INTRODUCTION Kansas Jayhawk Community College Conference Purpose: The Purpose of the Kansas Jayhawk Community College Athletic Conference shall be to provide a well-regulated program of intercollegiate athletics consistent with the policy of service to youth within the community who can profit from these services. College athletes are expected to be students first, with their participation in athletics a part of a well-rounded educational experience. Their personal conduct is expected to be in the highest tradition of amateur athletics. Conference Activities: The Conference Board of Directors acts to organize and regulate the activities of its members' athletic programs by the promulgation of rules and regulations for each sport which are contained in the "By Laws" of the organization. Each Conference college is entitled to one vote in Conference matters, which is exercised by the president of the college or his designee. The Jayhawk Conference is recognized nationally as being one of the best organized and regulated athletic conferences. It is also viewed as one of the most competitive in a broad spectrum of the sports covered. PREAMBLE The purpose of the Kansas Jayhawk Community College Conference (KJCCC) shall be to provide a well-regulated program of intercollegiate athletics consistent with the policy of service to youth within the community who can profit from these services. College athletes are expected to be students first, with their participation in athletics a part of a well-rounded educational experience. Their personal conduct is expected to be in the highest tradition of amateur athletics. ARTICLE I NAME AND MEMBERSHIP Section 1. Name of Organization: The name of this organization shall be the Kansas Jayhawk Community College Conference (KJCCC). Section 2. Membership: The membership of this Conference shall consist of the community colleges of Allen County, Barton County, Butler, Cloud County, Coffeyville, Colby, Cowley County, Dodge City, Fort Scott, Garden City, Highland, Hutchinson, Independence, Johnson County, Kansas City, Labette, Neosho County, Pratt and Seward County. (19) a. No member of the KJCCC may belong to another conference. b. All sports offered by a member college must be part of the KJCCC. c. Any college considered for membership must belong to the KJCCC in all sports offered by that college. d. Any KJCCC college while a member of the KJCCC solicits other KJCCC colleges to leave the Conference must first notify the KJCCC President or face sanctions imposed by the KJCCC Executive Committee. e. KJCCC colleges will not participate during the regular season against any Kansas Community College that is not a member of the KJCCC in any sport. 4

ARTICLE II ADMINISTRATION Section 1. Section 2. Section 3. Section 4. Administrative Body: The business of this Conference shall be transacted by the Administrative Body which shall be composed of the chief administrative officers of the member community colleges, or by persons representing them. A simple majority of the Administrative Body shall constitute a quorum (10). Each community college shall have one vote. Other Administrative Bodies and Individuals: Additional administrative bodies and individuals, whose duties and composition are outlined in the KJCCC By-Laws, are: (1) executive committee; (2) athletic committee; (3) conference commissioner, (4)employees, and any other employees as the administrative body may employee. (8-9-02) Officers: The officers of this conference, whose duties shall be those usually performed by such officers, shall be: (1) a president; (2) a pastpresident; (3) a president elect; and, (4) a secretary-treasurer. The offices of President, past-president and president elect of the Jayhawk Conference may be held only by the President of a member institution. Elected at the annual meeting in March for a one-year term, their terms shall begin on July 1. Meetings: The annual meeting of the Administrative Body shall be held in March and August of each year. Special meetings shall be called by the president when occasion demands, or by the secretary when a special written request, signed by two-thirds (2/3) of the membership, is made to him/her. A. Bylaw additions, changes and deletions will be considered at both the March and August conference meetings subject to proper notice as stipulated elsewhere in conference bylaws. B. Each college sport is to be represented by a coaches association for that sport. Such associations will establish their own operational procedures which will not conflict with conference bylaws. Each association will elect its own leadership who may represent that association at the August conference meetings. (3-8-99) The secretary will notify the membership forty-five (45) days prior to all meetings of the Administrative Body, requesting agenda items and making official modification of the date of the meeting. Agenda items must be received by the secretary, in writing, thirty (30) days before scheduled meetings. Proposed amendments to the Constitution and/or By-Laws must be received by the secretary, in writing, thirty (30) days before the annual meeting in March. The secretary will compile items for scheduled meetings and forward them to the membership fourteen (14) days prior to the meeting date. 5

Only the president of member institution (or Acting President or Interim President), as designated by the Board of Trustees of a member institution may cast a vote for that institution. If the meeting in which actions are to be taken he/she may designate an institution representative to vote for the institution. The proxy document/letter, designating the institutional representative to vote for the institution, must be received by the secretary no later than the beginning of the meeting. Conference Athletic Activities: The athletic activities which shall be regulated by this Conference shall be: For men: football, baseball, basketball, indoor track, outdoor track, cross country, tennis, golf, wrestling and soccer. (3-7-94) For women: volleyball, basketball, indoor track, outdoor track, cross country, softball, golf, soccer and tennis.(8-03-2001) Any school adding a fall sports program must notify the conference commissioner by October 1 st to be included in any scheduling of any kind. In a declaration Year: a. Declaration for Fall Sports must be completed/confirmed by October 1 st Non-Conference Athletic Activities: All athletes in any sport under the jurisdiction of a member college and participating on an intercollegiate level must meet all requirements of the Rules of Eligibility found in the By-Laws. ARTICLE IV AMENDING THE CONSTITUTION Section 1. This constitution may be amended under the following process: a. The constitution may be amended only at a regular meeting of the Administrative Body. b. Proposed amendments must be distributed by the Conference Secretary to all member institutions according to Article II, Section 4, paragraph 2. of the Constitution. c. Any abstention on a vote regarding a sport by a school not participating in that sport will not be counted toward the two-thirds (2/3) majority of those voting. 6

MEMBERSHIP AND DUES Section 1. Section 2. Membership: The membership of the KJCCC shall consist of the community colleges listed in Article I, Section 2 of the KJCCC Constitution. Dues: The annual membership dues for each conference college shall be determined by the Administrative Body, upon the recommendation of the Executive Committee, at the March meeting of the Administrative Body. ARTICLE II REGULAR AND SPECIAL MEETINGS Section 1. Regular and Special Meetings of all administrative bodies shall be conducted in accordance with Article II, Section 4 of the KJCCC Constitution and Article III of the KJCCC By-Laws. ARTICLE III ADMINISTRATIVE BODIES AND INDIVIDUALS Section 1. Section 2. Administrative Body: (See Article II, Sections 1, 2 & 4 of the KJCCC Constitution.) Executive Committee: The executive committee is composed of the conference president, the immediate past conference president, the conference president elect, and the conference secretary-treasurer. The duties of the executive committee include: a. Changing of a by-law to address an immediate problem or situation of a serious nature, which may have a detrimental impact on the conference or its operations. This change can be made at any time with the written/e-mail consent of at least two-thirds (2/3) of the presidents of the member institutions. Such approval would be later ratified by formal vote at the next annual meeting. (8-09-02) b. Monitoring the performance of the conference commissioner and other staff. c. Make recommendations to enhance the operation of conference activities. d. Procedures governing appeals shall be the same as those provided in KJCCC By-Laws, Article IV. (8-09-2002) Section 3. Athletic Committee/Officiating Committee: The athletic committee shall be composed of four (4) member community college athletic directors and 11

the President of the conference, who shall serve as the chairman, and the commissioner will serve as the ex-officio member. The committee members will be nominated and voted on by the Athletic Directors from the both East and West division with two members chosen from the Western Division and two from the Eastern Division to serve a two year term. In the event of a vacancy, the executive committee members shall appoint a representative from a KJCCC member college to complete the term in question. The Officiating Committee shall oversee the activities of the designated supervisor of officials for the following sports: Baseball Football Basketball Softball Soccer b. Duties: The Officiating Committee shall: 1. Recommend the duties, job description and pay rate for each designated supervisor of officials. 2. Recommend the hiring, retention or firing of designated supervisor of officials to the Conference Presidents/Athletic Directors at the spring meeting. 3. Meet and confer with the conference commissioner and designated supervisor of officials at the end of each sport season. 4. Report, in writing the results of the meetings with each designated supervisor of officials. 5. Recommend pay rates for officials for each sport. 6. Recommend changes to the by-laws relative to officiating. Section 4. Conference Commissioner: The administrative body of the KJCCC shall employ a commissioner who shall function according to the following job description: a. As the executive officer of the conference, the major function of the commissioner is to maintain a high quality intercollegiate athletic program through prudent interpretation and enforcement of the Conference Constitution and By-Laws. b. Provide enthusiastic leadership and promote the conference through media. c. Serve as the professional consultant for the conference administrative body and the executive committee. d. Recommend changes in the constitution and by-laws that will enhance conference activities and make other recommendations that will expedite conference business. e. Accept delegated authority to direct all conference functions according to the constitution and by-laws. His/her principal responsibilities are to: 12

