Part A: Flood Damage Emergency Reconstruction Project (FDERP) 1. Summary 1.1. Introduction 1.1.1. Background, Scope and Outputs The Flood Damage Emergency Reconstruction Project (FDERP) is an emergency infrastructure restoration project in Cambodia with an objective to implement a number of reconstruction projects in the following 5 Provinces; Prey Veng, Kampong Cham, Siem Reap, Banteay Meanchey and Battambang, (See map in Figure 1A). FDERP was introduced after a reconnaissance mission by ADB to Cambodia in December 2011. This Mission was conducted as a result of destructions to 18 of the country s 24 Provinces, caused by severe typhoons in September and October 2011. The scope and objectives of the Program are to restore the following key infrastructures damage by the 2011 floods: (i) National and Provincial Road Restoration; (ii) Rural Restoration; (iii) Irrigation and Flood Control; and (iv) Project and Flood Management in the flood-affected Provinces. The ultimate outcome of the project is to restore critical public and social infrastructure assets to their original standards or better, while the intended impact of FDERP s implementation is also to provide economic and social recovery from the damages (The contract for the design and supervision consultancy was signed on June 21, 2012.) The emergency reconstruction project is being implemented over a 3.5 year period and cofunded between ADB and Australia Aid through an Emergency Assistance Loan (EAL). The Project was approved on 27 March 2012 and became effective on 14 May 2012. The loan closing date is 30 September 2015 and the Grant closing date is March 31 st 2015. The overall Project cost is $67.18 million equivalent. An amount of SDR 35,347,000 ($55 million equivalent at the time of loan negotiation) is provided by the Asian Development Fund (ADF). The Government of Australia provides a grant of A$ 5.0 million ($5.25 million equivalent). The Government of Cambodia contributes $6.93 million equivalent in safeguards costs, in addition to providing in-kind expenditures through staff support, office and communication facilities and is covering the costs of taxes and duties. The FDERP project includes three components which are managed by three Implementation Agencies (IA): i) Ministry of Public Works and Transport (MPWT), ii) Ministry of Rural Development (MRD) and iii) Ministry of Water Resources and Meteorology (MOWARM). All IAs report to the Ministry of Economy and Finance (MEF) which is the Program s overall official Executing Agency (EA). The MEF is coordinating and managing the Emergency Program of the three Implementing Agencies through the Project Coordination and Monitoring Unit (PCMU). This report is Part A of a two-part progress report which covers the activities of national and provincial roads restoration through the month of December 2014 under the directive of MPWT Page 7 December 2014 Version 1
in cooperation with the design and construction supervision consultant, in addition to working daily with project contractors and relevant FDERP Stakeholders. MPWT s initial total budget of FDERP for the original Scope of restoration of National and Provincial and bridges amounts to $ 21.898 Million 1. The loan contribution to the National & Provincial is $ 19,622.493 and the grant to the works component (Component 1) is $ 2,276,500.0. The original scope which was defined back in March 2012 has been revised over the last two years to its present format and TOR with10 individual Civil Works Contracts being implemented in three stages. As of December 2014; 7 of these projects have been completed and handed over to the Client. Stage 1: Immediate repairs to re-establish use of the infrastructure on a temporary basis and restore communications. (Completed in 2012) Stage 2: Fast track repairs of three contracts in Prey Veng and Kampong Cham Provinces where it was considered necessary to fully repair the damage before the next wet season. (Awarded through Direct Contracting in May 2012 and completed 1 st Quarter of 2013). Stage 3: Seven (7) individual Flood Damage Restoration contracts will complete the repairs and reconstruction of remaining damages of the original civil works of the program; preferable within the following two dry season construction periods. These projects were tendered and awarded to 6 contractors in National Competitive Bidding (NCB) and one Contract awarded to a Joint Venture in International Competitive Bidding (ICB), planned to be completed in June 2015. The scope of the individual Civil Works contracts changed over time from the initial plan. The Original scope of works as set out in the 2012 Agreement is shown in Table 1A for Stage 2 and in Table 2A for Stage 3. The subsequent changes to the FDERP from regular ADB review missions are documented in the MOUs shown in Table 3A; which shows the revised and most current project scope which is being followed today. As of December 2014, the three remaining contracts under construction of the initial 7 project packages under Stage 3 are shown in Table 3A. Part B of this report includes