Scenarios you may encounter
ADM (Average Daily Membership) All Catholic schools in the Archdiocese are Chartered Nonpublic Schools This determines your auxiliary services and administrative cost reimbursement payments ADM count is the first full week of October (This week!) Make sure that school is in session during those days when planning for next year (calendar) Count all students who are enrolled during this week. Absent students are counted unless their absence was unexcused System should open October 13 and is normally due by October 31. Don t wait until the last minute.
Federal Reporting Formerly called NS3 & reported in Spring Determines funding for all Title programs as well as IDEA-B (Special Education) If your numbers are incorrect you will lose a lot of dollars for services to your students Will be completed with ADM beginning 2014-15. This is a NEW PROCESS. The Archdiocese will conduct additional training, if necessary.
New way to report data New system called the Nonpublic Data System (NPDS) You will need to download, populate, and upload Excel files System is set to open on October 13 State numbers are due by October 31 Unclear when Federal numbers are due As of October 5 (last night) the system was not available.
State Auxiliary Funds Secular; not used for religious purposes Materials must be able to be used by individual students, not teachers (still owned by public district) Personnel through the district or contractor Purchases made over one fiscal year (July 1-June 30); carryover available until end of biennium. (June 30, 2015 is the end of the current biennium) Districts can impose an ending date for purchases. March 31, 2015 is a good target date 1. Money is accessed using an SF200 form for each request. Check with your auxiliary clerk. 2. Send these to Pam Jaspers in the CSO office at csogov@catholiccincinnati.org and she will approve them for you
State Auxiliary Funds Will be approximately $787.21 in FY15. ¼ August; ¼ November; ½ February (adjusted for new ADM) Public schools may limit you to spend money that they have received if they wish You can find your funding at any time Consult the manual (handout) with questions Nonpublic principal is responsible When we challenge a purchase, it s to protect the entire system 42,149 x 787.21 = $33,180,114

Administrative Cost Reimbursement Ensure that you claim at least a minimum of $360 per pupil (amount capped by law) ACR Between $337 and $360 per pupil in 2014-2015; you are being paid for things you did last year Teachers & staff must fill out forms; plan time for this Summary form must be completed via SAFE account by June 30 of each year. This money goes directly to your school for general operations Keep good records of forms (not spending); you will be audited Paid 1/3 Nov 1/3 Feb 1/3 April
TRANSPORTATION Right is given to parents, not schools New days to hours law requires chartered nonpublic school to consult with public district about busing Not required to change school starting times but you are encouraged to work with your public district; districts are required to work with your calendar (A.G. ruling from 1983) Please contact public district transportation director with problems and copy your regional director CSO will address systemic issues

TITLE I & Poverty Count Generated by poverty count and serves based on academic eligibility Principal s Action 1. You should send the Title I low income household count form to all of your families with August/September paperwork 2. Send summary sheet (page 4) to Pam Jaspers by October 10 3. Count students on NPDS (Low income & Academically eligible) 4. Work with your public district to use funds to create programs to help students. 5. Could be used for after school, homework club, summer work. Your district may have assigned a person to your school with these funds.
TITLE II-A Consortium. Professional development for teachers and administrators See website for guidelines Ohio is currently under investigation from US Department of Ed Principal s Action 1. Title III Limited English and Immigrants Check all incoming students for the following: 1) What was this student s first language? (i.e. native language) 2) What language does this student most frequently speak? 3) What language is most often spoken by adults at home? If the answer to any of these is not English the student should be tested
Title III Limited English and Immigrants Identify Students who may have limited English language ability Get students tested using the OTELA (Jan-Mar) Funding available in districts for students whose limited English affects their learning Usually involves services to parents, as interpreters, or materials and testing for identification Contact Mayra Wilson at the CSO for help We have a new coordinator for the Dayton/North schools
Special Education Part B IDEA Federal Funds for services and equipment for special education Generated by October count (no longer a December count) as reported on NPDS (Eligible with disabilities) Any student who meets the criteria should be counted even if they have a JPSN or ASP scholarship No individual or school entitlement Timely and meaningful consultation is required by public district Complaint process

Special Education Part B IDEA List all students with disabilities (They count if they have an active MFE/ETR by October 31) and how they are being served This will require your guidance or special education personnel Send a copy to the Catholic Schools Office and the special education director of the public district where your school is located. The public school may contact you if there are discrepancies. This count must match what you put in the NPDS

School Safety Grants ODE sponsored webinar about how to access Round 2 of the School Safety Grant funds on October 15 from 10am 11 am. Register via Principals Bulletin Up to $2,000 for one emergency communications system or Multi-Agency Radio Communications System (MARCS) unit per eligible school building; and Up to $5,000 for costs incurred with a purchase of a security entrance system consisting of a door, security camera, an intercom and remote access equipment for one entrance per eligible school building.
Standard School Survey (SSSF) 1. Sign in to OCSAA website 2. Fill out demographic information on students and staff (status and salaries) 3. This may require your guidance counselor and business manager to complete. Please allow time. 4. Ensure that your numbers match! 5. Complete by October 31.

Other Government/Legal Issues Withholding documents for nonpayment of tuition/fees Transcripts & recommendations -Generally allowed under Ohio law, even by public schools ISPs and Health records best to release these Have a clear, written policy in your handbook Consult if there is an active bankruptcy proceeding
Other Government/Legal Issues Enrolling students on B1/B2 visas This is generally not allowed Can endanger status of the child/family Need to change to an F-1 visa first Attend a SEVIS school Please consult if there is an issue
Other Government Issues Laws change frequently The law is not always clear Partner with your public district. Be polite (but firm, if necessary) with your public district personnel No one likes to hear, My taxes pay for your job. Don t expect that the public school district will know and be in compliance with the law Contact your regional director with questions. They can refer you to the correct place to answer questions or resolve situations