1) Interpret and rule on all questions regarding the constitution and by-laws and their enforcement. Be accessible, by telephone and/e-mail and respond to any written request for an interpretation made by a conference athletic director or president. This response will be in writing within one week. Copies of all such written interpretations shall be mailed to the presidents and/or athletic directors of all conference colleges. 2) Conduct such investigations as deemed appropriate, and assess penalties against member colleges, coaches, athletes and others, for the Conference Code of Ethics. The Commissioner may find it necessary to contact the NJCAA about possible violations or ask for interpretations of the NJCAA By-Laws, and when appropriate together with the NJCAA, conduct an investigation. This would necessitate the need to share pertinent information with the NJCAA. All communication between the Commissioner, the NJCAA, the colleges, or others involved will only be shared with the President of the college involved, members of the KJCCC Executive Committee, and when appropriate the NJCAA. Any communication or release of information concerning an investigation or enforcement actions related to an investigation may only be released by the President of the KJCCC. 3) Attend all meetings of the athletic committee, regular and special meetings of the administrative body, of the executive committee, and of the conference coaches. Organize and direct conference scheduling meetings (all sports except football at August meeting and football at March meeting) after which he/she shall forward all conference schedules to Kansas media. 4) May designate supervisors to assign all conference and nonconference sports officials and may require all approved conference officials to attend clinics. 5) Establish the selection process for all-conference teams in all KJCCC sports.. Announce the all-conference teams appropriately. 6) Keep records of conference championships, all-conference teams and holder of records in recognized conference athletic activities. 7) Maintain a file of all required eligibility materials and 13

letters-of-intent. Make the items available for examination by the legal representative of any conference college upon request. Double signing of letters-of-intent and the commissioner's rulings on these signings will be communicated to the schools involved. Section 5. Section 1. 8) Schedule periodic visits to the campuses of member colleges. Conference Secretary/Treasurer: To serve as recorder for all official conference meetings and distribute written copies of all action promptly to each conference member. Performs all duties as treasurer of the KJCCC. ARTICLE IV PROCEDURES FOR APPEAL General A. Procedures set forth in this Article IV are the sole methods for challenge of decisions of the KJCCC Commissioners Office and the Executive Committee. No member college or any of its athletes or employees can institute any suit at law or in equity or seek any court injunction or restraining order concerning any dispute or controversy involving the KJCCC enforcement or interpretation of any of the Bylaws, rules, or regulations of the KJCCC or any sanctions imposed by the KJCCC. B. Only member colleges may challenge the interpretation and enforcement of the Bylaws, rules, and regulations of the KJCCC and they may do so only pursuant to and in the manner set forth by the provisions of this Article IV. No individual coach, athlete, booster club, or any other entity affiliated directly or indirectly with the member college shall have any standing to challenge a decision of the KJCCC. C. As a condition to membership in the KJCCC, each member college consents to be bound by the provisions of this Article IV. Any member college who institutes any suit at law or in equity or seeks any court injunction or restraining order against the KJCCC in connection with the interpretation or enforcement of the Bylaws, rules, and regulations of the KJCCC or sanctions imposed by the KJCCC shall be subject to sanctions, penalties, expulsion, fines, probations, or other penalties as may be prescribed by the Executive Committee of the KJCCC. Section 2. Authority of the KJCCC Commissioners Office A. All decisions concerning challenges and /or questions of the interpretation and the enforcement of the Bylaws, rules, and regulations of the KJCCC shall be made in the first instance by the KJCCC Commissioners Office. 14

B. Questions concerning the interpretation or enforcement of the Bylaws, rules, regulations shall be made in writing (e-mail) to the KJCCC Commissioners Office. Such questions shall set forth in detail the facts giving rise to the question, including but not limited to the name and address of the member college presenting the question, the name and address of each college involved in the question, any background facts involved in the question, and the citation of the KJCCC Bylaws, rules, and regulations involved in the question. Such request for a decision concerning questions must be signed by the president of the member college posing the question. C. Challenges to the interpretation or the enforcement of the KJCCC Bylaws, rules, and regulations shall set forth in detail the name and address of the member college presenting the challenge, the factual basis for the challenge, and the jurisdictional basis of the challenge, citation of the Bylaws, rules, and regulations involved in the challenge, name and address of any other member college that would be affected by the challenge, and any documentation to support the challenge. D. The KJCCC Commissioners Office shall provide its written (email) decision concerning any such questions or challenges to the member college presenting the question or challenge. The written (e-mail) decision shall set forth: 1. The decision of the KJCCC Commissioners Office 2. The jurisdictional basis for the decision 3. The citation of the KJCCC Bylaws, rules, and regulations involved in the decision. 4. Any other matter deemed appropriate by the KJCCC Commissioners Office. In addition, in the event that the decision of the KJCCC affects any other member college, a copy of the written decision of the KJCCC shall be provided to such affected college. In the event that upon receipt of a question or a challenge from a college, the KJCCC Commissioners Office determines that further information or documentation is necessary, the KJCCC Commissioners Office may delay its decision until other information or documentation is received by the KJCCC Commissioners Office. E. The written (e-mail) decision of the KJCCC Commissioners Office shall be effective, final, and enforced immediately, subject to the following provisions of the Article IV. 15

Section 3. Appeal to the Executive Committee A. Any member college affected by a decision of the KJCCC Commissioners Office shall have the right to appeal that decision to the Executive Committee of the KJCCC. B. The request for appeal must be sent to the President of the KJCCC and a copy to the KJCCC Commissioner. The request for appeal to the Executive Committee must be in writing (e-mail) and must be received by the President of the KJCCC within ten (10) calendar days from the date of the written (e-mail) decision by the KJCCC Office. The request for appeal must be signed by the president of the appealing college and set forth in detail the appealing college s basis for challenging the decision of the KJCCC Commissioners Office. The appealing college may attach any documentation it deems appropriate to its request for appeal. C. The appealing college may present its appeal in writing (e-mail) to the Executive Committee or may request an oral hearing. Oral hearings before the Executive Committee will be set as to time and location determined solely by the President of the KJCCC. D. In its request for appeal, the appealing college must notify the President of the KJCCC whether the college desires an oral appeal or a written (e-mail) appeal. In the event the appealing college fails to notify the President of the KJCCC of whether it desires an oral appeal on its appeal, it will be conclusively presumed that the appealing college waives such oral hearing. E. The appealing college s request for appeal shall set forth the factual basis for its appeal, including all defenses it deems appropriate. The appealing college shall set forth in detail each Bylaw and/or rule and regulation of the KJCCC involved in its appeal and list specific reasons why the decision of the KJCCC Commissioners Office should be reversed. The KJCCC Commissioners Office shall forward (e-mail) the appealing college s written (e-mail) presentation to each member of the Executive Committee in a reasonable and timely manner. The KJCCC Office may also provide its own written (e-mail) information concerning the matter to the Executive Committee members. A copy of the package of material sent to the Executive Committee members (including the appealing college s written presentation and any additional written information from the KJCCC Office) shall be sent to the appealing college by certified mail, return receipt requested, at the same time the package is sent to the Executive Committee members. F. In the event that an appealing college has requested an oral hearing, the hearing shall be held before the Executive Committee with the 16

following procedures: 1. The President of the KJCCC shall act as presiding officer at the hearing. Members whose institutions are involved in the hearing shall be disqualified and those not able to attend will be replaced by temporary members appointed by the KJCCC President. In the absence of the President, the President Elect shall be the presiding officer. 2. At all oral hearings, the appealing college may be represented only by an employee of the college and/or the student-athlete himself or herself. Either the appealing college or the student-athlete or both may have legal counsel present to advise them, but such legal counsel may not make presentation directly to the Executive Committee at the oral hearing. 3. The appealing college shall present its relevant evidence (witnesses and documentation). The KJCCC Office will have the right to cross-examine any witness presented by the appealing college. 4. After the appealing college has presented its relevant evidence, the KJCCC Office shall have the right to present any relevant evidence it deems appropriate. The appealing college shall have the right to cross-examine any witness if presented by the KJCCC Office. G. In the event of an oral appeal, a decision will be reached by roll call vote of the Executive Committee. H. Decisions of the Executive Committee concerning the appeal shall be in writing (e-mail). In cases where there is no oral hearing, the decision of the Executive Committee shall be due in ten (10) days from the date the appealing college s written (e-mail) presentation is received by the KJCCC President, as set forth above. In cases where oral hearing is had before the Executive Committee, a decision of the Executive Committee shall be due within five days after the date the said oral hearing is completed. A copy of such written (e-mail) decision shall be furnished to the appealing college. A copy of the decision may also be furnished to any other college directly affected by the decision at the discretion of the KJCCC President. I. Unless a majority of the total number of the members of the Executive Committee vote to overturn the decision of the KJCCC Commissioners Office, the appeal will be denied. Majority shall mean the majority of all members of the Executive Committee, not just a majority of those members who actually vote. (3-11-2002) 17