a new Flood Emergency Restoration project to FDERP, which original was identified in December 2013. Damages were caused to infrastructure in the northern regions by rains and floods in September and October 2013. Investigations were conducted in December, followed by a Fact Finding Mission in January 2014, based on which a supplementary project with Additional Financing was launched (FDERP-AF). The scope and progress of this project is covered in Part B of this report. ADB Missions (Dates, findings and recommendations) Inception Mission (July 2012): The Inception Mission of FDERP was undertaken from 16-31 July 2012 with the objectives to review and discuss the followings: a) ADB s Procurement and disbursement procedures, b) the project financing plan; c) the time table for compliance with the loan covenants, the budget allocations, d) the project administration manual (PAM); and e)in general evaluate the implementation of Stage 2 s civil work contracts. The original scope of project CW6 in Kampong Cham was expanded through CW6a plus adding two more projects; CW6b and CW6c as shown in Table 3A. During this mission, it was also discussed when to split CW8 of Battambang/Banteay Meanchey into 3 separate packages due to some resettlement issues. In July 2012 the DBST Project in Kampong Cham under CW7 was put on hold pending approval of funds. Joint Loan Review Mission (21 January-8 February 2013): The Joint Loan Review Mission was undertaken from 21st January to 8th February 2013 to review the physical, financial and procurement progress of Stage 3 projects. The MOU was signed on 27 February 2013. In general, ADB was satisfied with overall performance of the project with civil work implementation and quality of works under Stage 2; ADB also agreed to use of saving from Stage 2 to implement Rung Damrey Dyke in Prey Veng City as variation to Contract CW1. Three (NCB) contract packages under stage 3 were awarded (CW4, CW5 and CW6a) and bid documents for the bridge projects in Kampong Cham: CW6b and CW6c were opened on 23 January 2013. Funds were allocated for MPWT to proceed with procurement of CW7 (DBST 8.1km on PR270), which had been placed on a temporary hold. Joint Mid-term Review Mission (25 November-13 December 2013): The Joint Mid-term Review Mission was undertaken from 25 November to 13 December 2014. An overall review was conducted of the implementation and physical/financial progress of the project. The Mission MOU was signed on 28 January 2014. ADB was satisfied with the overall implementation of the project. However, it was noted that the actual contract awards and actual disbursements were lower than the projections. In general, Stage 2 civil works of MPWT s plans were completed. In addition; For Stage 3, 2 CW 4 and CW5 bridge contracts in Prey Veng Province were completed by the end of 2013. At the mission, ADB provided no-objection to award CW7 as sufficient funds were available for this project. A new issue of a potential expansion of the program due to recent floods in the north was brought up at the December Mission. ADB requested MPWT to provide an assessment on the extend of damages cause by the flood in September-October 2013. In addition it was agreed in principle with MPWT to use the savings from completed Civil Works contracts of Stage 2 and Stage 3 to finance repairs to the damaged roads in Kampong Cham and to the areas affected by soil erosion and slides. Particular attention was paid to improve side slope protection and river bed sections of the three bridge projects of CW6b, which will be covered in a separate scope review, separate funding and Variation Orders. Joint Review Mission (3-16 June 2014): A Joint Review Mission was undertaken from June 3 to 16th 2014. The Mission also undertook joint site visits with the IAs and the Supervision Consultants to assess work progress and review contract implementation. Page 12 December 2014 Version 1
The Mission MOU was signed on July 16, 2014. ADB concluded that the project is progressing satisfactorily, both in terms of physical progress as well as in awarding contracts and disbursements. The Mission further agreed with MEF that unallocated funds should be utilized to cover some short falls in work categories which might face negative balances. The Mission recognized that various projects have been delayed and also hampered by damages caused by the floods in 2013, (refer the November/December Mission and MOU). It was agreed that the estimated combined costs of $1.42 Mill required for extra works of project CW6b in Kampong Cham and CW8 in Banteay Meanchey and Battambang Provinces can be re-allocated under separate variation orders. The Project Consultant compiled technical scope and estimated costs in a report for each sub project contract package and sent to PCMU and MEF for review on 21 August 2014. Subsequent to this submittal, various discussions were conducted related to the background and scope of such variations and the required format to record and present the same. The details of these additions were documented in a draft PRC minutes in early September. FDERP Review Mission (24 Nov to 22 Dec 2014). A Joint Review Mission was undertaken from Nov 24 to Dec 22, 2014 to review the items similar to the mission in June, starting from Kick off meeting on 24 Nov, followed by the visits to the Project sites and wrap-up meeting. Inception Mission to FDERP-AF (11-22 August 2014): The schedule, objectives and outputs from this mission is covered in Part B of this report. 