2 PURPOSE This procedure specifies the requirements when engaging the services of Contractors or sub- Contractors to do work on Hydro Tasmania (HT) owned or managed Sites, and / or when Suppliers are engaged to provide major goods or services to HT. 3 SCOPE This procedure only applies to the processes related to managing the health, safety and environmental Risks and requirements of the Contracted Work or supplied goods. Other aspects of Contractor and Supplier Management, including technical, legal and financial aspects, are addressed through other procedures and business processes outside of the HSE Management System. 4 DEFINITIONS Term or Acronym Contractor Contractor HSE Management Plan High Risk construction work Meaning See HSEREF0801.2 Work Safe Roles and HSE Glossary someone who does work for HT in the form of labour, services or providing materials, etc. including all work done on a HT controlled Site or asset. This can include consultants and includes Entura when Contracted to work for HT. A detailed plan, prepared by the Contractor, detailing how the Health, Safety and Environmental Risks of the Contracted Work will be managed. Contractor HSE Management Plans are reviewed and approved by the HT Manager responsible for the Contract prior to the Contractor starting work. Note: separate Safety (SMP) and Environmental (EMP) Management Plans may be developed instead of an HSE Management Plan, and some work activities may only require a Safety Management Plan OR an Environmental Management Plan. As per Regulation 291 of the Work Health and Safety Regulations 2012, High Risk construction work is any work activity that: a) involves a risk of a Worker falling more than 2 metres; b) is carried out on a telecommunication tower; c) involves demolition of an element of a structure that is load-bearing or otherwise related to the physical integrity of the structure; d) involves, or is likely to involve, the disturbance of Asbestos; e) involves structural alterations or repairs that require temporary support to prevent collapse; f) is carried out in or near a Confined Space; g) is carried out in or near Page 3 of 17

i. a shaft or trench with an excavated depth greater than 1.5 metres; or ii. a tunnel; h) involves the use of Explosives; i) is carried out on or near pressurised gas distribution mains or piping; j) is carried out on or near Chemical, fuel or refrigerant lines; k) is carried out on or near energised electrical installations or services; l) is carried out in an area that may have a contaminated or flammable atmosphere; m) involves tilt-up or precast concrete; n) is carried out on, in or adjacent to a road, railway, shipping lane or other traffic corridor that is in use by traffic other than pedestrians; o) is carried out in an area at a Workplace in which there is any movement of powered mobile plant; p) is carried out in an area in which there are artificial extremes of temperature; q) is carried out in or near water or other liquid that involves a risk of drowning; or r) involves Diving work. Supplier A provider of goods and associated services to HT and does not do work on HT controlled Sites or assets. Suppliers include companies conducting delivery services if they are supervised by HT when delivering goods. Page 4 of 17

Work Planner shall: plan and schedule the work HT representative Job Manager (Site Manager, Project Manager, Works Manager) shall: establish and manage the Contracted / supplied work; manage the associated HSE Requirements; ensure the safe delivery of the work under the Work Health and Safety Act 2012; develop the scope of Contracted Works / supply and the associated specifications (including HSE Requirements) in consultation with Subject Matter Experts (SMEs); identify the technical requirements and competencies needed to perform the Contracted Work / supply, in consultation with the Contractors, including arranging for pre-award Site inspections where necessary; identify the HSE Hazards and Risk Management requirements for the job, in consultation with the Contractor / Supplier and other relevant parties (e.g. Site Manager, HSE Advisors); notify the Contractor of the scope of work, the associated HSE Risks and Controls required and the level of Safety Management Documentation required by HT, using Form HSEF1101.1 Contractor / Supplier Job HSE Requirements to record them in the Contract documents; provide relevant procedures and HSE documents, including Risk Assessments of known Worksite Hazards, and assisting in accessing and addressing any queries in relation to HT HSE Requirements and procedures; validate Contractor / Supplier safety records, checking Contractor training and competency records (licences, etc.), reviewing and approving HSE Risk Management Page 5 of 17