Section 1. ARTICLE V ELIGIBILITY RULES The same as the NJCAA Rules Article V with the following exceptions. (3-9-98) Note: Transfer athletes are those who have attended any college beyond the first 15 calendar days of a term. An athlete certified by NJCAA eligibility roster or an athlete who signs NJCAA letter-of-intent, is ineligible in that sport for one sport season from the date of transfer unless he/she receives a signed release and/or transfer waiver from the first college. He/She may transfer to any KJCCC college and be eligible to compete immediately with a release and/or a transfer waiver from the first college except in two (2) semester sports. In the event the sport is a two (2) semester sport he/she would be ineligible until next season. (8-05) The interpretations below apply to any athlete who signs a NJCAA letterof-intent and transfers from one KJCCC college to another KJCCC college or who is an athlete certified by NJCAA eligibility roster and transfers from one KJCCC college to another KJCCC college. Following are interpretations given and are in effect until changed at a regular conference meeting. The interpretations are as follows: a. If an athlete signs a NJCAA letter-of-intent, he/she may transfer back to the KJCCC college of his/her home district (county where main campus is located) with a release and a waiver from the first college. It is mandatory for a KJCCC college to sign the release and/or transfer waiver. ( 8-07) b. If an athlete signs a NJCAA letter-of-intent with one KJCCC college and then wishes to compete in a different sport at another KJCCC college, he/she may do so with a release and a waiver from the first college. c. An athlete not certified on a NJCAA eligibility roster may transfer to another KJCCC college and participate in the same sport the next season with a release and a waiver with the exception of two (2) semester sports. d. If an athlete is attending a KJCCC institution that drops the sport that he/she is certified to participate in (the student/athlete s name has appeared on a NJCAA eligibility list) that student/athlete may transfer to another community college conference institution and shall be eligible to participate in athletics after notifying the conference commissioner. 18

e. When a conference college drops a conference sport, that college is required to notify all other conference institutions (athletic director). All conference institutions can then legally recruit the student/athletes who were participating in the sport dropped by the college. Section 2. The same as the NJCAA Rules Article V with the following additions. a. No athletic grant-in-aid may be awarded to a student/athlete while he/she is enrolled in college establishing his/her academic eligibility. b. Those students who transfer and are academically eligible may receive an athletic grant. c. In football, a squad roster must be sent to the commissioner and to the KJCCC web master prior to the first scheduled contest played by any KJCCC college. This roster is limited to and must have only a maximum playing squad of sixty three (63) players, of which, not more than twenty (20) may be from out-of-state. NJCAA eligibility forms must be e-mailed or faxed to the commissioner, regional director and the NJCAA headquarters prior to the first football contest played by any conference member. d. In basketball, the squad eligibility list must be e-mailed or faxed to the commissioner, regional director and the NJCAA headquarters prior to the first scheduled contest and is limited to a maximum playing roster of fifteen (15), of which not more than eight (8) may be from out-of-state. e. In basketball, a player or players not eligible by the first game of the semester after the NJCAA eligibility list is submitted, due to the sixteen (16) week provision, may be included on the NJCAA eligibility form with an asterisk indicating the day the player(s) is to become eligible. Said players are to be included in total squad count according to the squad limitation rule. (1) A certified letter must be submitted and received by the commissioner on the day prior to the player(s) initial participation in a regularly scheduled game. f. An athlete's name being listed on the eligibility certificate shall be considered participation, unless supporting evidence can be submitted proving that he/she did not participate. g. For eligibility purposes, an athlete that attends a KSHSAA high school for three years and graduates from a KSHSAA high school, will be 19

considered in state. However, a student will be certified according to the last state in which they participated in their respective sport. Those student/athletes who completed their eligibility in another state, as established by their state high school activities association or their graduating class, shall also be certified as out-of-state. (3-10-97) Students who are not citizens of the United States can not be counted as in-state for player limitation purposes. (3-9-98) h. A student who legally resides in the State of Kansas and attends a high school in adjacent out-of-state counties, can be recruited and certified as an in-state-athlete. i. In case of a transfer student or a high school graduate who did not enroll in college in the first semester following graduation from high school, such supporting evidence of eligibility as may be necessary to show proof of eligibility is to be furnished to the commissioner by the specified date. j. Transcripts are required for all transfer students. Photostatic copies of armed service discharge papers or properly signed affidavits must be submitted when it is necessary to prove periods of nonschool attendance. k. Each member college must file a copy of the football and basketball NJCAA eligibility list of all student players to be used in any contest during the season with the commissioner prior to their first scheduled contest. In basketball a copy of the second semester NJCAA eligibility filing must be filed with the Commissioner within 15 days of the start of the term. f this copy is not received by the Commissioner prior to the first game, all games played before the receipt of the eligibility must be forfeited. ARTICLE VI GRANTS-IN-AID, RECRUITMENT AND BOOSTER CLUBS Section 1. Grants-in-aid - Same as NJCAA with the following exceptions: a. The total amount of an institutional athletic grant-in-aid for a certified athlete shall not exceed the cost of tuition and books at the conference school attended. If an athlete is awarded a scholarship by a source not affiliated with a particular college, and if that source awards such scholarships without restriction to college of attendance, and if the student competes for the scholarship in the same manner as any other student, he/she may accept such additional scholarship(s). In addition, an athlete who qualifies and maintains a cumulative 3.5 G.P.A. may receive an academic scholarship administered by and through the institution in attendance; such scholarship shall not exceed $500 per semester. 20

b. Any facilities provided by or donated to the college or owned by an organization for the purpose of providing rooms and/or meals must be open to all students at the same prevailing charges. (3-94) c. A college may pay for athletic injuries and related complications. (3-7-94) d. Pre-game and post-game meals may be provided at home and away games. (3-7-94) e. The KJCCC does not allow room and board to be included in conference grant-in-aid. However for Division I programs only, when the student/athlete is required to be on campus due to institutional, conference, and/or competition, when school is not in regular session, the institution shall have the option to provide room and board. Those dates for the opening of practice and postseason play up to and through such time as they have qualified for post-season play. This covers fifteen (15) days per grant-in-aid during the school year. (3-7-94) For 2014-15 the NJCAA rule will apply for Division I and Division II (8-2013) f. Trips for recruits ten (10) days prior to the start of a semester are not allowed. g. Purchasing of food, drinks or any other items for Kansas recruits or their families by coaches is prohibited during all off-campus contacts excluding travel to and from during official visit.(3/9/09) h. No personal contact may be made with a prospective student athlete who resides in the State of Kansas, for 48 hours prior to signing date. The first contact after the dead period would be 8:00 a.m. on signing date. Contact by phone is permissible. Dead Period for Football Recruiting. The time begins the Sunday prior to the national signing date at midnight and ends at midnight on the Thursday following the national signing day. (3-9-98) Dead Period for Volleyball Recruiting: On those calendar years when the KSHSAA State Volleyball Tournament falls within the 48 hour Dead Period member institution s volleyball coach may have personal contact with coaches, players, and parents at the tournament site. The time begins at midnight on Friday that the tournament begins and ends at midnight on the Saturday the ending day of the tournament. i. Only those student athletes that have completed two semesters of school at the KJCCC college can be offered a Resident Assistant position. 21

Section 2. Letters-of-Intent - The same as the NJCAA Rules Article VIII except for the following additions. a. The issuing of the letter-of-intent shall be signed and dated by the Director of Athletics before submission for the athlete's signature. The athlete may receive the letter-of-intent prior to the official signing date. The letter-of-intent will be honored by the KJCCC only if the terms of the offer to the prospective athlete are in writing and spelled out at the time the offer is presented. Under no conditions will the letter-of-intent be honored by the KJCCC if it contains contingencies within it such as "if you (the prospective athlete) make the team or squad, you will be given a grant-in-aid. b. A letter-of-intent shall not prohibit a student from participating in KJCCC athletic activities at the KJCCC college in the district in which the student resides. 1. Any in-person, off campus contact made with an in-state prospect for the purpose of signing a National Letter of Intent or attendance at activities related to the signing of the National LOI is prohibited. This includes off-campus signing parties after the National LOI has been signed and returned to the college. 2. An in-state prospect (except football)may sign a LOI on campus. c. Signing letters-of-intent by in-state students for football is limited to the NJCAA signing date through March 1, and then after April 30. Football coaches can not recruit an in-state student off campus or pay for a campus visit from March 2 until after April 30. 1. No in-state student shall sign a letter-of-intent on campus or off campus in the presence of a coach, college personnel, booster, or anyone affiliated with the college. d. Promising or guaranteeing prospective student athletes institutional work or residence assistant jobs with or without specifying dollar amounts in exchange for signing a letter-of-intent shall be prohibited. (3-9-98) 1. Student athletes desiring institutional work study, residence assistants, or student ambassador positions must compete for those positions using the same institutional criteria as all other students. 2. The rate of compensation or stipends allowed for institutional work study, residence assistants, or student ambassador positions will be no higher than compensation or stipend allowed for all other students in similar positions and are not to exceed the Federal Work Study Guidelines. 3. Individual colleges must report to the Conference Office the number of student athletes on work study, the amount of compensation, and the duties of those student athletes. (3-05) 4. Individual colleges must report to the Conference Office the student-athlete name, the name of the host, and the amount of rent and/or board paid to host. The colleges will use the host 22

