Ottawa County Comprehensive Water Resource Study Summary of Institute of Water Research Proposal The Selection Committee has recommended that the Institute of Water Research (IWR) at Michigan State University be hired to conduct the Comprehensive Water Resource Study. In order to accomplish the objectives of the Study the IWR is proposing to develop an interactive web-based groundwater modeling system that can be utilized by county and local officials. The IWR is also proposing to develop recommendations for policies. The groundwater modeling system, or Interactive Web-based Decision Support System (IWDSS) will enable users to see into the earth in a 3-D environment. This will provide valuable insight which will useful for planning-related decisions. The functions that will be provided by the IWDSS are listed below under each of the corresponding Study objectives. Also listed are possible programs and policies that may be necessary. Study Objective A Minimize the impact of development on an aquifer s ability to sustain current and future water withdrawal demands, as well as any adverse effects on water table levels and surface water levels Interactive Web-based Decision Support System Functions Determine amount of withdrawal that aquifer can sustain per quarter section of land Determine impact of withdrawals from a proposed development on surrounding surface water levels Determine impact of proposed withdrawals on water table levels (may not be able to provide this function within the current budget) Identify the location, size, and rate of infiltration of major recharge areas (major recharge areas are areas of land where water infiltrates into the groundwater for an extended period of time) Policy/Recommendations (if necessary) Zoning and/or master plan district/density changes Zoning and/or master plan text changes Low-Impact Design (LID) techniques Recharge area protection programs Impervious surface limits / porous surface requirements Hazardous substance use requirements
Study Objective B Minimize the impact of development water withdrawals on domestic well quality (e.g. saline water, nitrates, etc.) Interactive Web-based Decision Support System Function Identify areas where saline water exists in freshwater aquifers Identify sources of saline contamination of freshwater aquifers Determine amount of withdrawal possible before it causes saline water to enter freshwater aquifer Determine areas where artificial recharge (e.g. retention ponds, landscaping, etc.) would be effective in reducing salinity in freshwater aquifers Determine how a proposed withdrawal would affect the movement of contamination (e.g. saline water, nitrates, etc.) Policy/Recommendations (if necessary) Zoning and/or master plan district/density changes Zoning and/or master plan text changes Artificial recharge (e.g. cisterns, filter strips, etc.) techniques / requirements Well depth requirements Study Objective C Minimize the potential infiltration of wastewater contaminates (e.g. nitrates, phosphates, pharmaceuticals, industrial/household chemicals, etc.) in areas relying on septic systems and domestic wells Interactive Web-based Decision Support System Function Identify location and type of contamination Determine direction and rate of contamination movement Identify how contamination has moved over time and the potential source of the contamination Identify sites that are at risk of contamination based on the location of existing contaminates and the direction of contaminate movement Policy/Recommendations (if necessary) Zoning and/or master plan district/density changes Zoning and/or master plan text changes Septic density requirements Recharge area protection techniques Well-depth requirements Stormwater/runoff management techniques Safe septic use and maintenance education and outreach Agricultural management techniques
Study Objective D Minimize the potential hydrologic impacts of impervious surfaces that may be associated with new development, such as reductions in groundwater recharge, reductions in surface water quality, and rapid surges in surface water levels Interactive Web-based Decision Support System Functions Identify areas where current zoning regulations may be in conflict with major recharge areas or where mitigation techniques are needed Identify areas where artificial recharge would be effective in mitigating the amount of runoff caused by impervious surfaces Determine the impact of proposed impervious surfaces from new developments on surface and groundwater quantity and quality (This function cannot be provided within the current budget, but may be added as an enhancement at a later time) Policy/Recommendations (if necessary) Zoning and/or master plan district/density changes Zoning and/or master plan text changes Artificial recharge techniques and requirements Impervious surface limits/porous surface requirements Stormwater/runoff management techniques Study Objective E Prevent the negative effects of elevated water table levels on new development (e.g. basements, foundations, and footings) Interactive Web-based Decision Support System Functions Determine depth to watertable Determine historical fluctuations of water table Identify areas at risk for basement flooding caused by perched water (perched water is caused by very slow infiltration of precipitation which can lead to basement flooding) Policy/Recommendations (if necessary) Regulations or updates to existing regulations for basement footing placement Guidelines for areas at risk of basement flooding caused by perched water Guidelines for developers to prevent basement flooding (e.g. drainage, rain gardens, etc.)
