GRADUATE SCHOOL IN PUBLIC ECONOMICS (DEFAP) INFORMATION REGARDING ADMISSION TO THE GRADUATE SCHOOL IN PUBLIC ECONOMICS (10 PLACES), ANNOUNCED BY THE UNIVERSITA CATTOLICA DEL SACRO CUORE AND UNIVERSITA DEGLI STUDI DI MILANO-BICOCCA Art. 1 Institution Applications are invited for admission to the selection procedure of the Graduate School in Public Economics (DEFAP), promoted by the Università Cattolica del Sacro Cuore and the Universita degli Studi di Milano Bicocca Duration of the course: 3 years Places: 10 Places with a study grant: 7 Places without a study grant: 3 Art. 2 Selection Procedure The selection procedure for admission to the Graduate School, aiming to ascertain candidates knowledge, ability and aptitude for scientific research in subjects related to the School, is based on academic merits. No more than 10 candidates are admitted to the Programme. Seven scholarships are assigned on academic merits to the candidates admitted to the Programme. Art.3 Entrance Requirements Applications for the selection procedure will be considered from candidates of all ages and nationalities who have an Italian four-year diploma di laurea (degree) or a post-graduate degree or any foreign academic qualification previously recognised as equivalent by the academic authorities, or recognised in accordance with inter-university agreements of co-operation and mobility. Candidates from Italy, the European Union or other nations holding a foreign academic qualification which has not been declared equivalent to an Italian degree will request the recognition of their qualification as equivalent in their application for the selection procedure, for purposes of admission to the research doctorate programme only. To this end, documents necessary for the teaching staff to reach a decision regarding the recognition of equivalence should be enclosed with the application. Applications will be also considered from candidates who, by the date of the application deadline have not yet obtained the degree or the foreign academic qualification. In this case, admission will be accepted conditionally and the candidate will have to submit the diploma di laurea or the foreign academic qualification by the deadline for matriculation, or give up the place.
Art. 4 Qualifications and Publications The following documents must be enclosed with the application form for admission to the Graduate School: a) an up-to-date CV/ résumé; b) - for graduates, a certificate of a four-year diploma di laurea or post-graduate degree with the final grade and transcripts of the courses attended and grades received or the foreign academic qualification from a foreign university, with the final grade and transcripts of the courses attended with grades received; - if qualification is pending, a certificate of enrolment at one of the above-mentioned Italian degree courses with the transcripts of courses attended and grades received or at a foreign academic course with transcripts of the courses attended and grades received; c) - certification of further qualifications, such as a Master degree and other post-graduate courses from Italian or foreign institutions with transcripts of courses attended and grades received; -a photocopy of all qualifications and relative transcripts; d) a list of all publications to be considered during the selection procedure; e) at least two letters of recommendation written by members of university academic staff; these letters, in sealed envelopes signed by the senders, must be enclosed with the application; The Admission Selection Board will also evaluate the result of the GRE- Graduate Record Examinations (General Test and Computer Based Testing to Paper-Based Testing) and one of the following certifications attesting to the English language: - FCE; - CAE; - CPE ; - BEC; - BRITISH CHAMBER of COMMERCE; - TRINITY COLLEGE; - TOEFL; - IELTS. On September 23, 2010 candidates may be called and interviewed via Skype by a member of Admission Selection Board.
Art. 5 Application for Admission Applications,, must be sent within 45 days from the publication date of the Announcement on Gazzetta Ufficiale della Repubblica Italiana The candidate can apply: connecting to http://dottorati.unicatt.it or http://sculedidottorato.unicatt.it/defap The Application and the other supporting documents must be sent to the following address: Università Cattolica del Sacro Cuore (Ufficio Concorsi e Dottorati di ricerca) L.go Gemelli 1 20123 - Milano In their applications, to be completed in Italian or in English, candidates should state clearly, and under their own responsibility: - their personal details (surname, name, date of birth, tax code), place of birth, nationality, and place of residence and current address for the purposes of the selection procedure; - candidates with dual nationality, one of which is that of a member state of the European Union, can use the latter; - if possible, EU and foreign students should provide an address in Italy or that of their embassy in Italy as domicile of choice; - for graduates: four-year degree or post-graduate degree, the date and the name of the University from which it has been obtained, or the academic qualification from a foreign university with the documents necessary for the teaching staff to reach a decision regarding the recognition of equivalence; - if qualification is pending: the four-year degree or post-graduate degree to be obtained, the presumed date and the name of the University from which it will be obtained, or the academic qualification to be obtained from a foreign university, the name of this University and the presumed date of award; - knowledge of foreign languages other than English; - a written undertaking of full-time attendance at the School according to the rules defined by the teaching staff; - the to inform the DEFAP Administrative Office immediately if the personal details change; - a copy of the Identity Document. Any change of address or domicile of choice for the purposes of the evaluation procedure should be communicated immediately.
