ADMISSIONS PRINCIPLES FOR FOREIGNERS AND PERSONS HOLDING MATURITY CERTIFICATES AND DIPLOMAS FROM ABROAD ENTITLING TO START STUDYING AT WROCŁAW SCHOOL OF BANKING For 2015/16 academic year I. GENERAL PROVISIONS 1 Admissions principles are defined by the conditions and the method of enrolling foreigners and people with foreign maturity certificates and diplomas for studies of higher education conducted at Wrocław School of Banking hereinafter referred to as WSB at particular faculties and all offered courses. 2 1. The Dean of a particular faculty makes a decision on admissions to undergraduate and graduate studies unless the Act on the Law of Higher Education or WSB Statutes stipulate otherwise. 2. Admissions to postgraduate studies are defined by the Principles of Admissions to Postgraduate Studies. 3. In the event of admissions to undergraduate studies in English, full-time Management Course at the Bachelor of Business Administration specialty and part-time graduate studies in the field of Management specializing in International Management, the decision on admissions is made by the Faculty Admissions Commission. 4. The decision of the Faculty Admissions Commission may be appealed to the School s Admissions Commission within 14 days of announcement of an admitted students list. A final decision is made by the Rector of Wrocław School of Banking after looking into the motion of the School s Admissions Commission. 5. The Deans decision can be appealed to the Rector within 14 days of announcement of an admitted students list. 6. The decision of the Rector of Wrocław School of Banking is ultimate. II. DOCUMENTS IN THE ADMISSIONS PROCEEDINGS 3 1. Admissions proceedings involve applicants who have submitted the following documents: a. a passport or an identity card (if the applicant has one) 1
b. a visa, a residence card or any other document which gives the right to stay in the Republic of Poland. Foreigners who are not entitled to stay in the Republic of Poland must submit a separate statement that will immediately apply for a visa as soon as they receive a confirmation of admission to studies at WSB. c. an insurance policy (if the applicant has one) or an insurance card (if the applicant has one); in the event of the lack of documents- a statement of joining the National Health Fund (a copy of the agreement including a copy of payment of the first insurance premium within 7 days of commencing the education) d. A doctor s certificate confirming a good health condition and the lack of contraindications for commencing studies at the selected course and the form of education. e. A document certifying the command of Polish if the applicant has one f. A document certifying the command of English- if required and if the applicant has one g. A certificate of submitting an application for recognition if required. h. Application documents compliant with Principles of Admissions to Higher Educations and Postgraduate Studies in the 2015/16 academic year. i. in case of underage international students a parent s statement/permission to sign an agreement 2.. In order to enrol for undergraduate studies except for documents enlisted in point 1 above, additionally the School requires a certificate or a document obtained in Poland or abroad entitling to application for studies at any university in the country the institution issuing the certificate operates in. The above certificate or any other document must comply with the following criteria: 2.1. A certificate issued abroad should be legalized or affixed with an apostille. 2.2. A certificate obtained abroad may be recognized for the purposes of pursuing undergraduate or uniform MA studies in Poland on the basis of international agreements or in case of the lack of agreements by way of recognition in accordance with regulations on recognition of school certificates or maturity certificates issued abroad. Certificates recognition is granted by the School Superintendent appropriate for the place of residence of a person applying for recognition and in the event of no such place Kurator Oświaty we Wrocławiu, Plac Powstańców Warszawy 1, 50-951 Wrocław, tel. 71-340-63-48. The student is obliged to submit the certificate recognition to the Dean s Office for Undergraduate Studies not later than by the end of the first semester. 2.3 International Baccalaureate diplomas issued by International Baccalaureate Organization in Geneva as well as European Baccalaureate diplomas issued by European Schools pursuant to Luxembourg Convention Defining the Statute of European Schools dated 21 st June 1994 are considered equivalent to the Polish maturity certificates. 3. In order to enrol for graduate or postgraduate studies except for documents enlisted in point 1 above the following documents are required: 3.1 A diploma of graduation from undergraduate or graduate studies in Poland or a diploma or any other document of graduation from a university abroad in the country it was issued in accordance with regulations on recognition of diplomas of graduation from studies abroad on 2
the basis of an international agreement as equivalent to a Polish diploma of graduation from undergraduate or graduate studies. The diploma or documents issued abroad must be legalized or affixed with apostille. 3.2 Documents which evaluate the course and the duration of studies (a diploma supplement, a list of subjects and grades, a transcript of records or any other document). 3.3 Additionally applicants applying to graduate studies are required to submit documents as in point 2 of this section. 4. Originals and copies of documents required by the admissions process. All documents required in the admissions process in 3 except for 1 d must be submitted in legible photocopies and in case of double-sided documents double-sided photocopies are required. Acceptance of a photocopy is subject to submission of an original document for inspection. 5. Translation of documents in foreign languages Certificates and diplomas as well as related documents and certificates must be submitted together with translation into Polish done by a certified translator. 