Santa Barbara County Department of Alcohol, Drug and Mental Health Services Division of Alcohol and Drug Programs Request for Proposal (RFP) Drug Diversion (PC 1000) Services Fiscal Year 2014-2015 through Fiscal Year 2016-2017 The Santa Barbara County Alcohol and Drug Programs (ADP), a division of the Department of Alcohol, Drug and Mental Health Services (ADMHS) is seeking qualified applicants to conduct Drug Diversion PC 1000 substance use education and treatment services for non-violent drug offenders. The proposed outpatient services are to be provided within the County of Santa Barbara service areas: Santa Maria, Lompoc, and Santa Barbara. I. BACKGROUND AND AUTHORITY Drug Diversion or PC 1000 is a statewide initiative that was passed in 1995. Drug Diversion PC 1000 is a court-ordered or mandated diversion program for first time offenders who have been arrested and charged with personal use drug offenses, such as possession of or use of small quantities of illegal drugs. They are given the opportunity of attending an education and treatment program in lieu of incarceration and upon successful completion will have the charges dismissed. Drug Diversion PC 1000 programs include basic education, intervention and treatment services and are a part of the county of Santa Barbara s continuum of alcohol and drug care. Drug Diversion PC 1000 is also referred to as Deferred Entry of Judgment. ADMHS serves as the lead agency for the implementation of Drug Diversion PC 1000 per Penal Code Section 1211: In order to ensure the quality of drug diversion programs provided and to expand the availability of these programs, the county drug program administrator in each county, in consultation with representatives of the court and county probation department, shall establish minimum requirements, criteria and fees for the successful completion of drug diversion programs which shall be approved by the county board of supervisors. Since January 1, 1995, ADP has provided Drug Diversion Certification to contracted providers in the County of Santa Barbara service communities. Periodic management and program review of drug diversion program services may indicate the need to alter the program in some manner. In such instances, the County Alcohol and Drug Program Administrator or designee, may initiate a request for proposal process which could reopen the bid for certified drug diversion programs. II BASIC SUMMARY AND GOALS The County of Santa Barbara Drug Diversion PC 1000 program is an outpatient treatment model. The PC 1000 outpatient services encourage timely admission and assessment, the use of motivational interviewing techniques to engage clients, client-centered and strength based treatment planning, psycho/educational group counseling that encourages peer interaction, relapse prevention, random urinalysis to validate client abstinence and to promote accountability, recovery-focused celebratory activities, and after care linkages for support. The primary goal of Page 1 of 7
the program aligns itself with the overall mission of ADMHS and seeks to help clients reduce the harm and eliminate substance use and abuse. ADP seeks an admission process that engages clients in a welcoming manner in order to develop a comfort level with the treatment service. Each client will be led through a psycho/social interview and assessed based on the Addiction Severity Index. The client will assist in the development of a treatment plan that is reality based and responsive to what the client is capable of accomplishing and a discharge plan. Throughout the treatment experience, the successful provider will maintain a client-focused approach and encourage the use of ancillary services to further encourage successful completion of treatment and aftercare support. III FUNCTIONAL REQUIREMENTS AND MINIMAL QUALIFICATIONS 1. Applicant must be certified by the State of California Department of Health Care services (DHCS) for outpatient drug free services or Drug Medi-Cal (DMC); 2. Applicant must be familiar with Outpatient Drug Free (ODF) treatment models including Motivational Interviewing and cognitive behavioral interventions; 3. Applicant must be a private non-profit entity 4. Applicant must be able and willing to provide a welcoming and hopeful approach and attitude to potentially complex clients; 5. Applicant must be a Co-Occurring Disorder (COD) capable entity or agency. ADMHS requires the selected provider to be proficient in the delivery of treatment services for clients with co-occurring disorders demonstrated by provider s staff competencies; 6. Demonstration of Cultural Proficiency: ADMHS has a stated commitment to ensuring that all services are culturally competent and available in the County s primary threshold language, Spanish. 7. Applicant must share ADMHS values and provide services that are welcoming, hopeful, client focused, inclusive, culturally competent, seamless, recovery-based, collaborative, accessible, and innovative and complexity capable. IV PROGRAM PARAMETERS AND EXPECTED OUTCOMES ADP has assessed the approximate number of persons to be served in Drug Diversion (PC 1000) for FY 14-15 with expected agency revenue of $1,000 per person, which includes a $50.00 per person ADP County Administrative Fee: Santa Maria 35, Santa Barbara 110, Lompoc -35 1. Length of Stay: The expected length of program treatment is 4-6 months. 2. 30 hours of Psycho-educational Intervention and/or treatment services over the duration of the program; 3. Services will involve assessment, intervention services planning, psycho-education, group and individual sessions and drug testing; 4. Services will include 10 hours of group sessions (Each session no longer than 2 hours in length), 10 hours of individual sessions(each session no longer than 1 hour in length), 10 hours of education and relapse prevention sessions (Each session no longer than 1 hour in length) and 3 five-panel random drug tests; 5. Outcomes: 100% of the clients referred by the Superior Court for admission will have a report provided to the Court reflecting their admission and discharge outcomes of their PC 1000 Program episode; 6. 70% of clients enrolled will successfully complete the required PC 1000 program elements within 6 months; Page 2 of 8