Section 3. Section 4. letter and host guidelines provided by the KJCCC which will be kept on file at the college. (8-07) 5. International student athletes must have an INS I-20 on file with the records office at each member college. a. The KJCCC Commissioner will interpret information on the I-20 indicating available earnings through campus employment (section 8.d) as a promise for employment. Such promise is prohibited. b. The KJCCC Commissioner will, on an annual basis, review the I-20 files at each member college and determine if any amount has been indicated on Section 8.d of the I-20. Booster Club: Same as NJCAA.(8-09-2002) Enforcement: A student athlete who accepts from a member institution or its representative monies and/or gifts or knowingly accepts grant-in-aid in excess of what is allowed by the KJCCC shall forfeit one (1) academic year.(8-6-93) a. The practice of sequestering prospective student athletes in advance of the signing deadline for Letter-of-Intent, and paying for hotel rooms, meals or any other benefits at this time will be considered a violation of Conference rules. b. It is the responsibility of Conference member coaches and athletic staff to be aware of Conference rules relating to grants-in-aid and other limitations on payments, gifts or to gratuities given to potential and current Conference student athletes and to inform the student athletes and their high school coaches/counselors regarding such restrictions. c. Whenever there is an allegation or confirmed infraction of this section of the KJCCC By-Law by a Conference college, no other Conference college(s) may recruit the athlete(s) involved without written authorization from the KJCCC Commissioner.(3-7-94) ARTICLE VII POLICIES AND PROCEDURES FOR CONDUCTING ATHLETIC ACTIVITIES Section 1. Section 2. Section 3. National Junior College Athletic Association and Kansas Jayhawk Community College Conference rules shall govern in all contests. It is mandatory that a game management supervisor from the home college be present during all KJCCC sporting events. The KJCCC Commissioner may be contacted (phone, letter, fax, e-mail) only by the member college President or designee, Athletic Director, Assistant Athletic Director, and Athletic Administrative Assistant. Failure to comply may result in reprimand and/or suspension. Coaches will not be allowed to telephone members of the athletic committee/officiating committee or the commissioner s office regarding 23

officiating. Concerns and/or complaints regarding officials or the manner in which a contest is officiated must be directed to a member of the officiating committee through a letter from the athletic director of the institution expressing concerns along with a copy of the video. In order to disapprove basketball officials for home and/or away games for the following year, a signed letter from the president of the KJCCC college requesting a disapproval must be mailed to the Commissioner. (3-06) Section 4. Section 5. Each hosting college shall provide adequate dressing room facilities for game officials. Coaches or their representative shall not enter official's dressing rooms before, during or following an athletic contest. If an athlete is involved in an unsportsmanlike incident and/or is ejected from any contest for any flagrant act, after investigation by the commissioner, he/she is subject to game suspensions. Any and all ejections must be reported to the KJCCC Commissioner by the next business day. Follow NJCAA Ejection policy: if ejected more than once for non-violent behavior, game suspensions double. If ejected for violent behavior a second time, suspension is for the remainder of the season. Section 6. Section 7. Section 8. Section 9. Any and all altercations that take place after an athletic contest must be reported to the Commissioners office with 24 hours by both schools Athletic Directors. e.g. confrontations or fights that take place after the officials or umpires have left the court or field. (8-09-2002) Compensation and expenses for officials shall be established by the administrative body at the March meeting. Video-taping or filming of sports events by non-participating member colleges shall not be permitted without the written consent of the participants. Any college who drops a sport or fails to play a schedule without proper action by their board of trustees shall be ineligible to participate in any post-season competition the first year they again participate in that sport. Schools must give one (1) calendar year notice of intention to drop a sport. A KJCCC college that forfeits a conference athletic contest is subject to be ruled ineligible to participate in post season play after an investigation by the Commissioner. Further penalties may be imposed upon the school and/or athletic program. (8-09-2002) Any KJCCC coach or player involved with game official(s) after a contest in any unsportsmanlike manner, including communication by mail, phone, or e-mail is subject to suspension and/or probation. After a coach or player has been ejected from the contest, coach or player must leave immediately and any further confrontation will subject coach or player to additional game suspension(s). (3-06) 24

Any KJCCC coach, who discusses with members of the news media, an official's actions or in the manner in which a game is officiated, will be subject to suspension and/or probation. Any canceled conference basketball contest will be rescheduled on the next playing date.(8-6-93) Any KJCCC college canceling and/or postponing any football or basketball contest without proper notification to the commissioner will be required to forfeit the contest. For all rescheduled contest, KJCCC By- Law Article VIII, Section 12, will apply.(3-11-96) Any KJCCC college having a cheerleading or spirit squad that desires to travel and support their team, college and community should have the right to support their institution if they so desire. Each cheerleader sponsor from the visiting school should be in contact with the host school cheerleading sponsor to review the common sportsmanship code that will reinforce and support sportsmanship, enthusiasm and cooperation.(3-9-98) Player, Coach and Crowd Behavior Prior to the baseball and softball seasons, each institution will be required to submit to the Commissioner s Office a list of umpires who will work their institution s baseball and softball games. The commissioner will send those umpires communication that will state they are required to report any and all ejections of players and coaches. If these ejections are not reported, then those umpires will not be allowed to work any KJCCC games. Also, any and all ejections must be reported to the Commissioner s Office by both Head Coaches of each institution involved. Failure to do so will result in disciplinary action and possible suspension. (3-6-2000) KJCCC Code of Ethics. The KJCCC Commissioner shall have jurisdiction over those events that are not KJCCC sanctioned if event involves members of the KJCCC. All members of the KJCCC are responsible to uphold the Code of Ethics anytime and anywhere they are participating. Members are representing the KJCCC and are expected to comply with that Code of Ethics during any and all events. Failure to do so will result in disciplinary action and possible suspension. (3-6-2000) All violations are to be reported to the Commissioner who will then report to Executive Committee. Member Schools of the Jayhawk Conference will begin fall practices for all fall sports no earlier than August 10, with the following exceptions: Soccer and Volleyball and Football and Cross Country will begin practice 21 days prior to the starting game date as described by the NJCAA in August.(3/9/09) Any institution s athletic sport program that is on probation by the NJCAA is not eligible for the KJCCC championship in that particular sport.8-09-02 25

Section 22 Section 23 Section 24 All KJCCC Colleges are required to report all of their athletic team, Baseball, Basketball, Football, Soccer, Softball and Volleyball, schedules, rosters and statistics as per NJCAA guidelines in Presto Sports no later than 5:00 p.m. each Monday. Soccer coaches must report red and yellow cards to the Athletic Director appointed by KJCCC Commissioner no later than 5:00 pm each Monday of the season and post season. Each college shall designate a contact person for each sport to answer questions about statistics. Failure to comply with this statistics/records by-law will result in the following penalties, first offence letter of reprimand from commissioner, second offence - suspension of the head coach from his/her respective sport for one (1) game; additional offences will double coaches suspensions, to be carried over into post season play. Game score reporting: KJCCC colleges shall enter their scores through Presto Sports at the rate of at least: Baseball end of each game, Basketball Half time and end of game, Football end of each quarter, Soccer end of each game, Softball end of each game, Volleyball end of each match. Each college shall designate a contact person for each to sport to answer questions about scores. Failure to comply will result in a letter of reprimand from the commissioner. The use of high school signees while still in high school is prohibited in any sport, this includes practice, conditioning, playing games, or the use of any equipment either on or off campus. The Administrative Body must first approve any agreement with a NJCAA Football Bowl organization. The KJCCC Commissioner will have the authority to negotiate an agreement on behalf of the KJCCC, but the agreement will not become binding upon the KJCCC until approved by the Administrative Body. All officials in the sports of football, men and women soccer, men and women basketball, baseball, softball and volleyball will be paid through the Conference Office. Each college will be billed by the Conference for the cost of their officials before that sport season begins in each sport listed. Player of the Week in the sports of football, men and women soccer, volleyball, men and women basketball, baseball, and softball will be selected by committees approved by the KJCCC Commissioner. The selected player of the week will be the KJCCC nominees for NJCAA Player of the Week. Guidelines will be established by each committee and distributed before the start of the respective sport season to each college which will nominate players for this honor. Conference Website; KJCCC.org A $50 per sport funding fee to be paid by each college each year for the sports of: Football, Men s Soccer, Women s Soccer, Volleyball, Men s Basketball, Women s Basketball, Softball and Baseball. Section 1. ARTICLE VIII SPORTS Baseball a. Dates for starting practice and season length - Same as NJCAA. b. Scheduling limitations Same as NJCAA (76 games/scrimmages with a maximum of 56 games/scrimmages in the Spring) (3-06-2000). Format of All-Star Classic must be approved at the Spring KJCCC meeting prior to fall. If not approved must remain the same. (3-06) c. Out-of-state and HS-3 player limitations-same as NJCAA 8-9-02 A copy of the submitted NJCAA eligibility certification roster must be submitted to the conference office. When the HS-3 player limitations on the submitted NJCAA eligibility certification is obtained, no foreign player may be replaced. d. Team participation limits-.home and away - Thirty-five (35) players may participate in games at home or away. e. Roster limitations - Thirty-five (35) players may be certified for spring eligibility purposes. f. Number of athletic grants-in-aid - Same as NJCAA. g. Championship determination The KJCCC will be divided into an Eastern and Western Division with a four (4) game series being played. (1) Eastern and Western divisions shall play a double round-robin of seven (7) and (9) inning games. The first game of each double header will be a 7 inning game and the second game will be 9 innings. If the first game goes into extra innings, the second game will be the designated 7 inning game. The run rule of a 10 run differential after 5 innings for 7 inning game and 10 runs after 7 innings for the nine inning game will be in effect. Games to be scheduled between the third Saturday in February and the last Tuesday prior to the first round of the Region VI Championship. a. The four game series will be held on nine (9) successive Friday through Tuesday. If institutions agree in the West they can play on Friday, one nine (9) inning game, Saturday two seven (7) inning games and Sunday one nine (9) inning game. In the East, one 7 and one 9 inning game on Thursday at one site and a 7 and 9 inning game on Saturday at opposite site. Make-up days on the Monday and /or Tuesday, for the West and Sunday, Monday & or Tuesday for the East immediately following these nine dates. On Easter Weekend the games will be played on Friday and Saturday in the West and normal Thursday and Saturday for the East. 27