The Università Cattolica del Sacro Cuore does not assume any responsibility in the case of loss of documents due to incorrect or incomplete information provided by candidates. Art. 6 Evaluation Committee The Graduate School Admissions Selection Board is nominated by the Chancellor of the Università Cattolica del Sacro Cuore Art. 7 Admission With reference of the selection procedure, candidates will be admitted to the School on the basis of a list in order of merit up to the number of places foreseen by article 2 of the Announcement. Art. 8 Enrolment at the School Students admitted to the School and endowed with a scholarship will be required to enrol at either Università Cattolica del Sacro Cuore or Università degli Studi di Milano Bicocca according to their research interests. The Admission Selection Board will communicate to the admitted candidates their enrolment institution. Students awarded a place without scholarship will be required to enrol at Università Cattolica del Sacro Cuore. If any students who have received a study grant decide not to take up their places before the beginning of the doctoral programme, the study grants will be awarded on the basis of the list of merit. The annual amount of the study grant is determined by a ministerial decree. A study grant will not be awarded to holders of any other kind of study grant awarded for whatever reason, except those awarded for a period spent abroad to complete training and research activities. The study grant will be paid for the whole period of the course. The sum of the study grant will be increased for any period spent abroad, by a minimum of 50 per cent. The School entry and annual fees amount to 1,700.00, to be paid at Università Cattolica del Sacro Cuore in two instalments, the first on matriculation or renewal of enrolment and the second on 30 th of June of each year. Doctoral students who hold study grants awarded by the Universities are exempted from School entry and annual fees.
Art. 10 Rights and Duties of Doctoral Students Doctoral students must follow the activities planned for their course regularly and commit themselves fully to the individual and guided study syllabi and research activities assigned to them by the teaching staff. Doctoral students may be authorised to undertake a period abroad and internships at public or private organisations after approval by the Director of Studies and the teaching staff. Doctoral students may carry out other compatible activities on obtaining permission from the teaching staff. At the end of each year at the School, the work carried out by the doctoral students will be evaluated. Admission to the following year is conditional upon passing this overall evaluation. The evaluation is based on the results of the examinations scheduled by the teaching staff for each year. Doctoral students can obtain suspension from courses and of study grants by Chancellor s Decree in the case of maternity, national service, or serious, certified illness. According to art. 4, comma 8, of the law n. 210/1998, the Faculty Committee, after consulting the teaching committee, may assign a defined teaching activity to a doctoral student, subject to acceptance by the doctoral student. This activity must not compromise the doctoral student s own studies/research, and for holders of a study grant will not imply further retribution by the University Cattolica. Students can be expelled from the School by motivated ruling of the teaching staff, for: failing to satisfy the teaching staff at the end of each year of the course; carrying out compatible activities (as above) without permission from the teaching staff; unexplained long absence, for a period of more than 30 days. Art. 11 Awarding of degree The doctoral degree will be awarded jointly by Università Cattolica del Sacro Cuore and Università degli Studi di Milano Bicocca. The final exam can be retaken only once. The examination board will be nominated jointly by Unversità Cattolica del Sacro Cuore and Università degli Studi di Milano Bicocca. It will comprise three experts of the topics addressed in the dissertation.
If a dissertation cannot be presented for certified reasons on the set date, in accordance with the Defap managing committee, the Chancellor can admit the candidate to the final exam with an extension as regards the set date, and, if the course is not run the following year, to another university site.
