You cannot hire a bachelor s degreed speech language pathology paraprofessional through a contract agency!!!!! SLP Credential Requirements for Everywhere Else License from IDFPR This is required in schools if the SLP will supervise assistants or charge Medicaid. If no licensed SLP signs in on the IEP, a doctor s prescription is required before Medicaid can be charged. Licensure is one requirement for the Type 73 ISBE certificate. 1
The Ultimate Credential Certificate of Clinical Competence from ASHA is required if she will supervise SLP students or Clinical Fellows, or teach in a university program approved by ASHA. Holders of the CCC are eligible for IL licensure, and therefore eligible for the Type 73 certificate. This is comparable to the National Board of Professional Teacher s Standards Master Teacher Certification for purposes of continuing education. Many SLPs did not graduate from an ISBE-approved program. If one wants to work in schools, there is now a way to get a Type 73 by first getting an interim certificate (Type 79). 2
Speech pathologist obtains an interim speech pathology intern certificate (Type 79) which requires licensure through the Illinois Department of Professional and Financial Regulations as an SLP with a regular or temporary license and submission of form 73-03D to the Regional Office of Education check interim Speech/Language Pathologist intern box. The pathologist works for 150 supervised hours. An official letter from the school district or nonpublic school verifying the supervised experience can be applied toward the requirements for a type 73 certificate. The type 73 certificate will require passage of the basic skills and non-teaching speech and language pathology test and a separate application and fee (ISBE form 73-03D). The intern can work for 3 years under the Type 79 while completing the requirements for the Type 73. The Type 79 is NOT renewable!!!! This is not student teaching or a practicum arrangement. The SLP will be paid a regular salary and is supervised by building administrators. Section 25.252 Certification of Non- Teaching Speech-Language Pathologists Certain individuals may qualify for a school service personnel certificate with a non-teaching speech-language pathologist s endorsement, as provided in Section 14-1.09b of the School Code [105 ILCS 5/14-1.09b]. a) Each applicant shall hold one of the licenses identified in Section 14-1.09b(b)(1) of the School Code [105 ILCS 5/14-1.09b(b)(1)] permanent or temporary license through the Illinois Department of Professional Regulations. b) Each applicant shall hold a master s or doctoral degree earned through completion of an ASHAaccredited program that meets the requirements of Section 14-1.09b(b)(2) of the School Code [105 ILCS 5/14-1.09b(b)(2)]. c) Each applicant shall have met the requirements of Section 14-1.09b(b)(3) of the School Code [105 ILCS 5/14-1.09b(b)(3)]. 1) A program of study that meets the content-area standards for speech-language pathologists approved by the State Board of Education in consultation with the State Teacher Certification Board OR 2) A comparable out-of-state program is one that leads to qualification as either a teaching or a non-teaching speech-language pathologist OR 3) A comparable out-of-state certificate is one authorizing employment in the public schools in either a teaching or non teaching capacity 4
If the requirements of 1, 2, and 3 above have not been met the SLP must provide evidence that he/she has completed at least 150 clock hours of supervised experience in SLP with students with disabilities in a school setting ~including experience required by federal law or court order. (Evidence must be provided so the SLP doesn t have to work another 150 hours to prove this requirement has been met.) OR A person who lacks such experience may obtain interim certification as established by the ISBE, in consultation with the State Teacher certification Board, and shall participate in school-based professional experience of at least 150 clock hours to meet this requirement. 4. The required 150 clock hours of supervised, school-based professional experience shall consist of activities related to the aspects of practice that are addressed in the content-area standards for speech-language with respect to: A) planning and intervention; B) the learning environment; C) service delivery; D) professional conduct and ethics; and E) facilitation and advocacy. 5) The required evidence of completion for the 150 clock hours of supervised, school-based professional experience shall be a letter signed by the chief administrator or other designated official of the employing school district or nonpublic school documenting the nature and duration of the individual s experience with students with disabilities in a school setting. This letter shall indicate how the experience related to the knowledge and/or performance aspects of each of the standards identified in subsection (c)(4) of this Section. A) planning and intervention; B) the learning environment; C) service delivery; D) professional conduct and ethics; and E) facilitation and advocacy. 5
d) Each candidate shall be required to pass the applicable content-area test (Speech/Language Pathology Non-Teaching) as well as the test of Basic Skills, subject to the provisions of Section 25.720 of this Part. e) Nothing in this Section is intended to preclude the issuance of a provisional certificate under Section 21-10 of the School Code. (105 ILCS5/15-1.09 (b) 3 (iii) 5) Section 25.255 Interim Certification of Speech-Language Pathologist Interns An individual who has met the requirements of Section 14-1.09b(b)(1) and (b)(2) of the School Code and who wishes to participate in an internship enabling him or her to complete the supervised, school-based professional experience described in Section 14-1.09b(b)(3) of the School Code may obtain interim certification as a speechlanguage pathologist intern. a) Each applicant for this certification shall be in good health and of sound moral character and shall be a citizen of the United States or be legally present in the United States and possess legal authorization for employment. b) Each applicant shall submit an application to the State Board of Education along with: 1) the application fee required by Section 21-12 of the School Code; 2) evidence that he or she meets the licensing requirements of Section 14-1.09b(b)(1) of the School Code; and 3) evidence that he or she holds an advanced degree in conformance with Section 14-1.09b(b)(2) of the School Code. c) Interim certification as a speech-language pathologist intern shall be valid for three years, subject to Section 21-22 of the School Code, and shall not be renewable.