Plans and Controls and arranging any required HT training and Inductions, using Form HSEF1101.2 Contractor Pre-start HSE Compliance Check; arrange delivery of the Site-specific Induction (this may be done by a suitably qualified Worker nominated by the Person With Control or Management of the Workplace (PCMW); approve work to commence, including ensuring any required Permits are issued, that the Authorised Issuing Officer (AIO) has approved appointment of Persons In Charge (PIC), and ensuring that all Work Permit conditions are met; coordinate all Site works, identifying the Worksite boundaries, communicating Site Hazards and environmental aspects and resolving conflicting simultaneous operations; ensure adequate Site consultation and communication takes place, like the daily prestart toolbox meeting (see HSES0702 Consultation, Communication & Issue Resolution Standard). These meetings may well be led by the Contractor s Site Manager / supervisor after initial handover and commencement of works; ensure that the Site Emergency Response is adequate, organised and has been communicated to all parties; and consult with the Contractor about HSE Risk Management throughout the Contracted Works. Note: These responsibilities may be held by one Worker or shared, depending on who has control of the project and the Site (e.g. Site Manager, Project Manager, Works Manager or other accountable Worker), however the responsibilities must be clearly designated to the individual(s). Contractor / Supplier representative(s) has HSE duties and jointly shall: ensure the safe, environmentally-sound delivery of the Contracted Work; ensure the work is delivered as per the Contract requirements and that the HSE Management Requirements and Controls are implemented and complied with; consult with HT to identify the HSE Hazards and Risks arising from the Contractor s part of the job and to understand HT s HSE Management requirements; ensure HT s HSE Management actions, training and competency requirements (as identified in Form HSEF1101.1 Contractor / Supplier Job HSE Requirements or in the Contract) are met; provide relevant HSE Management documentation required by HT (as listed on Form HSEF1101.1 Contractor / Supplier Job HSE Requirements or in the Contract), including Contractor training and competency records (licences, etc.); prepare HSE Risk Management Plans and Controls in consultation with relevant Contractor Workers and HT, including developing and applying appropriate Safe Work Methods (SWMS) and performing Job Hazard Analyses (JHAs) that comply with HT s HSE System; ensure that all relevant Contractor Workers hold the required qualifications, certificates and Inductions and are equipped with the correct PPE and other safety equipment (e.g. personal isolation locks), as required under law and by HT, prior to the commencement of work; Page 6 of 17

supervise works directly, with a supervisor present on Site and contactable at all times whilst the Contractor has Workers on Site, continuously monitoring for HSE Hazards and conflicting simultaneous operations and informing HT of any conflicts; coordinate and communicate with HT to ensure the accuracy and completeness of on-site HSE Risk Management activities, including monitoring the implementation and effectiveness of the agreed Risk Controls; and report any injuries, safety and environmental Hazards, Near Misses and Incidents to the HT Representative - Job Manager(s) and, in the event of a Reportable Incident occurring, preserving the Incident scene for investigation and assisting with the investigation of Incidents. Note: These responsibilities may be held by one Worker or shared at the Contractor / Supplier s discretion; however the responsibilities must be clearly designated to the individual(s). Contractor Workers shall: ensure the HT HSE Management System requirements are followed; ensure Risk Controls in place on the Worksite and documented in the Contract; take reasonable care of their own safety, the safety of others and to prevent environmental harm; proactively request and obtain relevant documents to perform their work safely and prevent environmental harm; comply with all aspects of the agreed HSE Management Plans, follow the work practices and Risk management processes identified in the Contract or through Inductions; and report all injuries, safety and environmental Hazards, Near Misses and Incidents to their supervisor. Designer The Designer is the Worker who specifies how an item or component will be built and they shall: work with the Initiator of a job to develop the design scope / specification to the requested level of detail to identify HSE Risks and requirements involved; provide a written report that specifies the Hazards relation to the design that pose a potential health or safety Risk to Workers implementing and operating the design through the foreseeable life-cycle of the design; take due care to consult, consider and communicate