1.2. Key Activities this month Sharing of works. The main activities during the month of December continued to be split between the original FDERP scheme and the Additional Financing projects (FDERP-AF) the latter is covered in Section B. Budget and invoicing A prolonged transition period of 8 months services was necessary for the consultancy inputs for both FDERP and FDRP-AF in design and supervision tasks. After various revisions requested to the formats of relevant documentation and invoicing (e.g. individual Time Sheets between the two loans etc.), the Consultant submitted two invoices on December 2014 to the total amount of $ 548,548.30 for FDERP-AF. 3 Projects; FDERP The projects which are still in progress of FDERP s Stage 3 contracts are: a) CW6b; The three bridges in Kampong Cham implemented by Seaboard Construction, b) CW7; The 8.1 Km DBST road constructed in Kampong Cham by Tang Kim Eng Co., and c) CW8; i.e. the ICB JV road project in Banteay Meachey and Battambang Province; i.e. the 34.2 Km DBST upgrading of PR 159. The completion certificate for CW7 will be issued on January, 2015 with minor items left. Page 13 December 2014 Version 1
Project CW6b/Kampong Cham and Contract Amendment. Overall Contract Amount: $2,927,997.55 Mill. Additional works were required to resolve the increasingly evident tasks to provide this project with additional protection against erosion and embankment sliding. Hence, various schemes were proposed. An early and preliminary estimate was made to an amount of $420,000; which was documented in the July 2014 MOU. As the construction of the project is nearing completion, the financial status became clearer; both as far as cost of works done and required added works. The consultant submitted proposed contract variation of an amount $3,290,523.78 (added cost $362,526.23) to MPWT, and sent to PCMU and MEF on 21 August 2014 for review and approval. A revised version was sent on 29 September 2014 following a meeting with MEF and PCMU on 17 September 2014. Due to the added works required and the definition of such scopes, the contractor has not yet applied for an extension beyond the present Oct 15 th 2015, while the Performance Bank Guarantee is valid to January 2015. As a result of further erosions of the river banks at bridge CW6b-1 and approach slope damages, additional survey and investigation were contacted by the contractor and the consultants (including a separate geotechnical report) based on which an improved scheme to protect the bridge area from further damage was completed. The contractor is progressing with these rectifying works with the objective to complete before the 2015 rains. An international soils expert will be mobilized by the Consultant in January to assist in designing an improved slope protection scheme. Project CW 8/Battambang and Contract Amendment. Original Contract Amount: $ 8,7965,645.58. The estimated additional cost is due to unforeseen soil conditions, slope protection works and various design changes to the bridge as requested by the Client, is in excess of $1.0 Mill. The Variation package of an amount $9,852,155.89 (added cost of $1,056,510.31) was submitted to MPWT and PCMU on August 21 and revised on 29 September 2014 following a meeting with MEF and PCMU on 17 September 2014. ADB provided NOL to these proposed Contract variations on 1 December 2014. ADB noted that that there are savings under CW5, CW6a and CW6c contracts and savings under loan category 01A, which can be used to cover the cost increase required for this contract. The Contract variation was signed between MPWT and Ung Simsia and Seaboard Joint Venture on 4 December 2014. 1.3. Mobilization and Contract Variations As mentioned in Section 1.2 the main activities this month concentrated on construction supervision of the 3 remaining contacts of FDERP with emphasis to push the contractor of CW6b, CW7 and CW8 to complete the works soon. More details are provided in sections 2.2 and 2.3, plus description in general of Civil Works implementation in section 3.1. Page 14 December 2014 Version 1