. b. In the event that games cannot be played on these dates due to inclement weather, the games may then be played at the opponent s site. In the event that neither site is available due to inclement weather, the games may be rescheduled only through the conference commissioner. All games not played during these dates and are not properly rescheduled through the conference commissioner will count as losses. 24 hour notice of game cancelation is required to cancel officials. c. Each west team will have one open weekend date which will rotate as assigned by the schedule. d. Lodging for umpires will be provided by the host team whenever the same umpires are utilized for all four games. ( 8-07) (2) The conference championship and standings (which will also be the seeding for the First Round of Region VI Playoffs ) will be determined by the winning percentage of all conference games designated by the approved conference schedule. (3) Any conference game that is not played before the last Tuesday prior to the first Round of the Region VI Playoffs will count as a loss for both teams in determining the final conference winning percentage. (4) Home games will alternate with the best percentage record determining the championship. (5) Conference games will have a run rule of a 10 run differential after the 5 th inning for 7 inning games and after the 7 th inning for 9 inning games. It shall be a regulation game if called according to NCAA, Rule 5, Section 8,b. (8-07) (6) Other stipulations for conference games will be no automatic walks (walks must be pitched) and Catchers must run (no courtesy runners). h. Assignment of officials All umpires will be assigned by the commissioner through the supervisor of umpires and assigners. Conference will employ a KJCCC supervisor of umpires, two umpire in chief, and 4 umpire assigners. The pay for umpires for all games will be $122 per game/or $244per double header per umpire(2-person crew. All officials will be paid through the Conference Office. (3-10) i. All-Conference selections - Each division shall select an all-league baseball team with a Most Valuable Player, Most Valuable Pitcher, Freshman of the Year and Freshman Pitcher of the Year. The baseball team will be by position with three (3) pitchers, three (3) outfielders and a designated hitter listed. Coaches can nominate as 28

many of their own players as they wish, but a coach cannot vote for his own players. A first, second and honorable mention team will be selected. Failure of a coach to submit a ballot will result in his players being disqualified for consideration for the All- Conference team. j. Governing rules - All games shall be played according to NJCAA/NCAA rules with the following exception: Officials do not have to be NCAA certified. (3-06-2000) The halted game rule (NCAA, Rule 5, Sec. 9) will be effect for all non completed conference games that do not meet KJCCC Sec.1, g 5 (8-07) k. Financial considerations - Nothing yet adopted. l. Conference Game Ball - The Spalding Baseball TF PRO (41-000) ball will be used for all KJCCC conference games. m Player of the Week One position player and one pitcher of the week will be selected during the regular season. Players selected will be the KJCCC nominees for the NJCAA Player of the Week. (8-10) Section 2. Basketball a. Dates for starting practice and season length - Same as NJCAA. b. Scheduling limitations - Same as NJCAA c. Out-of-state and HS-3 player limitations - Only eight (8) players on the roster may have graduated from non-kansas high schools or be out-of-state/hs-3 players who have completed the G.E.D. Test. (3-9-98) Once an out-of-state player is on the eligibility roster he/she can not be replaced with another out-of-state player. HS-3 player limitation - Same as the NJCAA. A copy of the submitted NJCAA eligibility certification roster must be submitted to the conference office. When the HS-3 player limitations on the submitted NJCAA eligibility certification is obtained, no HS-3 player may be replaced. d. Team participation limits.-.home and away - In basketball, the squad eligibility list must also be e-mailed or faxed prior to the first scheduled contest and is limited to a maximum playing roster of fifteen (15), of which not more than eight (8) may be from out-of -state. (3-9-98) e. Roster limitations 1. Only fifteen (15) players may be certified for eligibility purposes. Once the 15 player limit and the 8 out-of-state limit is reached there can be no changes made except under the conditions of e.3. 2. A team roster listing only the certified players must be sent to the Commissioner and the KJCCC web master prior to the first 29

game. The uniform numbers submitted on the roster can not be changed without permission of the Commissioner. f. Number of athletic grants-in-aid - Same as NJCAA. g. Championship determination - The conference colleges shall be divided into Two Divisions, East Division, West Division. All Conference games shall determine Champion by percentage. There will be no extension of the season past the scheduled last conference game, except by permission and approval by the Commissioner. h. Assignment of official-the officials for all games shall be assigned by the commissioner. Three officials shall be assigned to work all men/women games as assigned by the commissioner. (8-7-98) The pay will be $188.00 per official.(3-14) All officials will be paid through the Conference Office. i. All-Conference selections - The conference shall select All- Conference women and men basketball squads by having the coaches make nominations to the commissioner then voting for other than their players for 1st and 2nd teams and honorable mention honors. Women coaches will vote by email ballot before Region VI Tournament. Men coaches will vote in person on the night before the Region VI Tournament. At a site designated by the Commissioner, an open forum will be held with each head coach present. Only the Commissioner can excuse the head coach and then the assistant coach must be present. Failure of a coach to attend and vote will disqualify his/her players from All Conference consideration. Stats from the KJCCC.org website for each player nominated will be sent by the coach with the nomination. The ballot will be sent to each coach before the meeting. The player with the most votes will be MVP. A defensive player of the Year and Freshman of the Year ballot will be developed at the meeting. j. Governing rules - NJCAA/NCAA rules apply for men's games and NJCAA/NCAA approved rules apply for the women's games. 1. The home team will have one (1) media timeout per half with a duration of 1 minute, 30 seconds (90 seconds). This timeout will be taken on the first dead ball after the 10 minute mark of each half. These timeouts will not affect the number of timeouts each team would receive for the game, which is six (4 full and 2 30 second timeouts) 2.Teams shall not warm up on the competition court at the half time of the preceding game during conference play. k. Cross Country - Men and Women a. Date for starting practice. Member schools of the Jayhawk Conference will begin fall practices for cross country no earlier than 21 days before the NJCAA first date of competition.(8-10) b. Scheduling limitations - Each college team may participate in nine (9) meets, exclusive of post-season regional and/or national competition. c. Out-of-state and HS-3 player limitations - Same as NJCAA A copy of the submitted NJCAA eligibility certification roster must be submitted to the conference office. When the HS-3 player limitations on the submitted NJCAA eligibility certification is obtained, no HS-3 player may be replaced. d. Team participation limits, home and away: A maximum of fifteen (15) athletes may participate in meets home and away. (3-99) e. Roster limitations - Fifteen (15) students may be certified for eligibility purposes. f. Number of athletic grants-in-aid - Same as NJCAA. g. Championship determination (3-11-96) (1) The conference colleges shall be divided into an Eastern Division and a Western Division. (2) Using the NCAA Cross Country scoring system, a panel of two coaches representing their respective conference division will score only their respective divisional colleges competing at the NJCAA Region VI Championship cross country meet to determine the Eastern and Western Division Champion(s). h. Assignment of officials - Officials for the Conference 31