HSE Risks associated with the design to those doing the work, and to those who will be affected by the work at any point in the future (i.e. doing maintenance or using the facilities); and carry out, or arranging for others to carry out, any calculations, analysis, testing or Site examination required to manage the design and associated HSE Risks. Procurement Team The HT Procurement Team set up Contracts with Contractors and Suppliers, as well as maintaining a Contractors and Suppliers Database and recording the Contractor Performance Assessment process. The Contractors and Suppliers Database contains records of any previous engagements with a Contractor / Supplier, including any performance scores recorded for HSE, and should be consulted in the sourcing process. The Procurement Team also have a Supplier Pre-Qualification Database to provide information on potential Contractors / Suppliers. Procurement Team shall: advise HT Representative - Job Manager(s) on the selection of Suppliers and Contractors, providing access to the information from both the Contractors and Suppliers Database and the Supplier pre-qualification Database including historical copies of HSEF1101.3 Contractor HSE Questionnaire; store and manage historical copies of HSEF1101.3 Contractor HSE Questionnaire; manage the tender process for larger value or complex projects, including attending Site inspections for tenders; advise HT Representative - Job Manager(s) on the most appropriate form of the Contract, including how best to include HSE Requirements; assist and advise on the establishment of the Contract(s), advising on Contractual matters during the negotiation phase and on variations (as required); arrange any necessary legal advice, as required; and assist in the close-out of the Contract upon completion, including requesting the assessment of Contractor / Supplier HSE performance using the Contractor Performance Assessment scorecard and updating the Contractors and Suppliers Database. HSE Team / Advisors shall: provide advice and assistance for HSE Management, including HSE Requirements for Contractors and Suppliers; assist to identify HSE Risks for the proposed scope of works, including participating in Hazard studies for designs; assist and advise on HSE matters during the Contractor / Supplier selection process, including developing appropriate Controls; provide advice during the preparation of the technical specification on HSE issues, including the review of any HSE Management Plans; assist with the investigation of Contractor HSE Incidents, reported Hazards and near-misses, and the evaluation and reporting of Contractor / Supplier HSE performance; and lead HSE audits of Contractor / Supplier performance. 6 PROCESS DETAILS 6.1 Confirm Need to Engage Contractor / Supplier The HT Representative - Job Manager requiring the goods or services, in consultation with their Line Manager, identifies the need to engage an external Contractor / Supplier as part of works planning process. A Contractor or Supplier may be engaged for a variety of reasons, including: providing skills or knowledge not available within HT; meeting availability requirements or solving resource constraints; or providing equipment or services not available in-house. 6.2 Develop Contractor / Supplier Scope of Works and / or Specification Once the need to engage a Contractor / Supplier is confirmed, the HT Representative - Job Manager develops the scope of works and / or specifications for the component of work / supply to be provided by the Contractor / Supplier. This includes completion of HSEF1101.1 Contractor / Supplier Job HSE Requirements as per Section 6.3 Identify the HSE Hazards and Risk. 6.3 Identify the HSE Hazards and Risks Based on the scope / specifications developed in Section 6.2 Develop Contractor / Supplier Scope of Works and / or Specification, the HT Representative - Job Manager identifies the HSE Hazards associated with the Contracted Works / supplied goods and assesses the Risks. It is important to ensure the Hazards are correctly identified and the Risks are accurately determined. To do this: follow procedure HSEP0301 Hazard Identification and Operational Risk Management Procedure; and consult with relevant experts, such as Site or Production Managers, potential Contractors / Suppliers and HSE Advisors. The HSE Hazards and Risks are documented in Form HSEF1101.1 Contractor / Supplier Job HSE Requirements and possibly elsewhere in the engagement Contract documents. For supply of goods with no associated HSE Risks (e.g. stationary), no further steps are required and the works parcel sourcing is completed through the business Procurement Process. 6.4 Nominate the HSE Controls Based on the Risks identified in Section 6.3 Identify the HSE Hazards and Risks, the HT Representative - Job Manager nominates the HSE Management System Controls required to be used to manage the Risks. Selecting suitable Controls may require consulting with relevant experts to ensure that the Risk Controls are adequate. Page 9 of 17

