SUPPLEMENTAL EDUCATIONAL SERVICES (SES) FREE TUTORING FAST FACTS FOR PARENTS 1) What are supplemental educational services? Supplemental educational services are extra academic services such as tutoring offered outside of the regular school day to help eligible students to improve reading and math skills. 2) Which schools must offer the free SES tutoring services? For the 2007-08 school year the following schools must offer SES services: Pittsburgh Carrick, Pittsburgh Oliver, Pittsburgh Peabody, Pittsburgh Perry, Pittsburgh Schenley and Pittsburgh Westinghouse. 3) Who is eligible for free tutoring? Students who are qualified to receive free or reduced-price lunch AND attend the schools listed in number 2 above are eligible for SES free tutoring. 4) Why can t my child have access to the free tutoring if they don t attend the schools above? Under the No Child Left Behind Law (NCLB) Supplemental Educational Services (SES) are only offered to students who attend a Title I school that has not made Adequate Yearly Progress on the Pennsylvania System of School Assessment (PSSA) for three or more years. 5) Can students at the Title I School Improvement schools above transfer to another public school and receive free tutoring services? No. When both options are available, parents may choose the transfer option or free tutoring services, but not both. 6) Who provides the free tutoring services? Service providers can be public, private, non-profit or for-profit organizations approved by the Pennsylvania Department of Education. Providers must have a demonstrated record of effectiveness in increasing student academic achievement and be financially stable. The services must be of high quality, research-based and consistent with the instructional program of the school district and Pennsylvania s academic content standards. 7) Does the school district offer transportation? No. Transportation to and from the provider tutoring site is the responsibility of the parent. 8) What are the steps for parents to select a provider? Parents will be mailed information on approved providers and an application. A) Parents should read the information provided and call individual providers for more information if they are interested in their services. B) Parents may also call the school district at (412) 622-3727 for assistance in choosing a provider. C) Parents should attend the Provider Fairs hosted by the School District. D) Once a decision is made, parents should complete the student s information at the top of the form; the parent information in the middle of the form; and the bottom must be completed by writing in their first and second choice. E) Parents must turn the paper over and sign and date the FERPA waiver for the school district to release academic information to the provider they chose. F) Lastly, parents should mail the form back to the school district in the envelope provided. G) The Provider that was chosen will contact the parent for the initial meeting. If the student is not eligible for services the school district will notify the parent by writing a letter. 9) What factors should parents consider in choosing a Provider? Parents may want to consider: where and when the provider offers services; how often and for how long students will be served; how students are grouped during tutoring; whether the provider can meet the academic needs of their child; tutors' qualifications; and how student progress will be measured. Family Educational Rights and Privacy Act, 20 U.S.C. 1232(g) Waiver to Disclose Information Student Name: School: The undersigned, the parent(s) or guardian(s) (the Parents ) of the student (the Student ) listed above, to the fullest extent permitted by applicable law, including but not limited to the federal Family Educational Rights and Privacy Act, 20 U.S.C. 1232(g), hereby authorize The School District of Pittsburgh (the SDP) to release to (the Contractor ), whom I (we) have selected as a provider of Supplemental Educational Services tutoring for the Student, information, including confidential records of the SDP concerning the Student, necessary in order to permit the Contractor to design and implement its Program of Supplemental Educational Services in a manner that will maximize the educational benefit to the Student. This Waiver constitutes my (our) written consent, as required under 34 C.F.R. 99.30, signed and dated, before the SDP discloses personally identifiable information concerning the Student to the Contractor. Accordingly: (1) the records that the SDP may disclose to the Contractor are the Student s grades and standard test scores for the current and previous academic years; (2) the parties make this disclosure to the Contractor in order to assist the Contractor in designing and implementing the Contractor s Program with respect to the Student; and (3) the SDP may make disclosure of such records only to the Contractor, and the Contractor may share this information only with its instructors and administrators implementing the Program. If I (we) request, the SDP shall provide me (us) with a copy of the records disclosed. The Contractor shall keep all such information, and any other information I (we) may provide concerning the Student, confidential to the fullest extent provided by Applicable Law. The Contractor must procure my (our) prior written consent before releasing any information concerning the Student. The foregoing to the contrary notwithstanding, I (we) hereby consent to the release and delivery by the Contractor to the SDP information concerning the Student s performance in the Contractor s Program, including but not limited to academic performance, attendance, standardized testing and assessments and disciplinary incidents, if any.