7. 100% of clients completing the PC 1000 Program will have a negative Urinalysis prior to discharge; 8. 100% of Latino clients will be served in their primary or preferred language. V QUICK FACTS ABOUT YOUR RFP 1. RFP is to be no longer than 10 pages in length. 2. Such application must contain the agency s written treatment program protocol in general policies and procedure for drug diversion in particular, and a program curriculum. 3. The conclusion of this RFP will result in the establishment of a three year contract for Alcohol and Other Drug Outpatient Treatment services with a desired start date of July 1, 2014 and concluding June 30, 2017. Renewal beyond this point will be contingent on performance. VI WHO IS ENCOURAGED TO APPLY 1. Existing ADMHS contract providers and other qualified substance abuse treatment agencies in the State of California are encouraged to apply and can clearly demonstrate: 2. Agency is legally registered as a non-profit tax exempt organization with the State of California and current with their exempt status with the IRS; 3. Knowledge of the key components of outpatient treatment services; 4. Explicit experience in conducting outpatient substance use treatment services to a potentially complex and culturally diverse population; 5. Explicit prompt acquisition of a facility with appropriate local government permits and State Certification as an approved substance use treatment facility within 60 days of the execution of the contract; 6. Experience in providing co-occurring treatment services with an emphasis on primary substance use conditions; 7. Familiarity with drug testing practices. Preferences: Priority will be given to applicants that can demonstrate: 1. A demonstrated history of agency leadership that is committed to providing culturally competent services; 2. A history providing substance abuse treatment and recovery services to criminal justice populations; 3. An accelerated start-up of the proposed outpatient services as measured by demonstrated ability to secure a facility and assuring a scheduled start-up (including local government permitting) within 60 days of the award; 4. A history of successful Drug Diversion program compliance and treatment outcomes. VII REPORTING REQUIREMENTS AND RELATED PROGRAM PARAMETERS: 1. Contractors must indicate their diligence in providing timely information on client compliance with Court/Program conditions, with the understanding that information about noncompliance may result in court action; 2. Contractors must indicate their ability to conduct initial substance use and related assessments and evaluate appropriate treatment needs through use of electronic reporting provided or arranged for by ADMHS; Page 3 of 8
3. Contractors will give assurances of cooperation with ADMHS and other ancillary service providers to ensure a seamless continuum of care; 4. On a monthly basis, within 10 calendar days of the end of the month in which services are delivered, Contractor shall submit an electronic report to County (adpfinance@co.santa-barbara.ca.us) and shall include the total number of clients enrolled in each program and the total amount of client fees collected by program. Contractor s monthly report shall be accompanied by all client and service provision information required by County and the State Alcohol and Drug Program. Submission of Contractor s reports (electronic or otherwise) to County certifies that Contractor has read, understands and agrees to the following terms printed on the report: I hereby certify that all units of service, assessed client fees, and clients reported are true and are for purposes in accordance with agreements set forth in the awarded contract. The contract agency, to the best of its knowledge, has fully complied with the terms and conditions of said contract. 5. Payment to County. On a monthly basis, by the thirtieth (30) of the month following the month of service, Contractor shall pay the appropriate fees due to County. 