Championship will be existing officials used for the Region VI Championship with the exception of the scoring committee. The scoring committee will exist of three (3) Conference cross country coaches. These coaches will eliminate non-conference participants and follow NCAA Cross Country scoring regulations. The scoring committee will then present the Jayhawk Conference Trophy and All-Conference selection to the respective men's and women's teams. i. All-Conference selections - The first seven (7) places in their respective division will be selected to the first team All-Conference team. (3-11-96) j. Governing rules 10 athletes will be allowed to run at the regional/conference championships. Only five runners would count toward scoring with number six and seven runners being displacers. All other NJCAA/NCAA rules shall be followed. Section 4. k. Tie-breaking formula - All ties in team scores will be awarded as co-champions. Football a. Dates for starting practice and season length. (1) Member colleges of the Jayhawk Conference will begin fall practices for football no earlier than 21 days before the first scheduled game in accordance with NCAA By-Laws pertaining to football practice procedures and regulations. (2) The KJCCC football schedule shall begin according to the NJCAA starting date. The schedule will be established at the March meeting by the scheduling committee for the year after the upcoming fall season (year after next). This will establish the schedule for the succeeding two (2) seasons. The schedule established by the committee will be 10 games and one open date which will allow for a rotation of the order in which opponents play each other. The schedule includes Iowa Western, Iowa Central & Ellsworth (3) Under no conditions may equipment be checked out to individuals, worn or taken from the locker room prior to the opening day of practice. (4) Organized spring football practice, by NJCAA Sports Procedures: May begin January 15, for a total of twenty (20) days, including three (3)days of shorts, t-shirts, and helmets; seven (7) days of helmets and shoulder pads; ten (10) days of contact that would include intra-squad scrimmages. Other spring activity shall be restricted to academic class. No protective equipment may be used. (8-6-99) (5) Teams from colleges violating the above regulations will be 32

suspended from championship play during that season. (6) Each team will be responsible for compiling their own statistics. (3-11-2002) b. Scheduling limitations - One (1) scrimmage game, eleven (11) regular season games & one bowl game may be scheduled. c. Out-of-state and HS-3 player limitations - Only twenty (20) players on the roster may have graduated from non-kansas high schools or be considered out-of-state athletes or HS-3 who have completed the G.E.D. test.(3-8-99) A copy of the submitted NJCAA eligibility certification roster must be submitted to the conference office. When the HS-3 player limitations on the submitted NJCAA eligibility certification is obtained, no HS-3 player may be replaced. Teams are allowed to make up to two substitutions during the football season to the out of state roster. d. Team participation limits.home and away Only Sixty Three (63) players, with only 20 out of state, may suit up for home and away conference games. e. Roster limitations - A maximum of sixty three (63) players may be certified for eligibility purposes. A roster of only 63 certified players for conference games shall be submitted to the Conference Office and to the KJCCC web master before the first game.. Any number changes by players on the roster must be submitted to the Conference Office before the player participates in a game with the new number. If an in state player has a season ending injury prior to the third (3 rd ) game (documented by a physician) and meets NJCAA requirements for a medical hardship, he may be replaced by an in state player. An in state player could only be added to a roster if that player agreed to give up his red shirt year. A signed letter by the player must be sent to the Commissioner s Office with the roster change and the letter from the physician. The out-of-state player limit can never be exceeded. This process must be completed before the fifth (5 th ) game of the season.(3-2007) f. Number of athletic grants-in-aid - Same as NJCAA. g. Championship determination - The football conference champion shall be the winner of the regular season. h. Assignment of officials - The Commissioner and/or Supervisor of Officials shall assign all officials. Once assigned, these officials will not be removed during the current season. Each official s pay will be $203.00 per football game. (3-14) There will be seven (7) officials used for all games. (3-05) All officials will be paid 33

through the Conference Office. (3-10) i. All-Conference selections - The conference shall select All- Conference football squads by having the coaches make nominations to the commissioner, then voting for other than their own players for 1st and 2nd teams and for honorable mention honors. All coaches must vote. Failure of a coach to submit a ballot will result in his players being disqualified for consideration for the All-Conference squads. j. Governing rules - NJCAA/NCAA rules shall be followed. k. Financial consideration - The two competing colleges may agree upon the amount of a game guarantee. l. No post season play offs (2014) m. Film exchange - A schedule for film exchange will be set by the league commissioner. All football playing conference schools will comply with the designated mailing dates and destinations. n. Assistant coaches - Member schools of the KJCCC shall have no limit on the number of assistant football coaches, under employment of the college. However, only five total coaches will be eligible to recruit off-campus. This list must be in the commissioner's office at the same time eligibility rosters are filed. The commissioner then will notify the football-playing institutions of the coaches that will be eligible to recruit offcampus. o. Conference Game Ball The Spalding TFSB-1 (72-6038) leather football will used in all KJCCC football games. Only the home team will furnish the 6 game balls in Conference games. p. The Conference Commissioner will develop guidelines that will be used by colleges in the use of video boards during football games. These guidelines will be forwarded to the football colleges.(8/7/09) q Player of the Week One offensive player, one defensive player, and one special team player of the week will be selected during the regular season. Players selected will be the KJCCC nominees for the NJCAA Player of the Week. (8-10) Section 5. Golf/Male a. Dates for starting practice, August 10 th. b. Scheduling limitation - Twenty-two (22) days may be used to schedule competition. This excludes post-season play. c. Any player who has earned conference points would be eligible to participate in the last event. Five player s (who are designated as the five man team) scores can be counted towards the team total; any other individuals would compete for individual honors only. The maximum travel squad shall be ten (10) players for all other tournaments. e. Roster limitations -Twelve (12) players may be certified for eligibility purposes. f. Number of athletic grants-in-aid - Same as NJCAA. g. Championship determination -The conference championship standings for teams and individuals shall be determined by the accumulation of points accrued by participating in designated tournaments. There shall be three (3) designated tournaments. 1) The 3 tournaments shall by played in the spring. The NJCAA eligibility rules are in effect.(8-03-2001) 2) The sites and dates of the designated tournaments will be determined by agreement of the coaches and will rotate among member colleges requesting to host a tournament. Ties involving teams after the completion of the designated tournaments will be broken by a sudden death play-off using the five (5) players whose scores are used to determine the team score in the last tournament. The second day pairings will be based upon team scores after the first day using the wave system for both days. Consideration will be given to those schools that have the farthest to travel on the first day as to tee times.(8-03-2001) The host school is responsible for setting starting time, and 36

the amount of the entry fees. The pairings format only pertains to designated tournaments and does not apply to invitational tournaments hosted by a conference member. (3) Information concerning all of the above shall be forwarded to participating institutions by the host institution at the earliest possible date. (5) Ties involving teams after the completion of three (3) designated tournaments will be broken by a sudden death play-off using the four players whose scores are used to determine the team score for the last tournament. Dates for starting practice and season length- Member schools of the Jayhawk Conference will begin fall practices for soccer on NJCAA starting date of August 1. b. Scheduling limitations-twenty-two (22) matches and/or scrimmages in the fall and two (2) dates in the spring. Same as NJCAA c. Out of state and HS-3 players limitations- No limit for out of state. Limit of four (4) scholarships for foreign players. A copy of the submitted NJCAA eligibility certification roster must be submitted to the conference office. When the HS-3 player limitations on the submitted NJCAA eligibility certification are obtained, no HS-3 player may be replaced. d. Roster limitations- A maximum of twenty-five (25) players can be certified. (same as NJCAA) This is the same number of players permitted to participate in any contest. These players must be identified on the official game roster prior to the start of each contest. e. Number of athletic grants-in-aid-eighteen (18). (same as NJCAA) f. greatest number of standing points. See I h. The twelve (12) KJCCC colleges playing women soccer and the ten (10) KJCCC colleges playing men soccer will play a single round robin schedule. The women schedule will be 11 games and the men schedule will be 9 games. The soccer schedule will be developed by a designated KJCCC Athletic Director. The scheduled conference games must be completed 3 day prior to the First Round of Region VI, except by permission and approval by the Commissioner. i. For both men and women the KJCCC Team Champion will be determined by the following point system. Three (3) points for a win One (1) point for a tie No (0) points for a loss j. Conduct 1 Yellow Card Substitution: When a player receives a yellow card, the player must leave the game until the next opportunity to substitute. Another player may replace the player receiving the yellow card. If the substitute is not available, the team will play a player short until the next opportunity to substitute. 2. An athlete or Coach who is ejected for persistent misconduct (2 nd Yellow Card), abusive language, gesture, or persistent misconduct after receiving a caution shall not participate in the next contest. 3. An athlete or Coach who is ejected for fighting, violent misconduct or serious foul play shall not participate in the next two contests. 4. Coaches receiving five (5) accumulated yellow cards in a season will be required to sit the next contest 5. Players and Coaches with yellow and red accumulations will follow NCAA and NJCAA rules. 6 Any ejections at the end of the conference play or postseason will carry over to the next competition even if that is next season. 7. Any Coach receiving a Red Card must be reported to both participating colleges Athletic Directors and the KJCCC Commissioner. k. Ejections: As per NJCAA Sportsmanship and Ejection policy, the NJCAA Ejection form must be sent to the KJCCC Commissioner by noon the day following the ejection. 41

