Welcome to Oxleas NHS Foundation Trust Our focus is on improving lives the lives of the people who use our services, their carers and the people who work for Oxleas NHS Foundation Trust (Oxleas). Based in south east London, we offer a wide range of health and social care services to our local community. We provide care for people of all ages and work closely with a variety of partners to ensure that our services are well-integrated and wide-ranging. We have a workforce of around 3,300 people including many highly-skilled health and social care professionals. Our purpose is To improve lives by providing the best quality health and social care for our patients and their carers. Oxleas NHS Foundation Trust Charitable Fund Registered Charity No. 1061424 The aim of our charity is to raise and attract donations that can be used to benefit mental heath, learning disability and community health services provided by Oxleas. This is gained through direct investment in patient and staff welfare, education of staff and research projects. The fund is administered by the charity trustees who are Oxleas Board of Directors. Individual Funds The Charitable Fund now consists of 68 individual (67 in 09/10). Changes to the are detailed below: Bromley Complex Needs Music Group This has been set up to benefit 10-15 musical service users on a weekly basis. The group have plans to produce a CD and perform to an audience outside of the Trust. It is intended that the Fund will be supported through donations and multimedia sales. The Non Violent Resistance (NVR) Fund This has been approved to help support current NVR projects. Grants and private donations will provide the main income for this fund. Woodside Trust Fund has been transferred to South London Healthcare, following the move of the service it supports. The Oakwood Trust Fund has been closed as it is no longer used. 3

Oxleas NHS Foundation Trust Charitable Funds Annual Report & Accounts 2010-11 The Corporate Trustee presents the Charitable Fund Annual Report together with the Accounts for the year ended 31 March 2011, prepared in accordance with Section 42 of the Charities Act 1993 and The Charities (Accounts and Reports) Regulations 2008. Reserves Policy The charity aims to expend all received within one year of receipt, except where are being saved for a specific purpose. The budget holders for each trust fund are responsible for building reserves for their fund. Fund balances earn interest during the year from Lloyds TSB Bank PLC. Risk Policy The amount of held in respect of charitable is considered too small to support an investment portfolio. The Trustee does not consider there to be any major risks associated with the charitable due to the nature of the charitable activities undertaken. Funds spent during the year will be no more than the balance held. No one single transaction can exceed 500 without authorisation from an approved signatory. Expenditure of more than 500 but less than 1,000 requires a Director s signature/approval. Plans to spend more than 1,000 must be presented at the next Trustee s meeting for approval. Budget holders are provided with fund balances during the year, to support informed decisions regarding expenditure. Oxleas provides accounting facilities for the Trust Funds. The financial position of any Fund can be known at any time because each one has a unique code which is debited or credited at the time of a transaction. Transactions are processed though the ledger system. Any balance owing to or from the Fund is transferred between the Trust Fund Account and Oxleas bank account during the financial year. Corporate Trustee Oxleas NHS Foundation Trust is the Corporate Trustee of Oxleas NHS Foundation Trust Charitable Fund. Only full members of the Trust Board can be Trustees. The members of the Trust Board can be found in note 2 to the accounts. The Trust Board meets monthly in private. A quorum of seven members of the board of directors is required for the meeting to take place. Statement of trustees' responsibilities The trustees are responsible for preparing the Trustees' Annual Report and the financial statements in accordance with applicable law and United Kingdom Accounting Standards (United Kingdom Generally Accepted Accounting Practice). The law applicable to charities in England & Wales requires the trustees to prepare financial statements for each financial year which give a true and fair view of the state of affairs of the charity and of the incoming resources and application of resources of the charity for that period. In preparing these financial statements, the trustees are required to: select suitable accounting policies and then apply them consistently; observe the methods and principles in the Charities SORP; make judgments and estimates that are reasonable and prudent; state whether applicable accounting standards have been followed, subject to any material departures disclosed and explained in the financial statements; and prepare the financial statements on the going concern basis unless it is inappropriate to presume that the charity will continue in business. The trustees are responsible for keeping proper accounting records that disclose with reasonable accuracy at any time the financial position of the charity and enable them to ensure that the financial statements comply with the Charities Act 1993, the Charity (Accounts and Reports) Regulations 2008 and the provisions of the trust deed. They are also responsible for safeguarding the assets of the charity and hence for taking reasonable steps for the prevention and detection of fraud and other irregularities. The trustees are responsible for the maintenance and integrity of the charity and financial information included on the charity's website. Legislation in the United Kingdom governing the