For the completed FDERP projects, the Defect Liability Certificate for CW4 was issued on 4 th November after all has been repaired and approved. Similarly with Project CW5 s 2 bridges in Prey Veng Province constructed by Royal Mekong, the Contractor repaired defects and the Defect Liability Certificate will be issued in January, 2015. Contractors Variations. As mentioned above, the Consultant continued to review status of additional works of Projects CW 6b and CW8 with the Contractors, the Client and PCMU during this period. Contract Variations for both CW6b and CW8 were submitted to the Client. To save time the scope of the individual sub items which have been approved are being completed, weather permitting. The contractor s most current variation for CW8 was signed in December 4 th, 2014. Consultancy Variations. The original Consultancy Design and Supervision Contract amounts to $ 2,316,481.75 A revision through VO #3 (Contract Amendment #2) was issued 8 November 2013 which resulted in an increased contract amount of 2,802,353.17 Emergency tasks in planning, design and procurement of the new projects in the northern regions of the country were added to the original FDERP scope, through additional financing (FDERP-AF) of works. These new tasks were primarily based on the results of the joint Fact Findings between MPWT, ADB and MEF in January 2014, and in turn was the basis for the Consultant s VO# 4. The VO included internal shifting of man-months to a total Zero cost value, in order to allow work to start and person months to be available to kick start the works of FDERP- AF (Refer Section B). ADB s NOL to Variation Order # 4 was issued on May 5 th 2014. Variation Order #5 (VO AF-1) was a result of the added design and supervision works required under FDERP-AF, plus realignment of staff to match the required tasks. A range of versions were submitted with changes in scope, manpower implementation and construction schedules all to be within the budget and cover the work outlined in the Inception Mission. (Refer Section 1.2 for invoicing of the first 7 months of these consultancy inputs). The penultimate submittal of VO#5 was on July 22, the final submittal for the $ 2.5 Mill VO was on August 25 th, signed and approved on August 29 th 2014. The Engineer mobilized crucial site staff to carry out the initial work related to FDERP- AF Supervision. Refer in Table 4A. It has been necessary to shared of RE (Resident Engineers ) duties between 2-3 projects when the original consultancy contracts are completed and the construction is still progressing (refer CW6, 7 and CW9b). During the review of the Variation Order for CW6b an issue has arisen on what policy to follow in the approval and hand over of the project if the work per the original scope is completed on time, but completion and handing over of the added works was placed on hold due to lack of area. The Contractor of projected CW6b is requesting approval for Completion Bridge #2 & #3 while complete VO works on CW6b-1. Page 15 December 2014 Version 1

1.4. Stage 2 and 3 Activities during the reporting period CW8 Issues; Contract amendment agreement for CW8 was prepared and submitted to the Client and PCMU. Regular follow-up meetings are conducted to ensure completion on time. The Engineer requested regular updated work programs for remaining critical works to meet the June completion. The JV contractor was seriously warned that unless they will in areas workforce and take emergency actions (e.g. shift work) the contractor might miss the completion date and face heavy penalty. An updated cash flow and corresponding work plans were issued to meet the June deadline. Revisions were completed to the Bavel Bridge approach roads including installation of retaining walls along approach. The bridge is expected to be opened for traffic in March 2015. CW7 Issues; Remaining of aggregates 12mm and bituminous materials was completed. Road Marking will start after natural compaction by traffic after 1-2 months Contractor submitted an extended Bank Guarantee until 28 Feb, 2015. CW6b Issues; Due to the extension of Contract CW6b the contracts for the consultant s RE and Inspector expired. They will continue supervising the works in addition to their work. As a result of the ADB site visits with the contractors, consultant and MPWT in November accelerated efforts were initiated to proceed with the site works on time. Encourage Contractors to issue IPCs for CW8 and CW7 Prepare monthly report for December for submittal to the Client Main Progress reports are in progress for FDERP-AF; i.e. IEEs and Resettlement Categorization Reports. The consultant concentrated on procurement tasks of the 3 first contracts tendered under the 3 rd Stage of FDERP-AF, which gave an extremely high response of 49 individual bids. 1.5. Assistance with Project Management Mobilization of International Soils/Material Expert (Planned for January 2015). Prepare contract amendment for CW8 was signed after receiving ADB s NOL. Prepare a revised proposed contract variation of CW6b prepared and sent to PCMU. Continue monitoring and implementing Variation Orders. 