1. Assignment of Officials: All officials will be assigned by the KJCCC Commissioner through the two (2) supervisors of officials. The KJCCC will employ the supervisors of soccer officials to assign three (3) officials for each home soccer game. The pay will be $150 for the field official and $110 each for the two (2) line officials and will be paid by the home team. Officials will report all cards to their Supervisor who will then report cards to the KJCCC Commissioner for card accumulation. All officials will be paid through the Conference Office. (3-10) m Player of the Week One offensive player and one goalie of the week will be selected during the regular season. Players selected will be the KJCCC nominees for the NJCAA Player of the Week. (8-10) n. All Conference: teams are allotted the following number of nominations based on their regular season finish. Each player must be assigned a position (keeper, back, mid, forward) when nominated. 1 st = 10 nominations, 2 nd = 9 nominations, 3 rd =8 nominations, 4 th = 7 nominations 5 th = 6 nominations, 6 th = 5 nominations, 7 th = 4 nominations, 8 th = 3 nominations, 9 th = 2 nomination, 10 th = 2 nomination, 11 th and higher = 1 nomination In the event that two or more teams finish with the same amount of points at the conclusion of the regular season, both teams may nominate the same number of players. (two teams tie for 3 rd place in the regular season table, then both teams may nominate 8 players. The team following the two tied for third place finishes in fifth and may nominate 6 players). Therefore, there are a minimum of 60 nominated players. First and second Team will consist of 5 fwd, 5 mid, 5 backs, 1 keep. The remaining 28 players will be named honorable mention regardless of position. Each head coach will follow the conference commissioner s current player ranking procedure to determine the three teams. Any ties in voting will be left to the conference commissioner s discretion on the players being named to the appropriate team. The top two forwards and midfielders will be voted on for Offensive Player of the Year, the top two defenders and goalkeepers will be voted on for Defensive Player of the Year. The coaches will also select the Conference Coach of the Year (2014) Section 8. Softball a. Dates for starting practice and season length - Same as NJCAA. b. Scheduling limitations (1) In the fall, ten (10) dates, including tournaments, may be scheduled. (2) Thirty (30) playing dates in the spring including any scrimmages. may be played after the first contest has been played with another intercollegiate institution. (3-9-2009) c. Out-of-state and HS-3 player limitations - Same as NJCAA A copy of the submitted NJCAA eligibility certification roster must be submitted to the conference office. When the HS-3 player limitations on the submitted NJCAA eligibility certification is obtained, no HS-3 player may be replaced. d. Team participation limits...home and away Thirty Five (35) players may participate in game at home or away. e. Roster limitations - A maximum of thirty-five (35) players may be certified for spring eligibility purposes. f. Number of athletic grants-in-aid - Same as NJCAA. g. Championship determination. (1) The member Conference colleges shall be divided into two divisions: KJCCC West Division: all colleges NJCAA Division I KJCCC East Division: all colleges NJCAA Division II (2) The West Division (Division I) will play a double round robin of games. The East Division (Division II) will play a single round robin of games. Conference standing will be determined by winners of games designated by a conference approved schedule. The last date to play conference games is the Tuesday before the start of Region VI play, unless approved by the Commissioner. Conference games not played will count as a loss to both teams. (3) If a game is postponed the colleges involved shall establish within forty-eight (48) hours a new date. The new date will be reported to the supervisor of officials and the Commissioner. If an agreement on a new date cannot be reached by the colleges, the matter shall be turned over to the commissioner. The commissioner will determine a date for the game to be played and a rain date. If a team fails to appear for the game, the team shall forfeit the game. 24 hour notice is required to cancel officials. (4) Home games will alternate with the best percentage record determining the championship. h. Assignment of Official All officials will be assigned by the KJCCC Commissioner through 43

two (2) supervisors of officials. The KJCCC will employ the supervisors of softball umpires to assign two (2) umpires for each home double header. The pay will be $144 per double header for each umpire. All officials will be paid through the Conference Office. Each coach will enter into Arbiter an umpire evaluation. i. All-Conference selections - Each division shall select an All- Conference softball team. There shall be a first, second, and honorable mention team of twelve (12) players (5 position players, 3 outfielders, 3 pitchers, and 1 utility player). Coaches can nominate as many of their own players as they wish, but a coach cannot vote for his/her own players. Failure of a coach to submit a ballot will result in his/her players being disqualified for All- Conference consideration. (3-9-98) j. Governing rules - All games shall be played according to NJCAA/NCAA rules with the following exception: Officials do not have to be NCAA certified. (3-06-2000) The international tie breaker beginning in the tenth (10) inning will be used in all conference games.(8-05) The halted game rule (NCAA, Rule 6, Sec.17) will be in effect for all non completed conference games. (8-05) All non completed or postponed games shall be played within 7 calendar days. In the spring semester, fifteen (15) dates excluding spring trips may be used to play all matches, tournaments, and scrimmages except for postseason regional and national competition. c. Out-of-state and foreign player limitations - Same as NJCAA A copy of the submitted NJCAA eligibility certification roster must be submitted to the conference office. When the foreign player limitations on the submitted NJCAA eligibility certification is obtained, no foreign player may be replaced. d. Team participation limits..home and away - Same as NJCAA. e. Tennis will be limited to a maximum of nine (9) NJCAA letters of intent/scholarships of KJCCC books and tuition. f. Number of athletic grants-in-aid - Same as NJCAA g. Championship determination (1) The team championship shall be determined by the total number of matches won with one (1) point being awarded for each match won. (2) The conference tennis tournament shall consist of six (6) single divisions. (a) Division I shall be composed of the number one (1) player from each team. (b) Division II shall be composed of the number two (2) player from each team. (c) Division III shall be composed of the number three (d) (3) player from each team. Division IV shall be composed of the number four (4) player from each team. (e) Division V shall be composed of the number five (5) player from each team. (f) Division VI shall be composed of the number six (6) player from each team. (3) The conference tennis tournament shall consist of three (3) doubles divisions. (a) Division I shall be each squads number one (1) doubles team. (b) Division II shall be each squads number two (2) doubles team. (c) Division III shall be each squads number three (3) doubles team. (4) A player shall be allowed to represent his/her college in both singles and doubles play. h. Assignment of officials - Will be selected by the tournament administrators. i. All-Conference selections - Nothing yet adopted. j. Governing rules - NJCAA/NCAA and KJCCC rules shall govern all contests. k. Tie-breaking formula - The following formula will be used to determine the second-place team for qualifying purposes: (1) Number of flights won by teams involved in tie. (2) Number of matches won between or among teams that are tied. (3) Percent of games won between or among teams that are tied. (4) Coin flip. 45

l. Financial considerations - The conference treasurer shall provide payment to the college responsible for conducting the tennis meet. This payment shall cover all necessary expenses. Section 10. Track - Indoor and Outdoor - Men and Women a. Dates for starting practice and season length - same as NJCAA. b. Scheduling limitations: Same as NJCAA (3-8-99) c. Out-of-state and HS-3 player limitations - Same as NJCAA A copy of the submitted NJCAA eligibility certification roster must be submitted to the conference office. Team participation limits..home and away (1) Thirty-five (35) men and thirty-five (35) women may be certified to participate in indoor track. (2) Thirty-five (35) men and thirty-five (35) women may be certified to participate in outdoor track. (3) A team of thirty-five (35) members may participate in indoor track meets at home or away.(3-8-99) (4) Each KJCCC college may enter a maximum of three (3) individuals in each event, except relays. Each college may enter only one (1) relay team in each of the relay races. (5) The number participating from each member college shall not exceed the allowable travel squad. (6) Each contestant may participate in a maximum of five (5) events. If contestant is entered in more than 5 events, contestant Will be disqualified from all entered events. e. Roster limitations - Thirty-five (35) men and thirty-five (35) women may be certified to participate in indoor track. Thirty-five (35) men and thirty-five (35) women may be certified to participate in outdoor track. f. Number of athletic grants-in-aid - Same as NJCAA g. Championship determination - The East and West team finishing the conference indoor meet (held in conjunction with the NJCAA Region VI Indoor Championships) with the greatest number of points shall be determined to be the conference champion for indoor track. The East and West team finishing the conference outdoor meet (held in conjunction with the NJCAA Region VI Outdoor Championships) with the greatest number of points shall be determined to be the conference champion for outdoor track. For East and West scoring, athletes in the finals are scored first, then 46

those in preliminaries are scored with the best marks to eighth place h. Assignment of officials - The conference meet shall be managed by the host college. i. All-Conference selections - The first place finisher from the West division will be selected first team All-Conference. The first place finisher from the East division institution will be selected first team All-Conference. The second place finisher from the West division will be selected second team All-Conference. The second place finisher from the East division institution will be selected second team All-Conference. Third place winner is Honorable Mention. k. Governing rules - NJCAA/NCAA and KJCCC rules apply. l. Tie-breaking formula - All ties will be determined as cochampions. (3-11-96) Section 11. Volleyball a. Dates for starting practice and season length. Member schools of the Jayhawk Conference will begin fall practices for volleyball no earlier than 21 days prior to NJCAA starting game date. b. Scheduling limitations - Thirty-two (32) dates with a maximum of twenty-eight (28) dates in the fall season and four (4) dates for the spring season, exclusive of post season regional and national competition, may be used for matches or tournaments. Conference matches must be completed by the Monday before the Region Vi Tournament unless approved by the Commissioner. c. Out-of-state and HS-3 player limitations - Same as NJCAA. A copy of the submitted NJCAA eligibility certification roster must be submitted to the conference office. Assignment of officials The host college will contract officials and will be responsible for their pay. i. All-Conference selections - Each division shall select all-division volleyball team. Coaches can nominate as many of their own players as they wish. A coach cannot vote for his/her own players. A first, second and honorable mention team will be selected. All-Conference selections - Nothing yet adopted. j. Governing rules - NJCAA/NCAA and KJCCC rules apply Section 13. Athletic Training (8-2014) a. Definition (1) The Athletic Trainer is a trained health care provider who collaborates with physicians to provide preventative services, recognition, emergency care, clinical diagnosis, therapeutic intervention, and rehabilitation of injuries and medical conditions. (2) Conference Event: A KJCCC event occurs anytime a conference school hosts another conference school(pre-season, in-season, post-season) b. Objectives: To promote, maintain and develop the highest possible standards for Kansas Community College athletic trainers. To promote a working relationship among those persons interested in the prevention and management of athletic injuries. (1) The athletic trainer shall have completed the certification requirements of the National Athletic Trainers Association Board of Certification. (2) The athletic trainer shall be licensed with the Kansas State Board of Healing Arts. (3) The athletic trainer shall adhere to the Kansas State Board of Healing Arts Administrative Regulations/ Article 69 Athletic Training (4) The athletic trainer shall follow appropriate NJCAA rules pertaining to injury prevention and management as stated in the NJCAA bylaws. 49