To select suitable Controls: follow procedure HSEP0301 Hazard Identification and Operational Risk Management Procedure; consult with relevant experts, such as Site or production managers, potential Contractors / Suppliers and HSE advisors; and update the scope of work / specifications accordingly with the nominated Controls. HSE Controls may include, but are not limited to, nominating: HT procedures to be followed; Permits required, including: o Permit to Work; o Safety Permits (Hot Work Permit, Confined Space entry, Concealed Services, Diving Permit); o Environmental Permits (vegetation clearing, threatened species, work in the World Heritage area); and / or o Legal Permits (Council Permits, Building Permits, Dam [ACDC] Permit). the training, qualifications and competencies required; HSE documentation the Contractor / Supplier must provide; and / or any approvals, monitoring or reporting required during different phases of the work. The HSE Controls are documented in Form HSEF1101.1 Contractor / Supplier Job HSE Requirements and in the engagement Contract documents. 6.5 Short-List Potential Contractors / Suppliers The HT Representative - Job Manager short-lists the potential Contractors / Suppliers to be approached to provide the goods or services required and examines their ability to do the work required and manage the associated HSE Risks (e.g. by expressions of interest or by the Procurement Team Supplier Pre-qualification Database). Where the Contractor / Supplier has worked for HT before, source information on their HSE performance and record through: the Procurement Team Contractor and Supplier Database; and other business records For Contractors / Suppliers who are new to HT: the Contractor / Supplier complete HSEF1101.3 Contractor / Supplier HSE Questionnaire; and Page 10 of 17

a copy of any completed HSEF1101.3 Contractor / Supplier HSE Questionnaire is provided to the Procurement Team for record keeping. Note: HSE is only one aspect of Contractor / Supplier selection. All other procurement requirements must also be followed. The HT Representative - Job Manager uses the information provided in HSEF1101.3 Contractor / Supplier HSE questionnaire to help select the appropriate Contractor / Supplier and to identify areas of HSE Management that may require additional attention during the planning and execution of the work. 6.6 Put Works Out to Sourcing Following the business Procurement Processes, the HT Representative - Job Manager puts the works out to sourcing (quote, competitive tender etc.). Information on the HSE Risks and Control requirements is provided as part of sourcing to ensure potential Contractors / Suppliers understand HT HSE Requirements and can submit accurate prices, see HSEF1101.1 Contractor / Supplier Job HSE Requirements. Information on HSE Management provided at sourcing may include: copies of, or access to, relevant HSE documents (procedures, forms, handbooks, etc.); and / or Safety Data Sheets (SDS) where HT is providing materials. Consultation during the sourcing process provides an opportunity to communicate HSE Requirements and desired outcomes and to clearly set HT expectations for HSE Management. Note: For umbrella Contracts, HSEF1101.1 Contractor / Supplier Job HSE Requirements is used to communicate the HSE Requirements when sourcing a specific parcel of work under that umbrella Contract, rather than as part of Contract development. 6.7 Selection and Negotiation With Successful Contractor / Supplier Receive and evaluate the tenders / quotes, selecting the preferred Contractor / Supplier following the standard business procurement process. Confirm that the selected Contractor / Supplier can meet the HSE Management Requirements as communicated in the Contract documents / Form HSEF1101.1 Contractor / Supplier Job HSE Requirements, through: reviewing HSEF1101.1 Contractor / Supplier Job HSE Requirements to confirm the HSE Risks and Controls in consultation with the successful Contractor / Page 11 of 17

