solar Photovoltaic SOP Applications to participate can be submitted starting Nov. 12, 2015 at 8 AM CST (Service Provider sign up) Residential Program opens for projects starting Jan. 11, 2016 at 10 AM CST Commercial program opens for projects starting Jan. 11, 2016 at 10 AM CST Large project submissions will be reviewed and SPs will be notified of project status by Jan. 26, 2016 COB Program closes November 18, 2016 5pm CT 5
2016 BUDGET AND INCENTIVES 2016 Budget Residential Budget $4,432,136 Commercial Budget $7,625,974 2016 Incentives Small Commercial and Residential $39.98/kW AC and $0.0187 per kwh AC (Equates to approx $0.85 per DC Watt) Large Commercial Bid request by Service Provider; not to exceed $65/ watt DC 6
2016 MINIMUM AND MAXIMUM Residential (per ESI ID) Minimum 1 kw DC or.83 kw AC Maximum 10 kw DC or 8.3 kw AC Commercial Small Option: Eligible systems must be at least 1 kw DC or.83 kw AC and less than 100 KW DC or 75% of Peak Demand, whichever is less Large Option: Minimum 100 kw DC Maximum 20% of budget or 75% of Peak Demand, whichever is less 7
SERVICE PROVIDER QUALIFICATIONS Service Provider A service provider is a Solar PV installer, a Self Sponsor or a Retail Electric Provider The entity that signs up in EEPM receives the incentive Requirements Electrical Contractors License or Master Electricians License Identify if affiliated with other service providers Identify subcontractors Identify employees Sign a Program Addendum (if not previously participated) 8
SUBCONTRACTORS 2015 Issues Customer confusion Inspection confusion Oncor should not serve as a referee 2016 Goals Subcontractors have to be listed in EEPM Providers that do not keep list up to date are subject to lock-out and possible termination if warranted Responsibility of Providers to verify with Program Managers that subcontractors are eligible to work in Oncor s programs 9
SERVICE PROVIDER QUALIFICATIONS Requirements Current Insurance Workers Compensation General Liability Automobile Insurance Know your expiration dates! Check your profile for the insurance information EEPM will send a 30 day email reminder Allow at least 1 week for renewals Have your insurance agent email the renewal to eepminsurance@oncor.com Have your agent copy you on the email if you want correction updates 10
2016 CHANGES Reservation of Funds Completion Deadline Residential Completion of project can only be 90 days from the day it is submitted One extension may be granted for up to 30 days, it warranted Commercial Small option Completion of project can only be 150 from the day it is submitted One extension granted by PM for additional 30 days, any other request will need management level approval Large option Completion of project can only be 210 days from the day it is submitted One extension granted by PM for additional 30 days, any other request will need management level approval 11
2016 CHANGES New Construction Not allowed in Residential Eligible for Commercial Installation Requirements Commercial projects must include installation of solar monitoring system to track production and performance Systems deemed unsafe or installed inappropriately will not be eligible to receive an incentive Electronic Signatures All submitted documentation with an electronic signature must be verified with a security software such as DocuSign or other products 12
2016 CHANGES Commercial Two tiers based on system size Small 100 kw and below First come, first served Large 100 kw and above Project review and selection process Large Commercial Option Project will need to be fully developed and vetted prior to submission Project must have customer buy-in/commitment Projects will require additional documentation beyond an E-12 Projects will be reviewed and accepted based on specific criteria Projects not approved will continue to be placed on the waitlist Projects submitted after the initial review cycle will be placed on the waitlist 13
2016 CHANGES LARGE COMMERCIAL OPTION The Large Commercial Option will not be first come, first served Starting January 11, 2016, SPs may submit projects in EEPM. Submitted projects should include the following: 1. Solar PV Information Form 2. Project description and customer information 3. Proposed system information 4. Pricing structure (equipment, labor and other related costs) 5. Project timeline 6. Letter of Intent from the customer contingent upon incentive funding 7. Drawings, schematics, maps or other project design and planning documents 8. Incentive amount requested based on rated capacity, expressed in dollars per dc Watt 9. A 5% deposit will be required for projects that are accepted 14
2016 CHANGES LARGE COMMERCIAL OPTION Submitted projects will be reviewed based on submitted information Projects that demonstrate the highest level of: Cost-effectiveness, Commitment to completion, And other project specific factors will be selected to move forward. Service Providers will be notified of project status by January 26, 2016 Approved, waitlisted or rejected 15

PROGRAM STEPS Initial Application (IA) 1. Identify the project in this phase (shading, azimuth, tilt, system size etc) 2. Enter ESI ID 3. Enter Contact Information Customer Contact, Inspection Contact, Service Provider Contact 4. Submit-E12 5. Attach a signed Host Customer Agreement 6. For Large Commercial projects, print, sign and attach: Initial Application Agreement Solar PV Information Form Letter of commitment from the customer contingent upon incentive funding Drawings, schematics, maps or other project design and planning documents 7. PROGRAM STEPS Final Application (FA) 1. Firm up system information (model number, panel size, etc.) 2. Print, sign and attach a Reservation of Funds Agreement 3. Submit the project 4. Note completion date 20

Revise the E12 under the site information, not attachments Verify installed panel information and update as necessary Insert the inverter serial number and verify the model number 2. Attach: Photo of all the panels Photo of the back of one panel showing the model number Photo of the inverter, meter and disconnect Photo of the inverter showing the model and serial number Signed Installation Notice Final invoice with total installed cost Shading study (required for all projects!) 3. Update the customer and inspection contact information 4. Submit the project 21
PROGRAM STEPS Post-installation Inspection The project will be inspected to verify # of panels, visible disconnect, inverters and other required criteria All commercial projects are inspected; a sample of residential projects are inspected Savings Report (SR) Print, sign and attach a signed Savings Report Attach the Interconnection Agreement that has been signed by Oncor and the customer Submit the project in EEPM 22
INSPECTIONS Allow 20 days once the project has been sent for postinspection Make sure the Customer and Inspection Contact phone numbers are correct before you submit the project for inspections Good, clear photos allow inspections to process the projects faster Photos should be from each site. Do not use stock photos or the same photo from other projects. 23