(5) Athletic trainers shall provide appropriate first aid and other appropriate injury/illness management activities to any injured athlete, regardless of team. (6) Athletic trainers shall adhere to the NATA s Code of Ethics. (7) The host athletic trainer will be on-site, and readily available, to assist visiting teams with injury prevention, evaluation, and management concerns; before, during, and after the event. (8) In the event of multiple events being hosted simultaneously, and the host athletic trainer cannot be physically present at said event, then someone minimally certified in First Aid/ CPR/AED must be readily available to assist the visiting team. (9) When an institution does not employ an athletic trainer, or the host athletic trainer is not available, then someone with a minimum certification in First Aid/ CPR/AED shall be appointed to provide basic injury/illness management and emergency care and serve as the contact for visiting teams. c. Athletic Training Facilities and Services: Institutions hosting an event shall provide adequate athletic training room facilities and services for visiting teams before, during and after the event. Minimally, a taping area for pre-event preparation, water w/ a sufficient number of cups, and ice for injury management must be provided. This includes events when the host team is not participating. Specifics as to what will be provided shall be posted on the host college s sports medicine/athletic training website. d. Conference Championship Events - Athletic training services of championship and all-star events involving conference teams shall be directed by Kansas licensed athletic trainers. ARTICLE IX AMENDING THE BY-LAWS 50

Section 1. The following process will be utilized in amending the By-Laws. (9-6-93) a. Administrative Body: The By-Laws may be amended only at the annual meeting of the KJCCC Administrative Body. b. Advance Notice: Proposed amendments must be distributed by the conference secretary to all member institutions at least fourteen (14) days in advance of the annual meeting of the Administrative Body. c. Approval: Any amendment must be approved by a two-thirds (2/3) majority vote of the entire Administrative Body at the annual meeting. d. Voting: Only the President (Acting President, Interim President) of a member institution, as designated by the Board of Trustees of the member institution, may cast a vote for that institution. If the President (Acting President, Interim President) cannot attend the meeting, he/she may designate an institutional representative to vote for the institution. The proxy document/letter, designating the institutional representative to vote for the institution, must be received by the secretary no later than the beginning of the meeting. ARTICLE X CODE OF CONDUCT FOR TOURNAMENTS, CONTESTS AND EVENTS Section 1. The KJCCC follows the same Code of Conduct as that of the NJCAA. a. Violations of the Code of Conduct shall be referred to the commissioner for action. b. Code of Conduct: The basic principles of the National Junior College Athletic Association stand for the highest ideals in sportsmanship. One of the primary objectives of competition is to develop and foster respect for fellow participants, coaches, officials and spectators. With this in mind, since it is fundamental to the continuance of the activities sponsored by the NJCAA that the rights of the majority shall not be jeopardized by the actions of a few, this Code of Conduct has been adopted. (1) Basic responsibilities: (a) Participants shall recognize their responsibility for proper conduct at any tournament, contest, or event sponsored by the NJCAA or by its member colleges. (b) Coaches shall recognize and assume responsibility for the actions of themselves and their team 51

(c) members. The host for any activity sponsored by the NJCAA shall establish all procedures deemed necessary for the encouragement of proper conduct of the participants in the activity. This shall include publicizing the Code of Conduct in advance of the sponsored activity so that the responsibilities of each participant shall be clearly understood before the event begins. Each coach who has participants competing in the event shall be responsible for informing each member of the code. (2) Regulations of conduct: (a) (b) (c) Any participant who appears at any activity under the influence of alcohol/drugs shall be subject to disciplinary action by the officials sponsoring the activity. The responsibility for property damage shall be determined. Those responsible for such destruction shall be called to account for such actions and shall arrange for financial settlement to the party or parties concerned. Participants are obliged to show proper consideration for the rights and welfare of others. ARTICLE XI AWARDS Section 1. Guidelines for computing Team GPA will be the same as NJCAA guidelines. c. All KJCCC colleges will submit to the Commissioner Fall Sports are due by February 1: Football, Soccer, Cross Country, Half Marathon, and Volleyball All other sports are due by July 1 Section 3. KJCCC All Academic Players by Team a. The KJCCC will recognize an All-Academic team at the end of each semester for the following sports: at the end of first semester, Cross Country (M & W), Football, Soccer (M & W), Volleyball, and Half Marathon M & W: at the end of second semester, Baseball, Softball, Basketball (M & W), Indoor Track (M & W), Tennis (M & W), Outdoor Track (M &W), Golf (M & W), Wrestling. b. Student Athletes with a 3.5 GPA or higher will be awarded KJCCC Certificates. PREAMBLE At its best, athletic competition can hold intrinsic value for our society. It is a symbol of a great ideal: pursuing victory with honor. The love of sports is deeply embedded in our national consciousness. The values of millions of participants and spectators are directly and dramatically influenced by the values conveyed by organized sports. Thus, sports are a major social force that shapes the quality and character of the American culture. In the belief that the impact of sports can and should enhance the character and uplift the ethics of the nation, we seek to establish a framework of principles and a common language of values that can be adopted and practiced widely. IT IS THEREFORE AGREED: 1. The essential elements of character-building and ethics in sports are embodied in the concept of sportsmanship and six core principles: trustworthiness, respect, responsibility, fairness, caring, and good citizenship. The highest potential of sports is achieved when competition reflects these six pillars of character. 2. It is the duty of sports leadership --- including coaches, athletic administrators, program directors, and game officials --- to promote sportsmanship and foster good character by teaching, enforcing, advocating, and modeling these ethical principles. 3. To promote sportsmanship and foster the development of good character, sports programs must be conducted in a manner that enhances the mental, social, and moral development of athletes and teaches them positive life skills that will help them become personally successful and socially responsible. 4. Participation in athletic programs is a privilege, not a right. To earn that privilege, athletes must conduct themselves, on and off the field, as positive role models who exemplify good character. 5. Sports programs should establish standards for participation by adopting codes of conduct for coaches, athletes, parents, spectators, and other groups that impact the quality of athletic programs. 6. All sports participants must consistently demonstrate and demand scrupulous integrity and observe and enforce the spirit as well as the letter of the rules. 7. The importance of character, ethics, and sportsmanship should be emphasized in all communications relating to the recruitment of athletes, including promotional and descriptive materials. 8. 9. The highest administrative officer of organizations that offer sports programs must maintain ultimate responsibility for the quality and integrity of those programs. Such officers must assure that education and character development responsibilities are not compromised to achieve sports performance goals and that the academic, emotional, physical, and moral well-being of athletes is always placed above desires and pressures to win. 10 The faculties of educational institutions must be directly involved in and committed to the academic success of student-athletes and the character-building goals of the institution. 11.Everyone involved in athletic competition has a duty to treat the traditions of the sport and other participants with respect. Coaches have a special responsibility to model respectful behavior and the duty to demand that their athlete's refrain from disrespectful conduct including verbal abuse of opponents and officials, profane or belligerent trash-talking, taunting, and unseemly celebrations. 12.The leadership of sports programs at all levels must ensure that coaches, whether paid or voluntary, are competent to coach. Minimal competence may be attained by training or experience. It includes basic knowledge of : (1) the character-building aspects of sports, including techniques and methods of teaching and reinforcing the core values comprising sportsmanship and good character; (2) first-aid principles and the physical capacities and limitations of the age group coached; and (3) coaching principles and the rules and strategies of the sport. 13. Because of the powerful potential of sports as a vehicle for positive personal growth, a broad spectrum of sports experiences should be made available to all of our diverse communities. 14.To safeguard the health of athletes and the integrity of the sport, athletic programs must discourage the use of alcohol and tobacco and demand compliance with all the laws and regulations, including those relating to gambling and the use of drugs. 15.Through economic relationships between sports programs and corporate entities are often mutually beneficial, institutions and organizations that offer athletic programs must safeguard the integrity of their programs. Commercial relationships should be continually monitored to ensure against inappropriate exploitation of the organization's name or reputation and undue interference or influence of commercial interests. In addition, sports programs must be prudent, avoiding undue financial dependency on particular companies or sponsors. 16.The profession of coaching is a profession of teaching. In addition to teaching the mental and physical dimensions of their sport, coaches, through words and example must also strive to build character of athletes by teaching them to be trustworthy, 56

respectful, responsible, fair, caring, and good citizens.