Supplier and other relevant parties (HSE team, Site Manager, Outage Manager, Works Supervisor, etc.) to ensure all parties understand and agree; reviewing Contractor / Supplier preliminary HSE Management Plans; discussing HSE Management (including revision of the Risks and agreed Controls) with the Contractor / Supplier; and assessing their HSE Management System. ensuring all HSE Requirements that the Contractor / Supplier must comply with are documented in the Contract through HSEF1101.1 Contractor / Supplier Job HSE Requirements; and making available copies of relevant HSE documents, including procedures, forms and handbooks (hard copy, electronic copy through www.hydro.com.au). It is important to ensure that the Contractor / Supplier representative is consulted regarding HSE Management and that HT confirms that the Contractor / Supplier understands all the HSE Requirements of the work, including what information is required and how it will be communicated. 6.8 Finalise HSE Requirements and award job The HT Representative - Job Manager finalises the HSE Requirements with the successful Contractor / Supplier by reaching agreement on the associated Hazards and required Controls, then awards the Contract or Purchase Order. Note: For umbrella Contracts, HSEF1101.1 Contractor / Supplier Job HSE Requirements is signed by the Contractor / Supplier representative as part of sourcing a specific parcel of work under the umbrella Contract, rather than as part of Contract development. 6.9 Support Contractor / Supplier HSE Management Prior to commencing work, the HT Representative - Job Manager assists the Contractor / Supplier to fulfil the agreed HSE Requirements (including those documented in HSEF1101.1 Contractor / Supplier Job HSE Requirements). This includes, but is not limited to: reviewing and approving final HSE Controls, including Safety (SMP) and / or Environmental (EMP) Management Plans, Safe Work Method Statements and product designs or specifications; and providing HSE advice and information, including contacting relevant experts and HSE advisors; and / or arranging any required HT training or Inductions. 6.10 Review Contractor HSE Controls The HT Representative - Job Manager checks that the HSE Requirements have been met, including comparing the implemented Controls against the Requirements listed on Form HSEF1101.1 Contractor / Supplier Job HSE Requirements and elsewhere in Page 12 of 17

the Contract and by working through HSEF1101.2 - Contractor Pre-start Compliance Check. The Contractor / Supplier representative reviews and signs HSEF1101.2 - Contractor / Supplier Pre-start Compliance Check to confirm that the agreed Controls have been implemented. The HT Representative - Job Manager signs HSEF1101.2 - Contractor / Supplier Pre-start Compliance Check to confirm that the Controls are adequate and that HT s HSE Requirements have been met. 6.11 Permission to Commence Work Any remaining job tickets or required Work Permits are issued and permission to commence work is granted by the HT Representative - Job Manager. Note: If the work is to be done under a Permit to Work, refer to procedure HSEP0933 Permit to Work Procedure 6.12 Monitor and Manage HSE Performance The HT Representative - Job Manager and the Contractor / Supplier representative monitor and manage HSE performance throughout the duration of the Contracted / supplied works. Monitoring may include visits to Supplier Sites, auditing of Contractor activities or other formal checks as well as more informal assessments. The HT Representative - Job Manager s responsibilities include: monitoring Contractor HSE performance and providing relevant and timely feedback; providing access to HSE information and advice; ensuring adequate communication and consultation of HSE issues and requirements; and coordinating the Site Emergency Response. The Contractor / Supplier representative s responsibilities include: continual monitoring of effectiveness of Contractor s HSE Controls; ensuring adequate supervision of Contractor / Supplier work; complying with HT s HSE policies and procedures; and reporting any HSE Incidents, Hazards or near-misses. 6.13 Verify Completion or Supply At the conclusion of Contracted Works, or the delivery of supplied goods / services, the HT Representative - Job Manager verifies that the works / goods have been provided as specified in the Contract. This may include: verifying completion of works and / or receipt of goods as ordered; decommissioning of HSE Controls and restoration of the Site; provision of Safety in Design and / or Hazard Studies documentation for design work; finalising any HSE Incident reports, closing out the Permit to Work and other HSE administrative tasks; checking that safe packaging and Safety Data Sheets are provided for any supplied chemicals (including wastes); and providing reports on any plant condition changes or operating restrictions. In addition to the HSE Component, any other applicable Contract administrative processes are followed to close out the Contract. 6.14 Review HSE performance The HT Representative - Job Manager formally assesses the performance of the Contractor / Supplier (including the HSE performance) following the Procurement Contractor Performance Assessment process. This information is then used to update the Contractor and Supplier Database. Contractors / Suppliers are also given an opportunity to provide feedback on HT HSE Management. This feedback is reviewed by the HT Representative - Job Manager, who provides a copy to the HSE Team. Page 14 of 17
