Historical events in nursing and midwifery (e.g. milestones in the development of nursing, midwifery) 1904 The first midwifery training school was set up. 1905 Commencement of hospital-based general nurse training. 1910 - The Midwives Registration Ordinance, Cap. 162 was enacted. - The Midwives Board of was established. 1931 - The Nurses Registration Ordinance, Cap. 164 was enacted. - The Nursing Board of was established. 1954 Training of nurses to become health visitors, which formed the foundation of public health nurses, by the Government of as an in-service training programme at the School of Public Health Nursing. 1960 Training of psychiatric nurses commenced. 1970 The Enrolled Nurses (Enrolment and Disciplinary Procedure) Regulations were subsumed under the Nurses Registration Ordinance, Cap. 164. 1978 Training of community nurses commenced. 1990 Full-time pre-registration undergraduate course for Registered Nurses started in local university. 1991 Post-registration undergraduate course for Registered Nurses started in local university. 1992 The original certificate course of health nursing organised by the Government of for Registered Nurses was renamed and upgraded to a 9-month diploma course in public health nursing studies at the School of Public Health Nursing of the Department of Health. 1999 - The Nursing Board of was renamed as Nursing Council of. - The Midwives Board of was renamed as Midwives Council of. 2002 In-service training of public health nurses in the Department of Health was replaced by undergraduate and post-graduate courses in local universities. 2006 Nurse leaders from both clinical and academic arenas initiated the formation of a Preparatory Committee to promote and prepare for the establishment of the Academy of Nursing, which aimed to promote excellence in nursing through regulating specialist nursing practice.

Main nursing and midwifery issues/priorities: At present, we face a shortage of nursing manpower including the recruitment and retention of nurses to work in public and private hospitals. Moreover, while there has been a sharp rise on the demand for midwives to provide obstetric service, the number of midwives has been decreasing and will further decrease upon retirement of experienced nurses with midwifery qualification in the coming years. 9. Important policies or strategies needed: The Government will ensure an adequate supply of nurses through various measures including encouraging tertiary institutions to increase student places and strengthen nursing training programmes provided by the Hospital Authority. The Hospital Authority will also implement a series of measures to strengthen the workforce and improve retention of nurses. Besides, there is an urgent need to attract more nurses to undertake midwifery training for the purpose of meeting enormous demand for maternity services.
