Biographical Note Francis M. Shea was the chair of the Judicial Conference Committee on Laws Pertaining to Mental Disorders from 1964 to 1970. He was graduate of Harvard Law School in 1928. He was a student of Felix Frankfurter. In 1939 he was Assistant Attorney General of the Civil Division of the Department of Justice under Franklin D. Roosevelt. A position he held for six years before joining Justice Robert H. Jackson in 1945 to prosecute Nazi war criminals in Nuremberg before the International Military Tribunal. He started and practiced law at Shea and Gardner in Washington, DC. Scope Note Correspondence, meeting minutes, essays and reports, conference materials, federal legislation, grant applications, reference materials, personal information, newspaper clippings, relating to the Judicial Conference Committee on Laws Pertaining to Mental Disorders. This is the collection of Francis M. Shea, who was Chairman of the Committee from 1964 to 1970.