2. Civil Work Implementation Status 2.1. Overall Schedule and Physical Progress All projects of FDRRP Stage 2 were completed with savings and within program. The overall progress for Stage 2 (CW1, CW2 and CW3) is shown in Figure 2A. Per the original work program, the Stage 2 projects were earmarked for completion at the end of March 2013. This was changed as CW1 was extended to September 2013 due to added scope of reconstruction of Rung Damrey Dyke in Pre Veng Province as requested by ADB. CW1 Contractor completed this added work within budget. The overall progress for Stage 3 contracts is shown in Figure 3A. The physical progress is estimated at 78.9% % (as of December 2014) vs. a target of 89.4%. The main slippage is due to slow progress of CW8; where the contractor is concentrating on catching up during the dry season. The overall record of slow progress is also a result of added protection work against erosion to CW6b, early rise of Mekong Flood. The overall progress for the project (Stage 2 and Stage 3 combined) contracts is shown in Figure 4A. The physical progress is estimated at 79.1% (as of December 2014) vs. a target of 92.1%, around 13% behind schedule with three projects still in progress. Stage 3 Project CW7 was expected to be completed for initial hand over by early December. However, late arrival of material caused some delay and Contracting Performance Bank Guarantee was extended. Further investigations are in progress to assess the aspects of side slope repairs of CW6b-1. Local and International expertise was sought. Additional site investigation and protective measures were conducted to protect the bridge area and adjacent embankment. Added protective works is expected to last for 4-5 months. 2.2. Stage 2 and 3 Progress Status and Issues 3.2.1 Stage 2 Civil Works There are 3 subprojects under Stage 2 (Fast-track repair) as follows: (i)cw1: Reconstruction of 2.7km detour road/dykes and a Prey Veng Krong Bridge in Prey Veng City at PK 88+900 on NR11. (ii)cw2: Reconstruction of Barey Lex Bridge at PK88+000 on NR11. (iii)cw3: Reconstruction of Koh Rokar Bridge in Kampong Cham. All 3 Stage 2 Contracts (CW1, CW2 & CW3) were awarded in May of 2012 to an amount of $6.703 Mill for 10 month contract periods. One of the Contracts (CW1) was amended in July 2013 due to added scope as suggested by ADB which revised the total contract amount to $7.032 Mill. All 3 subprojects were completed in Quarter 3 (September) of 2013 to a final total amount of $6.265 Mill for 16 months of constructions, i.e. approximately $0.767Mill less than the revised amount. Contracts CW1, CW2 and CW3 have been issued the Defect Liability Certificates. CW1 - contractor mobilized a team to repair bridge expansion joints and the dragon holes found on the village side of the bypass/dykes. The repair works were completed in September, and Defect Liability Certificate was issued after defects had been repaired. 3.2.2 Stage 3 Civil Works Out of the 7 contract packages of stage 3, 4 contracts have been completed (CW4, CW5, CW6a and CW6c). The more complicated contract of 3 bridges in Kampong Cham (CW 6b) has been extended. The Contractor has completed all the original scope of work for bridges #2 & #3, and is requesting a completion certificate. Variation works to bridge CW6b-1 was finalized and sent to PCMU. Due to recent erosions, additional analyses were performed which resulted in further strengthening to the embankment at the site of bridge CW6b-1. The statuses of on-going contract are summarized in Table 6A, as follows. (i)cw6a: Emergency Reconstruction of 8.5km of PR270 was awarded in December 2012 with a contract period of 12 months. The project now is in Defect Liability Period/Maintenance Period. (ii)cw6b: Replacement of 3 Structures on PR270 was awarded in April 2013 for an initial 10 month-periods. The project was later extended to 15 October 2014. CW6b which consists of 3 bridges is a challenging construction project in Kampong Cham of which to have been completed. All three bridges opened for traffic in September 2014. Due to early rise of water in Mekong River, complex site conditions emerged at CW6b-1 (Svay Tahen Bridge). A major set of extra works are related to the slope protection for CW6b-1. A total of 100m slope protection was originally planned to be constructed. For this, an extra budget of approximately $362,000 was setimated to finance this added work on slope protection. The Contract variation for CW6b was prepared and sent to MEF on 1 October 2014 for review and approval. However, due to recent cracks which occurred on the abutment A1 side, a further investigation is needed in order to devise method for protecting the bridge abutment. The consultant contacted their geotechnical expert in Paris in order to find a suitable method. (iii) CW6c: Replacement of 4 culverts and 3 bridges on PR270 was awarded in April 2013 and is originally completed at the same as CW6b i.e. February 2014. Due to severe floods in 2013 and a need to undertake additional road works connecting to the bridges, the contract was extended. The project is now is in Defect Liability Period/Maintenance Period. Added maintenance work is required to some of the bridge sites due to slope damage and settlement of road material. (iv) CW7: Emergency Reconstruction of 8.1km of PR270 was awarded in December 2013 and the contract was schedule in October 2014, and was extended to December 7, 2014. A request for final inspector was submitted by Contractor on 9 th December 2014. Most the works were completed with some snaglist items like access roads, road marking, site cleanup disposal, mirror road markings and as-built drawings can be considered in snag list and can be carried out during the defect liability period. In addition, it is a common practice to wait until the bitumen appears on surface before the road marking can be applied. The Consultant has requested the Contractor to provide its commitment to do the remaining works. The Performance Bank Guarantee was extended to 28, Feb, 2015. Page 29 December 2014 Version 1
