SCOPE OF WORK Part A: Provision of Biometric Attendance System Scope of Work : Supply, installation, testing and commissioning of Biometric Attendance System at 18 Locations (LC gate 12, RT 03 & TRT 03) in KAWR region of Konkan Railway route with one year onsite warranty and along with all technical and maintenance manuals as per technical specification at Annexure-I. It should be compatible with existing Biometric Identification system provided at Stations in KRCL. Prompt on-site 24 x 7 support is a major consideration. The vendor should submit the details of the various equipment supplied along with their brochures and manuals and troubleshooting sheets. Specific model no. and very specific & marked technical brochures may be given. Tagging of un-related & promotional company brochures is prohibited. All systems should meet latest technology and connectivity standards and will have to be fully supported for at least next 10 years by the OEM. All the necessary accessories for systems will have to be provided by the vendor. KRCL will arrange only required space, Indian standard AC input of 50 Hz, Single phase, 2-wire, 230 V AC power (i.e. 230 V A/C Phase-Neutral) or with necessary convertor for 16VDC to 12VDC. All original and latest hardware manuals and software, supplied by the OEM of the part/ component, should accompany the systems. All software must be of latest and Original Licenses and shall be supplied along with full set of original media, manuals and license certificate. Delivery Terms: All inclusive delivery, installation, testing and commissioning of all supplied components and options within the offered prices at the risk of suppliers. Inspection and acceptance procedure:
Inspection shall be carried out by the consignees or their authorized representatives at consignee s premises. Preliminary Acceptance testing shall be done by representatives of KRCL on receipt in the presence of representatives of the contractor and a preliminary test certificate shall be prepared. Preliminary inspection will comprise of the following; Physical verification of the equipment, model details as per the supply contract. Physical inspection of the equipment for any Physical damage. Installation and commissioning of equipment shall be done at consignee s site as per locations listed in Annexure-V. A Final Commissioning Certificate will be issued by KRCL representatives. The final commissioning will comprise of the following: Successful functioning of equipment for 7 days from the date of commissioning. Documentation: One Set of manuals and support documents with each equipment shall be made available. All the Hardware must be accompanied by original documentation and full set of accessories given by the manufacturer. Any software for installation of the equipment shall be supplied on a CD/VCD. Training: The supplier/contractor will familiarize two staff at each site with installation and operation of the equipment which will form a part of the final commissioning. Technical specification: Detailed technical specification for the equipment are given in Annexure-I. No adverse deviation shall be acceptable in the features defined as main features in the technical specifications which are the minimum acceptable requirements.
Optional features may be offered if available and if necessary, additional cost may be indicated in the rate schedule. Warranty and Annual maintenance contact The warranty shall be for a period for 12 months. Up time commitment of the systems shall be required during. The tenderer shall furnish list of his service and support centres for each site. KRCL reserves the right to enter into AMC after satisfactory completion of warranty. The tenderer shall warrant that everything to be furnished here under shall be free from all defects and faults in material, workmanship and manufacture and shall be of the highest grade and latest technology and consistent with the established and generally accepted standards for materials of the type ordered and in full conformity with the contract specifications, drawings or samples, if any and shall if operable, operate properly. The tenderer s liability in this respect of any complaints defects and or claims shall be limited to the furnishing and installation of replacement parts free of any charge of the repairs of defective parts only to the extent that such replacements or repairs are attributed to or arise from faulty workmanship or material or design in the manufacture of the stores. The tenderer shall, replace or repair the goods or such portion thereof as rejected by the purchaser free of cost at the ultimate destination or at the option of the Purchaser the contractor shall pay to the purchaser value thereof at the contract price and such other expenditure and damages as may arise by reason of the breach of the condition herein specified. The decision of the purchaser in regard to the contractor's liability and the amount, if any, payable under this warranty shall be final and conclusive. Payment terms: The Payment Authority shall be AAO/KAWR, KRCL. 80% of the value of complete equipment supplied shall be paid by the purchaser on receipt of material by consignee in good conditions and upon furnishing the following documents: Certificate of receipt of complete equipment in good conditions by the consignees in terms of the contract. Preliminary Test certificate.
Balance 20% shall be paid after installation and commissioning of the equipment to the satisfaction of the consignee and upon furnishing the following documents: Final Certificate of successful commissioning of complete equipment. Option Clause: KRCL reserves the right to increase and / or decrease the ordered quantity by a quantity not exceeding 30% of the ordered quantity on the same price and terms and conditions during the currency off the contract, with a suitable extension in delivery period. KRCL reserves the right to vary the ordered quantity by (+/-) 30% at any time, till final delivery date of the contract, by giving reasonable notice, even though the quantity ordered has been supplied in full before the last date of Delivery period. KRCL reserves the right for the quantity variations in the extended delivery period in case delivery period is extended in the contract with (+) 30% option clause either for the fu 11 ordered quantity or a part quantity which remained unsupplied on the date of expiry of the original delivery period. Liquidated damages: Corporation shall recover from the Contractor as agreed LD and not by the way of penalty, a sum equivalent to 2% (Two percent) of the price of any stores (including elements of taxes, duties, freight etc.) which the contractor has failed to deliver within the period fixed for delivery in the contract or as extended for each month or part of a month during the delivery of such stores may be in arrears where delivery thereof is accepted after expiry of the aforesaid period, subject to maximum of 10% of the value off the delayed supplies Other Terms & Conditions: a) As per IRS (KR) Conditions available at www.konkanrailway.com b) As per General instructions to tenderers to the extent not superseded by these special conditions.