preparation and dissemination of financial statements may differ from legislation in other jurisdictions. The trustees also confirm that: steps have been taken to ensure that the auditors are aware of all information relevant to these accounts there is no audit information relevant to the accounts of which the auditors are unaware Within the year a resolution was passed to appoint PricewaterhouseCoopers LLP as independent examiners of the charity. Independent Examiners Report to the Trustees of Oxleas NHS Foundation Trust Charitable Funds We report on the financial statements of Oxleas NHS Foundation Trust Charitable Funds for the year ended 31 March 2011, which are set out on pages 7 to 13. Respective responsibilities of trustees and examiners The charity s trustees are responsible for the preparation of the financial statements. The charity s trustees consider that an audit is not required for this year under section 43(2) of the Charities Act 1993 (the 1993 Act) and that an independent examination is needed. It is our responsibility to: examine the financial statements under section 43 of the 1993 Act; follow the procedures laid down in the General Directions given by the Charity Commission under section 43(7)(b) of the 1993 Act; and state whether particular matters have come to our attention. This report has been prepared for and only for the trustees as a body in accordance with paragraph 31 of The Charities (Accounts and Reports) Regulations 2008 made under the Charities Act 1993 and for no other purpose. We do not, in making this report, accept or assume responsibility for any other purpose or to any other person to whom this report is shown or into whose hands it may come save where expressly agreed by our prior consent in writing. Basis of independent examiners report Our examination was carried out in accordance with the General Directions given by the Charity Commission. An examination includes a review of the accounting records kept by the charity and a comparison of the financial statements presented with those records. It also includes consideration of any unusual items or disclosures in the financial statements, and seeking explanations from you as trustees concerning any such matters. The procedures undertaken do not provide all the evidence that would be required in an audit, and consequently we do not express an audit opinion on the view given by the financial statements. Independent examiners statement In connection with our examination, no matter has come to our attention: (1) which gives us reasonable cause to believe that in any material respect the requirements to keep accounting records in accordance with section 41 of the 1993 Act; and to prepare financial statements which accord with the accounting records and comply with the accounting requirements of the 1993 Act have not been met; Or (2) to which, in our opinion, attention should be drawn in order to enable a proper understanding of the financial statements to be reached. Notes to the Accounts 1 Accounting Policies 1.1 Basis of preparation The financial statements have been prepared under the historic cost convention. They have also been prepared in accordance with Accounting and Reporting by Charities: Statement of Recommended Practice (SORP 2005), applicable UK Accounting Standards and the Charities Act 1993 and Charities (Accounts and Reports) Regulations 2008. 1.2 Funds structure Oxleas NHS Foundation Trust Charitable Fund comprises restricted income and unrestricted income. Where there is a legal restriction on the purpose to which a fund may be put, the fund is classified in the accounts as a restricted fund. All unrestricted can be spent at the trustee s discretion. The major and material held in this category are disclosed in notes 8 and 9 of the Accounts. The Charity has no endowment. 1.3 Incoming resources All incoming resources are recognised once the charity has entitlement to the resources, it is certain the resources will be received and the monetary value can be measured with sufficient reliability. All incoming resources are included in full in the Statement of Financial Activities for the year. 1.4 Expended resources All expenditure is accounted for on an accruals basis. All expenditure is recognised once there is a legal or constructive obligation committing the charity to make payment to a third party. 1.5 Support costs The Charitable Fund was charged 4,000 by Oxleas NHS Foundation Trust (: 3,500) to cover the cost of Fund management and administration. The charge made by the NHS Foundation Trust is at a fair open market rate and represents appropriate recharges of staff and non staff costs (eg. stationery) to Oxleas NHS Foundation Trust. The cost is apportioned between the based on individual balances at the start of the financial year. The increase in the administration cost has brought it in-line with the audit cost. The new cost reflects the staff time and resources demanded by the growth of the Trust Funds over the past few years. 1.6 Costs of generating The costs of generating are those attributable to generating income for the charity. They represent fundraising costs. 1.7 Charitable activities Expenditure on activities which are for the ongoing benefit of patients and staff are charged directly to Charitable Activities. 9

Related Party Transactions None of the Corporate Trustee or key management staff of Oxleas NHS Foundation Trust or parties related to them has undertaken any material transactions with Oxleas NHS Foundation Trust Charitable Fund during the financial year or received any benefit from the charity in payment or kind. The Charitable Fund made a revenue payment of 4,000 to Oxleas NHS Foundation Trust for the administration and management costs of Oxleas NHS Foundation Trust during the financial year (: 3,500).