(v) CW8: Emergency Reconstruction of PR159. This contract is the only ICB contract under FDERP. It was awarded on 30 September 2013 for 20-month period. Work progress is 28 % behind schedule, after a period of 70% of the contract duration. A large section of the 34 Km project faces sub-quality soil. In addition, some revisions to drainage structures and the bridge were required. CW8 is the biggest and the last subproject to be completed under current FDERP. The project is still slow due to wet borrow pits, presence of vast of unsuitable existing soil. The Consultant, MPWT and the Contractor are meeting frequently to speed up the work progress. The Client has instructed the contractor to widen the bridge by adding the sidewalks. Due to raised bridge level, the approach roads of bridge shall installed with retaining walls in order to have access roads for the resident adjacent to the bridge. The statuses of shop drawing have improved since cast month. The overall progress and speed of construction, however, has slow down, where the consultant has recommended the J.V, contractor to start double shift work 6 days a week. Unfortunately, the contractor is reflector in following this approach. A contract variation for CW8 which include extra scope as mention above was prepared and sent to MEF for review and approval in early October. The amount of proposed contract variation can be found in Table 6A. ADB provided NOL to the proposed Contractor Variation on 1 December 2014 and a Contract Amendment Agreement was signed on 4 December 2014. A commune Chief launched a complaint that overloaded trucks (and other equipment) assigned to Project CW8 are causing serious damage to the access roads between National Highway # 5 and the project site of CW 8 on Road 159. The contractor has agreed that both during and after construction of Project CW8 is completed USS/Seaboard/JV shall be required to repair damaged sections of the road and maintain the road during the period of CW8 construction. Project Management and Issues 3.1. Procurement All 10 civil work contracts were awarded by December 2013. Hence, there are no procurement activities under FDERP in November 2014. 3.2. Consultants Services The original contract agreement for Consultancy Service was signed on 21 June 2012 and was subjected to contract variations or contract amendment, as shown in Table 10A and summarized as follows: Variation Order #1 (VO#1) The consultant s VO #1 was signed by IA on September 14. Part B: Flood Damage Emergency Reconstruction Project- Additional Financing (FDERP-AF) 5. Summary 5.1. Introduction 5.1.1. Background of Output 1 features As a result of severe storms and floods during the months of September and October MPWT submitted various proposals for rectification works of on-going projects and also an expansion of emergency flood protection efforts to Provinces in the North which had suffered from extensive damages; areas which were not included in the 2011/2012 FDERP. Starting in the third week of September 2013, Cambodia experienced serious flooding due to flash floods from heavy rainfall, including some areas in Thailand which drained into Cambodia, especially in the north-western provinces of Banteay Meanchey, Battambang, Pailin and Siem Reap, where the water receded slower than expected. The heavy rains only stopped in the second week of October 2013. Overall, 20 provinces have been affected, and as of 15 November 2013, over 1.7 million people have been affected, which is about 12% of the national population. The damage from the 2013 flooding is expected to exceed that of the floods in 2011, both in terms of loss of life and impacts on infrastructure and agricultural crops, largely because the prolonged period of inundation preventing the initiation of meaningful remedial measures. An initial damage estimate, approaching $1 billion along with 188 deaths was released by the NCDM, and as of 8 November. According to NCDM, approximately 45,905 households (about 211,163 people) had to be evacuated from their homes, although many have since been able to return. More than 240,195 houses, 1,254 schools, 92 health centers and hospitals, and 533 pagodas have been affected, with sizeable infrastructure damage incurred, including 440 km of national roads and 3,569 km of rural roads. Over 118,357 ha of transplanted rice, and 57,443 ha of other crops have also been damaged, about 7% of total cultivated areas. These events and disasters were highlighted and discussed at the ADB Mid Term Mission. As a result it was agreed to conduct a joint reconnaissance mission to the Northern Provinces to investigate damages and assess a potential extension to the existing emergency program by incorporating new projects, primarily funded by ADB, and within the same format as the existing program. The location of the project is shown in Figure 1A. 5.1.2. ADB Review Mission 5.1.3. Reconnaissance Mission (16 December-9 January 2014): The Reconnaissance Mission was mounted in response to the Royal Government of Cambodia (RGC) request from the Minister of Economy and Finance dated 21 October 2014. This mission was conducted from 16 th December 2013 to 9 th January 2014 with a wrap-up Page 44 Décember 2014 Version 1