6. Attestation of certificates and diplomas Wrocław School of Banking reserves the right to demand the following documents of an applicant:: a. An official opinion of the ministry that higher education is subject to in a particular country or a different state administration unit stating that a diploma obtained abroad entitles to pursue studies in the country of it issuance. b. attestation of document s compliance with the place of its issuance c. a copy of a maturity certificate or a diploma of graduation from higher education that was the basis for admitting the applicant to studies that ended with issuing a diploma abroad whose recognition the applicant is applying for. 7. A doctor s certificate stating that there are no contraindications to begin studies. In the event that a student did not have a possibility of obtaining a doctor s certificate in his country as mentioned in point 1.d of this paragraph, a student is required to produce a personal declaration of a good health condition that enables them to start studying at a selected WSB course. Moreover the student is obliged to submit a certificate issued by a doctor in Poland not later than 30th September 2014. In the event a student is admitted after 30 th September, the deadline for submitting the statement expires not later than a month of the entry date. 8. Certification of proficiency in English. Admission to undergraduate studies at the Management Course with speciality in English, Bachelor of Business Administration may be sought by people who meet one of the following requirements: a. obtained at least a good grade in the English maturity exam taken in Poland on the maturity certificate (the so called old maturity exam) b. obtained at least 60 % of points in the extended level of maturity exam in English conducted in Poland 3
c. hold one of international certificates in English: TELC-B1, UCLES-PET, IELTS-40, TOEFL-50 d. obtained a maturity certificate from a school where classes were conducted in English e. obtained a positive grade in command of English resulting from an interview conducted by the Faculty Admissions Commission on the indicated date. Admission to graduate studies in the field of Management specializing in International Management may be sought by applicants who meet one of the following requirements: 1) hold one of international certificates confirming proficiency in English on B2 level 2) graduated from the (English) Philology 3) obtained a diploma of graduation from higher education studies conducted in English 4) will submit a document from a company communicating in English for work purposes 5) will submit a document confirming their participation in student internships or studies within the Erasmus Programme or other programmes run in English 6) got a positive evaluation of the command of English from a qualifying interview administered by the Faculty Admissions Commission. 9. Certification of proficiency in Polish Admission to studies conducted by WSB in Polish may be sought by foreigners who meet one of the following requirements: a. finish one-year course preparing for studying in Polish. b. hold a certificate of proficiency in Polish issued by the State Commission for the Certification of Proficiency in Polish as a Foreign Language. c. Obtain a confirmation from an admitting university that their preparation and the level of proficiency in Polish allow them to pursue studies in Polish. In case of undergraduate and graduate studies the confirmation is provided by WSB Dean and in case of postgraduate studies it is provided by the Director of Postgraduate Studies. 4 10. Regulations concerning documents required by the admissions process are defined in a regulation of a minister for higher education issued on the basis of art. 44 of the Act dated 27th July 2005 - Law on Higher Education. 11. Diplomas confirming graduation from higher education abroad are considered on the basis of art. 191a of the Act dated 27th July 2005 - Law on Higher Education. 12. Foreigners may start and pursue studies in accordance with art. 43 the Act on higher education dated 27th July 2005 and the Regulation of the Minister of Science and Higher Education on admissions and pursuing studies and training by foreigners as well as their participation in scientific research and development work dated 12th October 2006. 4
5 1. Documents referred to in 3 may be submitted to the School during admissions period i.e. from 2nd April to 13th October 2015 for undergraduate and graduate studies. 2. The Convention may give additional deadlines for admissions.. 6 1. The Convention determines the amount of fees.. III. ADMISSIONS PROCEEDINGS 7 1. Applicants are accepted until places are available as mentioned in 8. 2. Enrolment for the list of undergraduate and graduate students at Wrocław School of Banking is subject to: a) admission to studies on the basis of the decision referred to in 2 b) taking an oath, c) signing a contract for rendering education services. 8 1. By 30th April 2015 the Convention defines the number of places available at particular courses as well as forms of undergraduate and graduate studies. 2. The Faculty Dean makes decisions about a possible shift of available places between particular courses. 3. The Convention may increase the number of places available in case of postgraduate studies in justified cases in accordance with Admissions Principles at the request of the Director of Postgraduate Studies and Training. IV. TUITION FEES FOR FOREIGNERS 9 1. The amount of the fee for undergraduate and graduate studies that foreigners pay is determined by resolutions of the Convention of Wrocław School of Banking and detailed information concerning amounts of fees is included in the Rules of Payments. 2. Foreigner enrolling for postgraduate studies makes payments in accordance with the Rules of Postgraduate Studies Fees. 3. A foreigner is entitled to make payments on different principles than those defined by the Resolution of the Convention in particular cases having received the permission of the Chancellor of Wrocław School of Banking. 4. The tuition fee is paid into the bank account of the School. 5. In the event that the applicant needs WSB certificate of admission for the purposes of applying for a students visa, the School shall issue such a certificate provided the tuition fee 5
for the year has been paid in advance and the applicant has submitted complete admission documents. The Dean or authorised Vice Deans make a decision about issuing a certificate. V. FINAL PROVISIONS 10 Admissions Principles do not apply to graduate and postgraduate studies financed by the European Union. 11 This regulation comes into effect on the date it is issued. 6