6. ADP wishes to maintain a collaborative philosophy which will continue to result in increased service visibility, communication and cooperation among providers and enhanced accountability to referral sources. Applicants must be able to clearly demonstrate willingness to work closely with ADMHS other contracted service or clinic sites such as the local Adult Mental Health Clinic, CARES, the local criminal justice system and other local substance use treatment and ancillary service agencies in Santa Barbara County. VIII PROPOSAL REQUIREMENTS: Proposals must be submitted to: Crystal Garcia, 300 N. San Antonio Rd. Bldg., 3, Santa Barbara, CA 93110, crgarcia@co.santa-barbara.ca.us. Submit the original proposal (clipped) plus 7 copies (stapled), pages double spaced with 12 point font, on standard white paper, single sided, with pages numbered, by Friday, May 16, 2014 at 5:00 pm. The proposal application must include the following: A. Application Form (Signed Executive Director and Board President) (5 points) 1 page B. Narrative (25 points) 5 pages The proposal narrative should include the following information: 1. Summary of Project including the number of treatment slots that will be provided and the number of unique clients that will be served through this project; 2. History and qualifications in providing Outpatient Treatment Services to a Court-Ordered Population; 3. Ability to secure an approved facility with appropriate State certification and licensure and local permits and to expedite Start-up; 4. History of successful program compliance and treatment outcomes; C. A commitment to cultural competency. D. Work Plan, goals and objectives (10 points) 2 pages Page 4 of 8
1. The work plan should reflect the timeline and details for start-up and implementation of the outpatient program, including facility acquisition, furnishings, staff hiring and training, drug testing, State and local certification and permitting and should be prepared in a landscape format. E. Project Budget (10 points) 2 pages 1. The proposal budget, on the attached Excel spreadsheet, should include the following information (one page): a. The total budget amount for this project, including client fees; b. The total revenue to be paid to ADP; c. List other secured funding sources that will support this project. If your organization has applied for additional support but has not received confirmation, state when confirmation is expected; d. Expenses which reflect the necessary costs to operate the proposed project. Include in the budget narrative an average treatment slot cost per year (based on the total program cost divided by the total number of available treatment slots operating during a 12 month annual period). While proposals will not be rated solely on the basis of cost, a competitive analysis of the proposal will note the average cost per slot and the total number of slots provided. 2. Proposal Review Process The methodology for application evaluation will be approved by the ADMHS Director or designee. Successful applications for funding will go through a four level review process: 1. Technical Review: A review for completeness will be conducted in the Alcohol and Drug Program office. Any application omitting any item listed on page 5-6 Proposal Requirements in this application will be considered incomplete, will not receive further review, and will not be considered; 2. Proposal Review: An RFP Proposal Review Committee comprised of a mix of ADP staff, ADP Advisory Board Members, and community members. which will consist of five (5) appointees or designees of the Advisory Board on Alcohol and Other Drug Problems, ADMHS staff, and other interested but non-conflicted partners will review and rate proposals for clarity, meeting preferential consideration, basis for measuring outcomes, cost effectiveness, and overall quality; 3. Criteria: a. Selection: Taking the recommendations of the Proposal Review and Interview under advisement, ADMHS will make the final selection of applicants. Criteria considered will include responsiveness and thoroughness of the proposal, services provided and expertise in the field, cost competitiveness, and perceived ability to meet the program outcomes, as detailed in Attachment 1. ADP will notify all applicants of their status by faxed and/or email correspondence and issue a Notice of Intent to Award. b. Contract Approval: The Santa Barbara County Board of Supervisors has final authority to approve any PC 1000 contract service agreements on behalf of the County Alcohol and Drug Program. Failure to secure this approval may result in the re-negotiation of the service agreement, the re-advertisement of the solicitation process or other appropriate actions. D. Appeal Process 1. A Notice of Intent to Award will be posted on the ADMHS website and at the ADP/ADMHS Administrative offices on May 23, 2014 and an email will be sent to all applying agencies. 2. After the Notice of Intent to Award has been posted, applicants may appeal a selection decision made by ADP during the seven (7) day period from May 27 June 3, 2014. 3. The appeal must be in writing and directed to ADMHS Contract Unit in care of Denise Morales, Administrative Analyst, stating the law, rule, regulation or practice on which the protest is based. ADP will notify the applicant of receipt of the appeal. To be considered, appeals must be submitted to the ADMHS Administrative Services Division electronically (via email to dmorales@co.santa-barbara.ca.us) or by fax to (805) 681-5222 by 5:00 p.m. on June 3, 2014. 4. Appeals made prior to the Notice of Intent to Award on May 23, 2014 or after the seventh day of the appeal period on June 3, 2014 will not be considered. The Appeal Committee, made up of the Director of ADMHS or his/her designee, and a representative of Advisory Board on Alcohol and Drug Problems will review and resolve all protests. The Appeal Committee may or may not meet with the appealing applicant. 5. The Appeal Committee s decision will be final and may not be appealed. ADMHS will give written notice to each appealing applicant, setting forth the final outcome of their appeal. 6. The final Project Award will be posted on the ADMHS website on June 4, 2014.