meeting held on 9 th January 2014. The discussions and understandings reached between RGC and ADB were summarized in a MOU, which was used a basic for further processing of the proposed additional financing. Fact Finding Mission (16 December-9 January 2014): The Fact Finding Mission was conducted from 20 to 31 January 2014 for the proposed Additional Financing to existing FDERP. The objective of the Mission to carry out detailed assessments and validation including cost estimates and implementation plans, of the damage restoration required through the proposed subprojects, as well as to agree on arrangements for the Project Implementation. The discussions and understandings reached between RGC and ADB was summarized into MOU and signed on 21 February 2014. Grant/ Loan Agreements The Royal Government of Cambodia (RGC) and Asian Development Bank (ADB) signed a loan agreement and grant agreement on 23 April 2014. The total amount of Grant from the Government of Australia is $6,683,000 and the allocation of this fund is shown in Attachment to Schedule 1 table. The total amount of loan is SDR48.545 Mill (equivalent to USD75 Mill). The allocation of this loan is shown in the Attachment to Schedule 3 table below. Allocation of Loan from ADB, Loan No.: 3125-CAM(SF) For MPWT, the budget from the Loan is SDR14.563 Mill (equivalent to USD 22.5 Mill) and the budget from the Grant is USD1.5 Mill. The total budget at the time signing loan/grant agreement is USD24.00 Mill. Inception Mission (11 to 22 August 2014): An Inception Mission for the project was undertaken from 11 to 22 August 2014 to (i) review/discuss ADB's procedures and requirements for consultant recruitment, procurement and disbursements; (ii) review the project financing plan; (iii) review the timetable for compliance with the loan covenants; (iv) review budget allocations; (v) discuss the procedures for submitting withdrawal applications; (vi) review the project administration manual (PAM); and (vi) assess implementation progress on stage 2 civil works contracts. The Mission undertook field visits to the project areas from 11 to 15 August 2014 to assess the actual implementation progress and discuss issues with the project stakeholders in the fields. A wrap up meeting was held on 22 August 2014 at the MEF and the MoU was signed on 8 September 2014. ADB was satified with overall implementation progress. The Mission noted during the site visits that progress there was notable progress under MPWT-CW10a contract and embankment works were undertaken with sufficient construction equipment and work progress is on schedule. Given this satisfactory progress, the Mission agrees in principle to MPWT s request to extend the scope of this contract to reconstruction of 11.2 km of PR 156D as originally indicated in the procurement plan. However, MPWT needs to submit contract variation proposal to ADB through MEF for detailed review by ADB. However, the Mission noted minor physical progress at the construction sites of MPWT-CW9b and MPWT- CW11&12 contracts and IA and the Consultant to closely monitor both projects to ensure they would be completed within the contracts periods. 5.2. Key Activities during this reported period Supervise implementation of works for CW9b, 10a and CW11/12. Bid opening for CW13, CW15 and CW16 package were held on 2 October 2014. Bid evaluation reports of all three packages were sent to MPWT for onward submission to MEF/ADB for review and approval. ADB issued NOL to BER for CW15 on 15 December 2014 and contract agreement between MPWT and Visvakam Samnang Construction Co., Ltd was singed on 30 December 2014. Assist MPWT to revise BERs for CW13 and CW16 following ADB s comments on 15 December 2015. Continue designs, drawings, and specifications for Stage 3: CW10b. Design and drawings for CW10c were completed. Draft bid documents were sent to PCMU to review. Prepare safeguard documents including environment safeguard and resettlement categorization for Stage 3 works 6. Consultants Activities 6.1. Mobilization As shown in Table 4A, Sr. international Resettlement Specialist was mobilized to work with national Expert to review resettlement issues and complete reports. He does this from home base office on an intermittent basis to coincide with work program after August in order to save time and funds as this expert as input only 1.25 person-months. 6.2. Stage 2 and 3 Activities during the reporting period Continue carrying out supervisions works for Stage 2 civil works all of which were awarded on 10 July 2014. The bid openings for CW13, CW15 and CW16 were held on 2 October 2014 and the bid evaluations were carried out with the BERs were sent to MEF/ADB for review and Page 47 Décember 2014 Version 1
approval in late November 2014. ADB issued NOL to CW15 while having comments on CW13 and CW16. This needs to revise BERs for these two packages. Contract Agreement between MPWT and Visvakam Construction Engineering was signed on 30 December 2015. After the resettlement reports for Stage 2 have been accepted by ADB with ADB s NOLs on 24 July 2014, the Consultant is now focusing on implementation, monitoring for Stage 2 and preparation for CW13, CW15 and CW16 under Stage 3. The resettlement categorization reports for CW13 and CW15 were submitted to the Client for onward submission to MEF and ADB for NOL. Now, the Consultant is working on CW9a, 10b and CW10c. EMP and IEE reports for CW13, CW15 and CW16 were prepared and submitted to the Client for onward submission to MEF and ADB for NOL. 6.3. Assistance with Project Management Prepare contract documents for CW15 to be signed between MPWT and Visvakam on 30 December after ADB issued NOL on BER on 15 December 2014. Assist BEC in revising BERs for CW13 and CW16 after receiving comments from ADB. 7. Civil Work Implementation Status 7.1. Overall Schedule and Physical Progress Ten contract packages, for 10 subprojects, are to be implemented in 5 provinces (see Table B1): Kampong Cham, Battambang, Banteay Meanchey, Siem Reap, Kampong Thom provinces. Refer to PAM of March 2013, the civil works includes (1) Reconstruction of DBST to a total length of 90.8km in 5 above-mentioned provinces, (2) laterite roads to a total length of 27.8km in Kampong Thom and Battambang provinces, concrete bridges 3 locations, cross drainage structures and side drains at necessary locations based on hydrological study. All 3 contracts under Stage 2 (fast-track) repair were awarded to total amount of $5.86 Mill against $5.63 Mill, budget allocated in procurement plan dated 12 March 2014. The overall progress for Stage 2 is shown in Figure B1 and the tentative schedule is shown in Figure B2). The remaining 7 subprojects under stage 3 include CW13, CW15, CW16, CW9a, CW10b, CW10c and CW14. The first three subprojects were procured in Q4/2014. After bid opening on 2 October 2014, BERs of these three packages were ready in mid-november for sending to MEF/ADB for review and approval. CW15 was awarded on 30 December 2014. The Contractor is expected to mobilize in January 2015. CW13 and CW16 are expected to be awarded in Q1/2015. Stage 2 and 3 Progress Status and Issues 8.2.1 Stage 2 Civil Works There are 3 subprojects under Stage 2 (Fast-track repair), as shown in Figure B3, as follows: (i)cw9b: Emergency Reconstruction of Prek Chiek Bridge on provincial road (PR) 270 in Kampong Cham Province ($938,000 with 300 days construction period) (iii)cw11/12: Emergency Reconstruction of 8.15 km of PR 264E and 7.375 km of PR 264D in Kampong Thom ($2,799,980.19 with 420 days construction period) (ii)cw10a: MPWT-CW10a: Emergency Reconstruction of Provincial Road PR156D in Banteay Meanchey ($2,126,833.70 with 365 days construction period). All 3 Stage 2 Contracts were awarded at the same time on 10 July 2014, Quarter 3/2014 to an amount of $5.86 Mill. Note that CW10a is reduced scope by trimming the road length from 11.2km to 8.0km and leave out a bridge of 15m long. However, if with the satisfactory progress, ADB agrees in principle to MPWT s request to extend the scope of this contract to reconstruction of 11.2 km of PR 156D as originally indicated in the procurement plan. However, MPWT needs to submit contract variation proposal to ADB through MEF for detailed review by ADB. The subproject selection profiles were given ADB s NOL on 30 July 2014. 7.3. Stage 3 Progress There are 7 subprojects in Stage 3, i.e. CW13, CW15, CW16, CW9a, CW10b, CW10c and CW14. The first three subprojects were procured in Q4/2014. During this reporting period, the Bid Evaluation Reports for all three packages CW13, CW15, CW16 were prepared and sent to MEF and ADB for review and approval. The contract award for CW15 was awarded on 30 December 2014 and the construction works can be started afterward in dry season. 7.4. Safeguards and Gender Issues Resettlement: Resettlement categorization reports for Stage 2 are accepted by ADB. Currently, Resettlement categorization reports for stage 3 are in progress, where those of CW13 and CW15 were already submitted to the Client and onward to PCMU, MEF and cc ADB for review and approval. The Consultant now is working on CW10b, CW10c and CW9a. Environment: IEES and EMPs reports for Stage 2 subprojects are delivered to ADB, but ADB requests MPWT to update the revised documents based on ADB s letter dated 23 July 2014 and submitted back to ADB. This has been done. The Consultants are now working on CW10b and CW10c after IEES and EMPS reports for CW13, CW15 and CW16 had been submitted to MPWT and onward to MEF and ADB for approval.
